Job Summary Requisition Number: 29251 Job Title: ADMINISTRATIVE ANALYST, SENIOR Working Title: Human Resources Manager Salary: $4,842 - $9,591 monthly Job Type: Career Department Name: 3730-CULTURAL & RECREATIONAL AFFAIRS Department Website URL: www.recreation.ucla.edu Job Summary Statement: Under the umbrella of UCLA Campus Life, a division of Student Affairs, UCLA Recreation is a large department with approximately 90 career/contract and over 1,000 temporary/part-time employees in a variety of management and staff classifications, including bargaining units, located in various venues on and off-campus. The incumbent serves as a member of UCLA Recreation management, providing a wide range of personnel and administrative support services. The position is responsible for the direct supervision of the two Human Resource Analysts, one Staff Development Coordinator, and provides support to the Division of Campus Life. Under the general supervision of the CAO, work is initiated and carried out independently, following UC and departmental policies and procedures, as well as federal and state employment law. Ability to work independently, monitor work and set schedules to ensure that deadlines are met and customers are served.

The HR Manager is responsible for all aspects of Human Resources management of the Department, ensuring consistent application and compliance with policies and procedures. They oversee the complete range of staff personnel activity, including merit and promotion actions, leave administration, employee relations, staff development and training programs, HR strategic initiatives, recruitment, job descriptions, benefits, absence management, and performance management programs. The HR Manager must be familiar with UC policies and labor contracts representing all Department employees including MSP, PPSM, UPTE Technical (TX), and their related benefits.

Responsibilities also include: serving as a resource for departmental managers on employee benefits and retirement options; the development and delivery of HR related trainings for managers/supervisors; executing procedures and transactions related to personnel/payroll, orienting employees and supervisors; and interpreting both departmental and campus wide policies, procedures and guidelines for managers, supervisors and staff. Development of new processes and policies, and independent problem-solving are required. The HR Manager is the primary representative of the Department on personnel issues, implementation requirements, and objectives regarding classification of positions, diversity, absence management/leaves, grievances, employee development, conflict resolution, and HR systems. The HR Manager works closely with the CAO and Director to create a workplace that fosters teamwork and supports the continued excellence of the Department.

The qualified candidate will possess the ability to navigate the complexities associated with payroll/personnel and workforce administration and apply their knowledge to the UCPath environment, and have a high aptitude for developing and analyzing various reports to assist department leadership in decision making. Ability to understand and integrate this knowledge into Department operations, interacting with a variety of staff levels at UCLA and the organization including managers, supervisors and human resource professionals. Required 2.Knowledge to conduct one-on-one new hire orientation sessions, onboarding, offboarding, and ongoing consultations with employees. Knowledge of the University's benefit programs and procedures, in order to provide general counseling on health, dental, optical disability, life insurance. Required 3.Possess well developed active listening and critical thinking skills, including outstanding political acumen and ability to act impartially. Exercises sound judgment and advanced decision-making skills, including correctly identifying real and potential problems, advising management as required, and proposing effective strategic resolutions. Required 4.Exercise a high degree of independent judgment and political acumen; demonstrate personal and professional integrity; engender trust and good will both within the Department, and across Campus units, interact in confidence, and retain confidential information. Maintain strict confidentiality of information related to pay, personnel status and disciplinary actions. Required 5.Excellent interpersonal skills to interact effectively with staff, students, and other department administrators. Demonstrated ability to solve complex workplace and interpersonal and employee relations issues, and develop resolution strategies through fostering partnerships and building consensus with coordinating units and campus HR.. Required 7.Counsel department managers and supervisors on employee and labor policies, procedures, and appropriate practices. Counsel employees concerning sensitive and difficult to resolve work-related problems and conducts termination interviews, providing feedback to management. Preferred 8.Working knowledge of UCPATH, TRS, PeopleAdmin and related policies and procedures. Working knowledge of staff, PSS, and MSP personnel policies and procedures and provisions of various collective bargaining agreements in order to interpret policy and procedures to employees, supervisors and departmental preparers and reviewers. Preferred 9.Thorough knowledge of federal, state, and local laws affecting Human Resources activities, including FMLA/CFRA, PDL, ADA, EEO, DOL/FLSA Wage and Hour Guidelines, ERISA, COBRA, and Workers Compensation. Preferred 10.Ability to utilize IBM Cognos database, in addition to QDB, to query data and produce specialized reports related to divisional rosters, salary surveys, staffing statistics, comp time/overtime calculations and other ad hoc requests. Preferred 11.Demonstrated mathematical skills to calculate salaries, prepare payroll documents, vacation and sick leave accruals and payroll changes and complete other necessary forms. Ability to perform complex analyses on payroll/personnel related expenditures and trends. Required 12.Assist with managing the investigative process for employee complaints; advise and work with staff and managers of non-unionized and unionized employees to ensure compliance with the contract; advise on progressive disciplinary actions, assist in preparing documentation; and provide individual guidance to supervisors who are considering initiating disciplinary action Required 13.Ability to prioritize and adjust heavy workload to meet various campus deadlines and perform effectively under fluctuating or sudden deadlines, changes in priorities, and assignments. Required 14.Demonstrated exceptional written, oral, presentation and interpersonal communication skills. Ability to write job descriptions and recruitment advertisements, and to develop recruitment strategies. Required 15.Ability to work independently with minimum supervision. Required 16.Advanced degree in business administration (MBA), public administration (MPA), human resources, or an equivalent combination of education and experience.
