The Dean of Educational Services & Pathway Effectiveness will work with a successful, equity-minded faculty, experienced leadership team and deserving student body.

ESSENTIAL FUNCTIONS
Under the general direction of the Vice President of Educational Services and Institutional Effectiveness, the Dean of Educational Services & Pathway Effectiveness assists the Vice President in the administration of the satellite centers in accordance with the provisions of the Education Code, the rules, and regulations of the Board of Governors of the California Community Colleges, and the policies of the District.

The Dean of Educational Services & Pathway Effectiveness is responsible for the advancement of effective instructional programming, including scheduling, program development, advisory board meetings, Guided Pathway development efforts and work required for regional alignment. The Dean of Educational Services & Pathway Effectiveness will collaborate with other deans, faculty and staff to advance the State Chancellor’s Vision for Success, the College’s goal and the satellite centers’ educational objectives. Other duties and responsibilities include:

  • Provides leadership for instructional improvement throughout the FCC portfolio of programs including day, evening, and summer; consults with other campus deans and staff and uses class visitations, research studies, and other appropriate methods in promoting improvement of the instructional program.
  • Confers with the other academic and student support deans regarding educational staff needs, selection, assignments, teaching load, evaluation and retention, and makes recommendations to the Vice President.
  • In consultation of the other deans, is responsible for preparation of examination, office, facility, and teaching schedules.
  • Prepares and distributes the faculty manual, schedule of courses, and special bulletins describing educational opportunities offered at the FCC satellite locations and centers.
  • Represents the satellite centers and provides leadership at meetings regarding challenges involving instruction and curriculum, and interprets programs to the community.
  • Initiates research about community educational needs and uses findings in projecting needs, scheduling classes, and developing and revising curriculum.
  • Provides leadership for staff development, faculty meetings, and in-service training.
  • Works closely with Guided Pathways and Equity Committees to advance the State Chancellor’s Vision for Success.
  • Rotates as an evening dean providing on-campus supervision.
  • Prepares annual education program plan.
  • Is responsible for instructional area budget development.
  • Is responsible for familiarity with and support of federal, state, and district policies on affirmative action.
  • Demonstrates knowledge of or ability in the use of instructional technology.
  • Works with other administrators in the development of grants.
  • Is responsible for advisory committee meetings and the development of Strong Workforce Plans as needed.
  • Is responsible to consult with other college deans on Perkins IC funding and responsible for proper expenditures.
  • Responsible for seeking additional grant funds to help support the needs of the college.
  • Responsible for working with the Dean of Counseling and Dean of Student Services to ensure counseling/advising services are made available at all times.
  • Responsible to work in collaboration with the Dean of Instruction, Student Success, and Learning to ensure proper support services are available to all students.
  • Performs other duties as required.
FURTHER DUTIES AND RESPONSIBILIES INCLUDE:


  • Submits an annual report to the Vice President, including recommendations for improvement of services.
  • Develops, with assistance of staff, objectives for program improvement through in-service training.
  • Coordinates the recruitment program between high schools and the satellite centers.
  • Works with the Dual Enrollment Coordinator to expand dual enrollment offerings at all sites.
  • Works with the Vice Presidents to expand community access to FCC’s educational offerings.
  • Leads efforts in working with external partners and industry partners to ensure students have additional services and opportunities for success as needed.
  • Plans and coordinates research with the Institutional Research office to determine if the student services program is meeting needs and how the program may be improved.
  • Implements and manages job placement, internship development, and work experience programs at sites.
  • Works collaboratively to lead faculty to infuse an equity lens in department program review and the development, review and revision of student learning outcomes.
Minimum Qualifications
  • Possession of a master’s degree; AND one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment;

    OR

  • Possession of a valid California Community College Supervisory Credential.

All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice within the classroom.

Desirable Qualifications

Progressively responsible full-time experience in teaching, counseling, or administration at the community college level. Doctorate in higher education or organizational leadership.

Commitment to the community college mission, vision and goals, including student equity, the values of diversity of community college students, faculty, classified professionals, and the greater community of the city of Fresno.

Conditions of Employment 223 duty days and 22 vacation days for a total of 245 days. Salary and Benefits

The current annual salary range for this position is $115,410 – $143,989. A doctoral stipend of $2,082 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teacher’s Retirement System (CalSTRS).
NOTE: The District is currently conducting a compensation study for all academic administrator positions. Once completed, this assignment’s salary may change.

Selection Procedure

Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection committee will rate responses to the interview questions, teaching demonstration, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President of Educational Services and Institutional Effectiveness and College President for final interviews.

A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.

Additional Information about the Position

This is an academic management position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and implementation of district policies, regulations, budget decisions, and supervision of personnel including assignment of work, evaluation of performance, adjusting grievances, recommending hiring, transfer, suspension, layoff, recall, promotion and termination.

Organization

State Center Community College District (SCCCD) was formed in 1964 when it assumed control of Fresno City College and Reedley College. SCCCD serves approximately one million people and 18 unified and high school districts in more than 5,500 square miles of urban and rural territory, including most of Fresno and Madera counties and portions of Kings and Tulare counties. SCCCD is governed by a seven-member board of trustees who represent seven trustee areas. Total district enrollment for the fall semester 2012 is over 34,000 students. SCCCD is a merit system district with over 2,300 faculty and classified staff represented by the California School Employees Association (CSEA) and the American Federation of Teachers (AFT). The total operating budget for SCCCD in 2012-13 is $168 million. 

Fresno City College, established in 1910, enrolls in excess of 22,000 students and offers more than 100 associate of arts and science degree programs and 60 certificate of achievement programs in vocational/occupational areas. Reedley College, established in 1926, is located in Reedley (approximately 25 miles southeast of Fresno) and enrolls approximately 6,200 students in a variety of courses and degree programs in occupational education and the arts and sciences. SCCCD operates three educational centers with a combined enrollment of approximately 8,300 students. The Willow International, Madera and Oakhurst centers offer programs in general education for transfer and two-year degrees. In addition, the district offers occupational and technical training at its Career and Technology Center and the Training Institute.
