Senior Manager, Human Resources

Title: Senior Human Resources Manager

Position Summary
Dominican University of California is seeking a dynamic individual for a Senior Human Resources Manager position. Reporting to the Director of Human Resources, the candidate should have experience with managing a wide range of Human Resources functions to support the Human Resources department. Areas of responsibility include workforce planning, recruitment, orientation and onboarding, employee lifecycle management including position analysis and reclassifications, employment compliance, immigration, as well as retention and recognition. The position serves as the department lead for non-employee personnel management and HR office operations. This position also supervises 2 full-time HR employees, and helps direct the work of HR Office student assistants.

Responsibilities
Recruitment, Onboarding, and Employment Lifecycle Management
  • Develop, implement, and enforce practices for all recruitment related activities to improve the efficacy and efficiency of our recruitment efforts.
  • Partner with hiring managers across the University to support their recruiting needs and source the best qualified candidates for each position through training and on-going support and communication.
  • Manage drafting and placing position announcements and ads for staff and faculty recruitment in various publications and media.
  • Provide guidance to hiring managers regarding ATS access and support for reviewing, tracking and managing resumes.
  • Oversee maintenance of recruitment files and folder contents and maintain recruitment calendar for the human resources team.
  • Manage sharing of recruitment status updates with senior University administration.
  • Supervise team members in completing background checks and clearance, as well as education verifications.
  • Create and oversee correspondence and communication to applicants.
  • Manage employment authorization in accordance with legal guidelines.
  • Monitor and manage restricted work authorizations including Visas and immigration paperwork, ensuring ongoing review of expirations for renewal.
  • Facilitate employee visa and immigration initiatives including H1-B and permanent residency, working with immigration attorney.
  • Manage ad-hoc position reclassifications and compensation reviews including position analysis and gathering benchmark data.
  • Coordinate special employment procedures and orientations, such as Summer Sports Camps hiring process and twice-annual Faculty Orientation.
  • Manage oversee content and presentation of new hire orientations upon an employee's first week of employment.
  • Provide updated orientation and on-boarding process to best meet our goal of early employee engagement and introduction.
  • Ensure compliance with state and federal employment laws.
  • Facilitate compliance with University's Collective Bargaining Agreement for adjunct faculty members, including monthly and ad-hoc reporting, verifying outside teaching points and points related to terminal degree completion. Partner with Academic Affairs and each School's Director of Operations as needed to resolve inquiries and/or discrepancies about individual adjunct's points, tier and step assignments.
  • Supervise Human Resources Manager and Coordinator, and delegate duties as necessary.

Personnel Planning and Organizational Development
  • In partnership with the Human Resources Director, assist with personnel inventories and gap analyses to assess and plan for personnel across the University.
  • Provide guidance and suggestions regarding department structures and hiring strategies, updating org charts as necessary.
  • Review and maintain job descriptions to reflect positions responsibility changes and preserve compliance with FLSA position classification.

Department Operations and Administration
  • Purchase and maintain all office supplies and equipment for efficient and effective department functioning.
  • Establish and manage vendor relationships as necessary.
  • Charge designated invoice payments and supplies on DUC credit card (p-card). Reconcile p-card monthly for the department.
  • Guide HR Student Workers in completing administrative tasks for the department.
  • Create and manage systems to improve department workflow and operations.
  • Provide calendar management for the department as needed.
  • Coordinate event and meeting logistics including room scheduling, catering, communications, invitations and event set-up and hosting.

Employee Recognition and Retention
  • Provide direction in coordinating annual Employee Penguin Party (Service Awards) by acting as the lead for the committee, ensuring smooth and successful event delivery. Create and maintain event coordination timeline. Manage and monitor event budget as well as employee award eligibility.
  • Manage and advocate Penguin Pat employee recognition program. Track and celebrate recipients. Promote increased reliance on the tool for employee acknowledgement.

Non-Employee Personnel Management
  • Act as primary point of contact for questions about non-employee personnel, including volunteers, Independent Contractors and agency temps.
  • Review requests for non-employee personnel to ensure appropriate worker classification. Advise and educate departments on best practices for non-employee onboarding.
  • Facilitate background checks and assign trainings to non-employee workers as needed.

Perform other duties and projects as requested by Director of Human Resources.

Required Qualifications
  • Bachelor's degree on related field
  • Minimum of 3-5 years' experience in Human Resources
  • Knowledge and applied experience with resolving constituent concerns
  • Experience with using Human Resources Information Systems
  • Strong employee customer service orientation with excellent interpersonal skills
  • Excellent written and verbal communication skills
  • Excellent time management skills and abilities
  • Strong computer skills including MS Office Suite
  • Must be professional, diplomatic and able to serve a variety of constituents with equity, fairness and tact

Preferred Qualifications
  • Experience in Higher Education
  • PHR, SPHR, SHRM-CP or SHRM-SCP certification
  • Familiarity with Workday preferred
