MAJOR DUTIES:

The AVCSI:

30% - Develops and integrates policy, both globally --and locally—in the planning, management, and implementation of USG goals

  • Develops strategic implementation policy, procedures, and implementation models based on executive leadership priorities and USG’s strategic planning process to include OneUSG and similar processes
  • Maintains a portfolio of all current USG projects to include projects being completed by another USG unit or organization
  • Develops matrix organization, agile teams to execute executive leadership priority initiatives through project management, change management, subject matter experts, system/technology integration
  • Reviews embedded enterprise and business unit strategies to determine if emerging ideas and best practices are effected
  • Leads OSI to align new projects and initiatives with USG, legislative, and administrative policy
  • Advises on policy matters relative to priority initiatives both large and small
  • Develops project governance to define appropriate representation and places for decisions so as to ensure that decisions are made at the appropriate level (Institutional, Chancellor, EVC, VC, etc.) and with input from affected stakeholders

30% - Directs unit implementation of strategic projects and initiatives (project management, change management, system/technical/subject experts, and performance metrics)

  • Manages the execution of USGs priority initiatives through a cohesive network of cross-functional stakeholders and system leadership
  • Builds/facilitates partnerships with subject matter experts, system units, technology functions, and external stakeholders across all USG organizations
  • Develops business case with cross-functional management to include project outline, governance, budget plan, and expected outcomes; refines approved proposal into project plans
  • Ensures that each priority project has the most qualified contributors
  • Ensures that each priority project has appropriate cost projections and coordinates with financial management and individual departments to monitor spend and implement project within approved budget
  • Creates common oversight processes and procedures for system and technology investments
  • Drives effective execution of strategic implementation projects and initiatives by managing communications, coordinating resources, ensuring smooth logistics, and creating seamless participant experiences
  • Bridges the space between internal strategy development and effective execution, by developing and maintaining respective project scopes for key areas of work

20% - Promotes performance excellence and organizational effectiveness through measurement and innovative analytics and assessments

  • Shares evidence and insights from internal and external sources (e.g., case studies, academic research, best practices) regarding strategic implementation and execution
  • Remains abreast of key terminology and utilizes performance analytics to measure respective project success
  • Encourages the sharing of ideas and best practices across the USG enterprise, USO systems, and USO technology to ensure performance excellence and organizational effectiveness
  • Consults the USG technology teams to ensure that the technology infrastructure is capable of supporting the USG’s top initiatives
  • Establishes performance measurements and targets for USG top projects and initiatives and provides best practices guidance to contributors and stakeholders on the system of performance measurement
  • Designs and maintains a dashboard of actual vs targeted performance against key performance indicators for each strategic implementation engagement; analyzes qualitative and quantitative outputs to identify trends, gaps, and opportunities
  • Evaluates approved portfolio impact on strategic goals using performance metrics

20% - Advances collective understanding and capacity of strategic implementation

  • Leads in transferring ideas and best practices throughout the organization
  • Designs and maintains a curated knowledge base, capturing best practices from the field as well as assessments of strategic implementation initiatives across the USG Enterprise and leads in sharing of such knowledge
  • Develops and maintains a set of core materials (templates, presentations, etc.) and routines (newsletters, etc.) aligned to foundational frameworks and tools, for use for training and strategic projects not in the Office of Strategic Implementation responsibility list
  • Collaborates with appropriate departments to facilitate the motivation, training, and development of the USG population’s strategy-related competencies
  • Reviews strategy-related communications to ensure that all stakeholders are adequately consulted and informed regarding strategic implementation plans
  • Collaborates with USO and USG leadership to maintain requirement gathering and business case analysis for the identification of priority projects
Required Qualifications:

EDUCATION AND EXPERIENCE REQUIRED:

  • Master’s degree in business administration, higher education, management, information technology, or related field, or an equivalent combination of education and experience.
  • 5+ years experience leading large-scale organizational improvement and effectiveness efforts
  • 5+ years experience leading new projects and initiatives in a higher education setting
  • Excellent organization skills, self-directed, and naturally collaborative in nature for solution design and problem resolution
  • Demonstrated success leading major system implementation
  • Proficient in understanding of business enabling technology application systems development life cycle and support processes (e.g., Project Management Professional)
  • Strong command of project management software, performance analytics, continuous improvement practices, performance excellence frameworks, Microsoft Office applications, and other relevant technologies to include PeopleSoft, Banner, and other commonly used and emerging enterprise applications used within higher education

  • Demonstrate excellent interpersonal skills, including tact, diplomacy, and flexibility to work with faculty, executive administrators, staff, students, and external stakeholders
  • Exhibit strong project management skills to help oversee the quality and timeliness of the process
  • Exhibit a positive, solutions-oriented attitude, drive for excellence, and ability to be a team player in a pressure environment
  • Apply an entrepreneurial approach to management with the propensity for innovative thinking and an eye toward future-seeking models and ideas
