Job Description:

ORGANIZATIONAL RELATIONSHIPS:

Reports to: Associate Vice President for Operations
Supervises: Public Safety Officers, Administrative Assistant for DPS

POSITION SUMMARY:

Under the direction of the AVP for Operations, this position is responsible for the overall safety and security of the campus property, community, employees and students. It is responsible for effectively communicating safety and security information to the campus community in a timely manner and researching and instituting policies and procedures to ensure the protection of college staff, students, faculty, visitors and facilities. It participates in the development, recommendation and administration policies, procedures and processes in support of departmental operations. It responds to inquiries and requests for service from internal and external College stakeholders.

This position supports the Mission statement of Mills College by delivering excellent support and services to students, staff and faculty. Through its operational excellence, it advances the initiatives of the strategic plan, by ensuring goals are established, monitored and measured to meet the plans timelines and objectives. This position plays a significant role in supporting sustainability programs and creating a vibrant and inclusive campus life.

Essential Job Functions:

  • Develops and implements operational standards, goals, objectives, policies, and procedures for the safety and security of the College. Plans and implements crime prevention, health and safety programs, and emergency evacuation/preparedness procedures, and conducts training for college staff and students.
  • Oversees integration of the departments services into the broader campus community while actively promoting positive relations with the entire community.
  • Directs the formulation and enforcement of all rules and regulations pertaining to campus safety and security.
  • Ensures colleges compliance with local, state and federal laws. Maintains, submits, and publishes annual Clery Act crime statistics.
  • Hires, supervises, trains, and evaluates public safety personnel. Plans and conducts regular training and staff development programs. Establishes and monitors performance standards, priorities, and staff expectations.
  • Plans and maintains staffing needs, shift coverage, and work schedules.
  • Confers regularly with staff to plan and coordinate activities, assign and check work, assist with unusual or difficult situations, resolve problems.
  • Manages department budget. Makes recommendations on Public Safety equipment, staff and operating needs.
  • Develops relationships with contracted security companies to augment Mills Public Safety department when needed. Oversees shuttle and rental car contracts.
  • Plans and administers departmental records systems. Prepares various administrative/operations reports.
  • Oversees the investigation of suspected criminal activities and major incidents that occur on college property.
  • Coordinates college-wide emergency preparedness and response planning in close collaboration with Facilities, Residence Life, VP Student Affairs, and Academic Affairs. Organizes college-wide drills and oversees training activities. Conducts risk assessments and communicates security and safety policies, procedures, and guidelines.
  • Leads Emergency Operations teams, including conducting regular meetings, ensuring appropriate training is identified and provided, maintaining emergency manuals, policies and procedures.
  • Monitors security and fire alarm systems; maintains and updates staff access to systems, liaises with camera and alarm companies, responding to notices as needed.
  • Develops and maintains positive working relationships with the Oakland Police Department , Neighborhood Crime Prevention Council, District 6 Merchants Association, Oakland Office of Emergency Services and Alameda County Emergency Services Boards and other community response agencies.
  • Acts as liaison for college-wide requests for special services and events related to campus use after hours and on weekends and holidays. Maintains event calendar for departmental use.
  • Keeps abreast of new innovations in the field of campus public safety including crime prevention and reporting, emergency preparedness and response, safety and security standards, and the college student culture.

    Requirements:

    Required Knowledge, Skills, and Abilities

    Knowledge of:

  • Supervisory principles and practices;
  • Clery Act, Title IX, and the National Incident Management System (NIMS)
  • Emergency response principles and practices.
  • Security and safety principles and practices;
  • Applicable Federal, State, and local laws, rules, regulations, and/or codes;
  • Project management principles;
  • Technical aspects of public safety.
  • Safety policies, practices, procedures and requirements for the field of specialty

    Skills/Abilities:

  • Plan, direct and supervise the work of others effectively
  • Understand the application of technology, such as CCTV, mobile alert systems, etc.;
  • Shall maintain competency with Baton and Taser use requirements.
  • Interpret and apply applicable laws, rules, and regulations;
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and making recommendations in support of goals;
  • Manage contracts;
  • Mediate conflict;
  • Understand Risk Management, Emergency Response and Hazardous Materials concepts;
  • Design and develop program plans in assigned area of responsibility;
  • Analyze processes and make recommendations for improvement;
  • Coordinate activities with other internal departments, the community, and/or external agencies;
  • Work with diverse academic, cultural and ethnic backgrounds of college students, faculty and staff;
  • Utilize computer technology for communication, data gathering and reporting;
  • Communicate effectively through oral and written mediums.

    Education and Training:

  • Bachelors degree in criminal justice or law enforcement with three to five years of experience, or an
    associates degree plus five to seven years of relevant training and experience, or a combination of
    education and experience from which comparable knowledge and skills are acquired. At least five years supervisory experience is required. A valid California drivers license and safe driving record.

    ENVIRONMENT:

  • Indoor, outdoor and shop environment. Seasonal heat and cold or adverse weather conditions
  • Frequent interruptions and changes to the work schedule.
  • Manages 24/7 staff.
  • Driving to conduct work.
  • Shall generally be available for off-hour emergencies and incidents.
  • May be exposed to uncomfortable work spaces such as darkness or poor lighting, dirt/dust, fumes/odors, isolation, mechanical or traffic hazards.
  • May be exposed to unpleasant social situations or hostile community response.

    PHYSICAL ABILITIES:

  • Lifting, pulling and pushing heavy objects (50 lbs).
  • Occasional walking, standing, climbing, lifting, stooping or carrying of equipment, tools and materials.
  • Visual to perform work.

    Additional Information:

    This is a full-time, exempt position with an FTE of 1.0. Salary is commensurate with experience, and includes an excellent benefits package including medical/dental/vision/life/LTD insurance, 403(b) retirement plan with college-matching after 6 month qualifying period, 22 days of vacation years 10+ plus, 12 sick days and 17 paid holidays (subject to annual review). Staff members also receive free admission to campus events, use of the pool, fitness center, and tennis courts. Tuition remission is also available after an introductory period.
