The College and the District

Skyline College, which was designated as a Hispanic Serving Institution in 2015, is part of the San Mateo County Community College District, which currently enrolls approximately 23,000 students, the majority of whom are from minoritized populations. Of the students at Skyline College, 18.8% are Latinx, 18.2% are Asian, 2.6% are African-American, 18.4% are Filipino, 1.2% are Pacific Islander, and 0.2% are American Indian.

The Position

The Business, Education & Professional Programs Division Dean is responsible to the Vice President of Instruction for administration of the Division, including the disciplines of Accounting, Automotive Technology, Business, Business Computer Systems and Management, Cosmetology/Wellness, Early Childhood Education, Education, Hospitality and Tourism Management and Real Estate. Additionally, this dean works closely with the Dean of Strategic Partnerships & Workforce Development to offer career and technical education programming at the college. As a member of the college leadership team, the Dean is held to the Leadership Standards of Excellence.

First round interviews for this position will be scheduled for the week of April 15 or 22. Finalists will be invited back to the campus for a second interview on Monday, April 22, Monday, April 29, or Tuesday, April 30. Duties and Responsibilities

The duties below are representative of the duties of the position and are not intended to cover all of the duties performed. The omission of specific statements of duties does not exclude them from the position if the scope of work is similar, related, or a logical assignment to this position.

1. Provide the leadership, management, and development of the instructional programs for the Division

2. Recommend personnel actions to the Vice President of Instruction

3. Coordinate hourly and full-time staffing activities for the Division

4. Oversee evaluations of faculty and classified staff

5. Work with faculty to develop and evaluate curriculum and to apply up-to-date methods of instruction, including online learning technologies

6. Participate actively and cooperatively with other administrators to address college-wide concerns

7. Organize and lead the annual Division planning and budgeting process in concert with college goals. Provide leadership for departmental program reviews

8. Lead the Division in developing and implementing processes to develop and assess student learning outcomes in order to ensure student equity and success

9. Plan and administer the Division budget

10. Coordinate preparation of catalog and class scheduling for the Division

11. Write grant proposals, manage Division grants, and prepare required federal and state reports

12. Provide articulation/liaison with other college divisions and services, advisory committees, student groups, and appropriate off-campus institutions and groups

13. Recommend and participate in implementation of staff development programs for Division faculty and staff

14. Establish mutually beneficial ties with industry and the local community

15. Serve on designated college and District committees

16. Direct the operation of the Division Office

17. Administer collective bargaining agreements for Division faculty and classified staff

18. Serve as key emergency prevention, preparedness, and response personnel as assigned

19. Perform other duties as assigned by the Vice President of Instruction

Minimum Qualifications

• Master’s degree or above from an accredited institution preferably in one of the disciplines taught in the Business Division OR the equivalent

• One year of formal training, internship, or leadership experience reasonably related to the managerial assignment

• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff

Knowledge, Skills and Abilities

1. Successful community college teaching experience in a discipline taught in the Division

2. Evidence of involvement, initiative, and leadership in instructional activities

3. Demonstrated understanding of career and technical education programming

4. Ability to develop, organize, and coordinate a wide variety of instructional programs to achieve college and Division goals

5. Ability to elicit and bring focus to recommendations from Division faculty and staff

6. Ability to effectively represent the Division and its goals at college and District levels

7. Organizational skills to facilitate the development and administration of curriculum, student learning outcome assessments, budget, staff development, and performance evaluation

8. Demonstrated ability to write grant proposals, manage Division grants, and prepare required reports, including CTE Transitions and VTEA

9. Ability to manage and lead the Division Office and effectively work with faculty and staff

10. Commitment to balancing appropriately the educational needs of remedial, career/technical, and transfer students

11. Ability to facilitate problem solving between departments and programs in the Division

12. Ability to work collaboratively with faculty, staff, and administration to plan and implement facilities modifications

13. Understanding of and commitment to participatory governance

14. Evidence of organizational skills that enable performance of duties in a timely fashion with attention to details

15. Ability to develop and maintain partnerships with local businesses,community groups, and advisory committees

16. Demonstrated understanding of supporting and facilitating online teaching and use of learning technologies appropriate to the subject area(s) of the Division

17. Skill in respectful, tactful and sensitive interaction with people who are diverse in their academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds

Physical Requirements

This classification requires sitting for extended periods of time, pushing and pulling, and visual acuity. The ability to type, use phone, stand intermittently, walk, bend and stoop, occasionally lift, carry, push, pull or otherwise move objects of light to moderate weight, work at a computer, including sitting and viewing a monitor for various lengths of time, repetitive use of keyboard, mouse or other control device, dexterity of hands and fingers to operate keyboard, hearing and speaking to communicate and provide information to others; ability to operate a motor vehicle and drive to off campus locations in order to perform the essential functions.

Preferred Qualifications Benefits

Benefits include paid holidays, vacation and sick leave. The District pays all or a portion of monthly medical plan premiums (depending on the coverage) and pays all of the monthly dental and vision plan premiums for employees and eligible dependents. Additional paid benefits include life insurance, salary continuance insurance, and an Employee Assistance Program. Academic employees participate in the State Teachers’ Retirement System, a defined-benefit retirement plan through the State of California (no contributions to Social Security). Optional tax-deferred 403(b) and 457 retirement plans are also available.

Foreign Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs in order for it to be considered for the satisfaction of minimum qualifications. Foreign transcripts must be translated and evaluated by a U.S.-based credentials evaluation service. The District currently accepts evaluations from agencies approved by the California Commission on Teacher Credentialing.
