General Description
Under the direction of the Superintendent/President, the Vice-President of Administrative Services is the chief business official for the District and is responsible for all aspects of the administrative services support system on all three District campuses. Such responsibility includes supervision of fiscal services, budgets, payroll, accounts payable and receivable, cashier's office, facilities maintenance & operations, facilities planning and new construction, technology services (information, educational, and business), food services, purchasing, transportation, and oversight of bookstore contracts and operations.

The position also is responsible for formulating and administering district policy concerning business and fiscal affairs, technology, collective bargaining, maintenance and operations, and facilities management. Activities include, but are not limited to, planning, organizing, staffing, directing and controlling budget, staff evaluation, programs and services.

Job Duties
The job duties of the Vice-President of Administrative Services include:
  • Serves as Chief Business Officer of the District.
  • Plans, organizes and administers the financial and business affairs of the District.
  • Serves as district contract officer and develops contracts and agreement forms in conjunction with legal counsel for a wide variety of services performed by or needed by the district.
  • Coordinates the development and administration of the annual district budget, ensuring sound fiscal health for the District in current and future years.
  • Formulates, interprets and administers policies and procedures for fiscal affairs, facilities, technology, food services, and maintenance and operations.
  • Assures that the Superintendent/President is informed of the status of all fiscal affairs.
  • Participates as a member of the Superintendent/President's senior management council.
  • Participates in district-wide governance and decision making committees.
  • Assists the Superintendent/President in the formulation, and administration of business policies and procedures to be recommended to the Board of Trustees.
  • Prepares and presents all governing board agenda items and materials as well as special reports pertaining to the administrative services division.
  • Prepares reports required for and by federal and state agencies; advises and assists other administrators in implementing the mission, goals, and objectives of the District.
  • Provides supportive and advisory services to managers and staff in matters pertaining to budgeting and accounting, maintenance and operations, transportation, technology, bookstore and food service operations, student body accounting and all phases of business services, including other auxiliary entities.
  • Oversees administration of the maintenance operations of the District, including building, equipment, grounds and environment.
  • Oversees administration for the bookstore, food services, technology services, telephone services, purchasing and warehouse, payroll and business office functions, maintenance and operations, district facility planning and construction, risk management, and insurance.
  • Oversees administration of the transportation services operated by the district and all contract services.
  • Oversees District property management, and coordinates real property purchases and sales
  • Assures that the administrative services are aligned with, and supportive of, the goals of the District.
  • Provides direction for any future construction bond campaigns; leads bond oversight committee activities; implements timely facilities master planning
  • Oversees and directs internal and external audits, including federal and state compliance audits and studies.
  • Assists with all aspects of District strategic planning, master planning, and accreditation.
  • Conducts management research studies as needed to improve effectiveness of the operations of the District.
  • Reviews, evaluates and supervises the performance of all assigned staff (management , confidential and classified employees); insures compliance with applicable policies, rules, contractual agreements and procedures of the state and district, including the requirement that access to privileged information be carefully protected.
  • Interprets and enforces collective bargaining agreements; participates in collective bargaining as needed.
  • May serve on regional and state-level boards and committees for Community Colleges
  • Performs additional managerial duties as assigned.

Additionally, the Vice-President of Administrative Services must have:
Knowledge of:
  • Applicable State Education Code provisions, federal and state regulations, and the California Community College Budget and Accounting Manual.
  • Current laws governing taxes, regulations governing fiscal record keeping in a public institution and related accounting.
  • Budgeting and accounting functions, projection of revenue, projection of cash flows, utilization of fiscal models and setting controls to monitor revenue and/or expenditures variances.
  • Policies, standards, laws, regulations and practices pertaining to risk management.
  • Purpose, mission and goals of a community college district.
  • Administrative services and functions within a college-level learning environment.
  • Principles and practices of leadership, management and supervision.
  • Oral and written communication skills.
  • Interpersonal skills including tact, patience and diplomacy.
Ability to:
  • Analyze and interpret complex data and prepare financial statements and reports.
  • Develop appropriate methods to accomplish a variety of accounting transactions and reports.
  • Interpret laws, regulations and complex directions and propose appropriate district responses.
  • Manage fiscal resources in a prudent and financially responsible manner.
  • Provide leadership, direction and support to staff involved in assigned programs and services.
  • Operate a computer and all applicable software (word processing, spreadsheets, data bases, etc.).
  • Work independently with little direction.
  • Select, assign, orient, train, supervise, counsel, discipline and evaluate the performance of assigned personnel.
  • Communicate effectively both orally and in writing.
  • Work cooperatively in an environment of participatory governance.
  • Establish and maintain effective working relationships with District faculty, staff and students.
  • Foster and apply the principles of participatory governance.
  • Demonstrate sensitivity to the multi-cultural diversity of the college community.
  • Demonstrate commitment to the development of a diverse faculty, staff and student body and to meeting the educational needs arising from the demographics of the Central Valley.



Qualifications

The minimum qualifications for the position of Vice-President of Administrative Services are:
  • Any combination equivalent to: Master's degree from an accredited college or university in the area of business or public administration, accounting or closely related field or a CPA, and progressively responsible experience in the administration and management of business services of a large business, governmental or education organization, and
  • Demonstrated sensitivity to, and understanding of, the diverse academic social, economic, cultural, disability, and ethnic backgrounds of community college students.

College of the Sequoias is a two-year California community college offering educational and enrichment programs for the residents of its district in Tulare and Kings counties. The college was established in 1925 and moved to its current 62-acre main campus site in Visalia in 1940.

In addition to the campus in Visalia, COS operates a full-service center in Hanford that is also home to the college's police and fire academies.

COS also opened its Tulare College Center in January 2013. It is a full-service college center and the home of COS' agriculture program
