Reporting to the HR Director, the HR Manager/Deputy Director, will be responsible for managing a wide range of areas under the direction of the Director, including recruitment, compensation, onboarding, evaluation, appointment and reappointment,  human resource information systems, training and development,  time and leave, benefits, and, administration of HR policies, procedures, and programs.

In addition to the CUNY Title Overview duties, responsibilities will include but are not limited to:
-Manage all aspects of recruitment operations, including auditing and reviewing postings, developing and maintaining organizational charts, search plans, compensation analysis; employment offers, preparing for campus HEO screening committee meetings, University approvals, CUNYFirst Talent Acquisition Management (TAM) and other position posting related issues;
-Manage new hire onboarding and employee off-boarding for full-time and part-time staff; review current practices and recommend and implement process improvements;
-Manage employee relations issues and recommend strategies and approaches to address and resolve; advise supervisors in the areas of evaluation and progressive discipline; facilitate conflict resolution;
-Provide guidance and interpretation of CUNY policies (i.e., white collar contracts, blue collar contracts, NYS Civil Service laws, CUNY personnel rules and regulations, etc.) and ensure compliance;
-Assist the Director in implementing collective bargaining agreements, CUNY policies and Civil Service regulations; audit/evaluate current processes; and, recommend procedural improvements;
-Interview and appoint candidates for classified staff vacancies during hiring pools and serve as a search committee member;
-Develop and calendar clear communication of policies and procedures; develop web content and update/revamp HR web pages as necessary;
-Research sensitive HR issues and assist management with their responses;
-Liaise with the CUNY Central Professional Development & Learning Management Office regarding learning opportunities for the campus; assist in the development of campus based employee workshops;
-Implement compliance related training and instructional programs designed to educate employees
on policies and procedures, e.g.,  CUNY Workplace Violence, Sexual Harassment Prevention and Title IX.
-Provide responsiveness and the highest level of customer service to the campus  community;
-Supervise HR professionals and support staff;
-Serve in various College committees as assigned.

QUALIFICATIONS
Bachelor's Degree and six years' related experience required. The preferred candidate will have:
- An advanced degree in HR or related field; and/or recognized HR certification(s);
-At least six years of full time progressively responsible experience in human resources administration including unit oversight and supervision in unionized environment;
-Experience in higher education environment;
-HR experience at CUNY; Proficiency with PeopleSoft HCM modules (CUNYfirst), and Payserve;
-Proficiency in Microsoft Office Suite, particularly Microsoft Excel;
-Strong customer service orientation, excellent interpersonal, oral and written communication skills, and attention to detail; time management and organizational skills;
-Ability to take direction, initiative and work proactively in a team environment;
-Ability to interact with all levels of staff diplomatically with professional discretion and confidentiality and high ethical standards; strong problem-solving and customer-service orientation;
-Ability to meet deadlines and work in a fast- paced environment.

CUNY TITLE OVERVIEW
- Manages a portfolio of Human Resources programs and operations at the College level.
-    Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology
-    Manages staff responsible for carrying out operations in the Human Resources office
-    Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees
-    Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements
-    Provides outreach to employees and provides communications such as meetings, newsletters, and web sites
-    Compiles accurate and well-organized reports
-    Assists management with developing policies, procedures, and programs to support Human Resources' objectives
-    Performs related duties as assigned.

Salary commensurate with education and experience up to $94,248.
