Job Description:


Proactively manages College-wide Employee and Labor Relations function to ensure fair, compliant, and progressive working conditions for all College employees. Oversees and directs Title VII and IX functions and supports the College’s Title IX Coordinator in the interpretation, application and continuous improvement of related procedures and practices. Oversees the HR compliance with equal opportunity laws, guidelines and policies and investigations of alleged violations. Represents the College in labor management meetings, arbitrations, and negotiations. Directs the HR Compliance and Employee/Labor Relations team and hires, trains, coaches and evaluates the performance of assigned staff.


Works directly with employees, managers and constituency group leadership to foster a climate focused on mutual respect Directs the HR Compliance and Employee/Labor Relations team and hires, trains, coaches and evaluates the performance of assigned staff Oversees Title IX functions and supports the College’s Title IX Coordinator in the interpretation, application and continuous improvement of related procedures and practices Oversees HR compliance with equal opportunity laws, guidelines and policies and investigations of alleged violations Provides College-wide administration for the following collective bargaining agreements: American Association of University Professors (AAUP); District 1199 Service Employees International Union (SEIU) (full and part-time); Ohio Council 8 and Local 2678 of the American Federation of State, County and Municipal Employees, AFL-CIO (AFSCME) Manages all phases of the disciplinary and due process procedures Coaches and trains managers in the consistent application of contract language, including disciplines, grievances and complaints and College policies and procedures · Leads all labor management committees to prioritize and manage related issues and activities while keeping leadership apprised of content, progress, and potential concerns

Leads grievance investigations and hearings to appropriate resolution Develops strategies for contract negotiations and leads negotiations Represents the College at arbitrations Develops, revises and monitors HR compliance with institutional policies and procedures, state, federal and local laws and regulations and ensures that all College faculty, staff and students operate in accordance with established policies & procedures Advises College employees on ethical issues to prevent illegal, unethical, or improper conduct of employees within the College Collaborates with In-House Counsel and leadership, as needed, to resolve difficult employment, legal and HR compliance issues Identifies potential areas of HR compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future Maintains current knowledge of laws and regulations, keeping abreast of recent changes that may affect the institution's policies, procedures and processes Monitors the success of strategies, projects and policies to continuously identify opportunities to create efficiencies and improve effectiveness Serves on related College committees as directed and participates in strategic planning Performs other duties as assigned




Bachelor’s Degree in Human Resources, Labor Relations, or related field. (Significant related experience may substitute for education).

Minimum of nine years of demonstrated experience accurately interpreting and applying employment policies and procedures in a large, complex organization including the administration of collective bargaining agreements and leading negotiations.

Demonstrated experience hiring, training, developing, scheduling, supervising and managing
the work performance of others.

Demonstrated experience effectively developing strategies and making decisions that have significant, broad implications on the management and operations of a division (or equivalent business area).

Demonstrated experience and effectiveness requiring dynamic and analytical problem solving
methods in a variety of situations.


· Possess comprehensive knowledge of management theories, employee/labor relations and Title VII and IX theories, concepts and practices with the ability to apply in complex, difficult and/or unprecedented situations as it pertains to the departmental focus

· Demonstrated ability to negotiate effectively in complex business situations

· Ability to effectively complete work assignments independently

· Possess excellent organizational and prioritization skills with demonstrated attention to detail

· Ability to be creative and exercise initiative

· Possess excellent written, verbal and interpersonal communication skills

· Possess strong organizational and time-management skills

· Ability to work accurately with great attention to detail

· Possess intermediate-level proficiency with Microsoft: Outlook, Word, Excel, Access, and PowerPoint

· Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity

· Ability to collaborate, negotiate and resolve conflicts on major projects

· Ability to facilitate top-level collaboration while managing sensitive issues

· Ability to develop and maintain relationships with key contacts to enhance work flow and quality

· Possess sensitivity to respond appropriately to the needs of a diverse population
