Minimum Education/Experience: Master's degree required. Minimum of five years of post-graduate experience in higher education, including conduct administration, program development/assessment, and staff supervision. Strong leadership in the areas of strategic planning, fiscal responsibility, and project management. Strong collaboration and communication skills, both written and verbal. A working knowledge in areas of federal, state, and local law and regulation affecting higher education and student life, including, but not limited to: constitutional law, criminal procedure, and non-discrimination.

Job Duties: Reporting to the Associate Vice Chancellor/Dean of Students, the Associate Dean of Students/Director of the Office of Student Rights and Responsibilities (OSRR) is responsible for the comprehensive leadership for the department including providing vision and leadership for OSRR, overseeing and managing the student conduct process, planning, administrative functions, budgeting, and personnel management. The Office of Student Rights and Responsibilities is responsible for administering and upholding the Student Conduct Code and policies established by the University and the UNC System. The Associate Dean of Students/Director of OSRR is responsible for monitoring a proper balance between students' rights and keeping a safe and orderly physical and social environment. The Associate Dean of Students/Director of OSRR oversees all aspects of responses to individual and organizational misconduct, Academic Integrity violations, and alternative methods of conflict resolution, including mediation. This position develops a strategic plan for the office to manage institutional risk that meets federal and state regulations while upholding East Carolina University policies and advancing the University's mission, Student Affairs divisional values, and community standards. The Associate Dean/Director is the author of university-wide policies related to student behavior, including the Student Code of Conduct. The Associate Dean of Students/Director consults with graduate and professional schools on conduct matters involving their students. The Associate Dean of Students/Director sits on the University Behavioral Concerns Team (UBCT), the Student Affairs CARE Team, and Sexual Misconduct Response Team (SMRT) to review cases involving undergraduate and graduate students. The Associate Dean of Students/Director serves as the main contact for the office, interfacing with senior University officials, parents, faculty and staff, alumni, and other key constituencies on matters of student behavior. This position oversees institution-wide compliance with student programs and activities related to Title IX; conducts training; and provides informational materials and consultation to students as it relates to the university's commitment to providing a safe and healthy learning environment. This position oversees the Title IX adjudication processes, to include timely, impartial and thorough adjudication of complaints of sexual harassment, sexual assault, and relationship violence, as well as other forms of discrimination and harassment, against students. The Associate Dean of Students/Director of OSRR works closely with the Office for Equity and Diversity, including the Title IX Coordinator and Title IX Compliance Officer ensuring cases are properly adjudicated, policies are regularly reviewed and amended, and interim measures (such as no contact directives and bans) are in place when necessary; The Associate Dean of Students and Director of OSRR collaborates with internal partners (e.g. OED, athletics, public safety, student affairs, general counsel, and provost office) and others, as appropriate, to ensure accurate and consistent application of East Carolina University's policies and practices. The position will collaborate with university divisions to develop and facilitate safety and advocacy programs to ensure that students are aware of their options, resources and guidelines with respect to reporting and filing complaints alleging sexual harassment, sexual assault, sexual misconduct, relationship violence and other harassing and discriminatory behavior, as well as provide guidance and support to students. The work performed by the Associate Dean of Students/Director is extremely complex, confidential, and layered; requiring comprehensive knowledge of student affairs, student conduct administration, University policies, Federal, state, and local laws and regulations, and a strong leadership presence on campus and within the community. Position requires some night and weekend hours for on-call rotations.
