Full-time temporary position available on or after November 1, 2018 and will be appointed for one year from date of hire in Procurement & Contract Services. Possibility of reappointment and/or becoming permanent based on budget, department needs, and job performance.

ESSENTIAL DUTIES: Under the general supervision of the Procurement & Contracts Manager, and day to day lead direction of the Lead Buyer, this position may be assigned purchases, contracts, formal competitive bids, and other assignments for commodities and/or services involving the integration of many diverse elements, are of high cost and/or visibility, and/or which entail construction projects, service agreements, repair projects, or inter-/intra-agency agreements. This position requires proficiency and thorough knowledge of principles, practices and procedures according to laws and codes related to purchasing and contracts in addition to comprehensive knowledge of formal competitive bid administration process and thorough knowledge of California State Statutes and Codes and CSU Policies. Duties include but are not limited to:

• Process purchase and contract requests, developing, coordinating, and/or preparing purchase orders, contracts, bids, and other procurement-related documents for the campus.
• Assist with all aspects of procurement solicitations for capital outlay construction and formal bids, which involve complex or technical terms and conditions, scope of work, insurance and bonding, and compliance with Federal, State, and local laws and regulations. Assure selection in accordance with established criteria; assure full and fair competition and documentation of actions; issue award letters. Maintain records in accordance with established policies and procedures and audit guidelines.
• Assist with the development, coordination, and management of all Public Works procurement activities to complete complex or time-sensitive projects.
• Prepare, analyze, and administer formal and informal competitive bid processes, including Requests for Proposals (RFP) and Invitations for Bid (IFB), ensuring compliance with all applicable laws, regulations, requirements, and CSU policies. This includes guiding/assisting requestors with the development of language for technical and/or complex specifications.
• Manage (e.g., coordinate, develop. analyze, negotiate, author, and administer) contracts, working with vendors, campus customers, attorneys, and awarding agencies to determine specifications and terms and conditions that optimize value and mitigate risk for the University.
• Contract administration within the Department, including data entry in PeopleSoft, oversight during contract performance, maintaining appropriate files (hard copies and digital copies) and preparing reports such as, but not limited to, reporting on small business, sustainability, and spend analytics.
• Assist in the development of and/or review a diverse variety of customized contracts of difficult complexity in compliance with all applicable laws, regulations, and requirements (e.g., Federal, State, local, and CSU).
• Encourage and administer campus usage of CSU system-wide contracts.
• Establish and build strong partnerships with campus constituents, providing outstanding customer service. Resolve problems between end-users and providers, Receiving, and Accounts Payable as appropriate. Actively engage with faculty and staff to obtain their technical expertise, advise them of order/contract status, and ensure that all legal, policy and contractual requirements are met.
• Establish and maintain professional, cooperative, and productive working relationships with vendors/contractors, resolving any problems and/or conflicts in a timely manner.
• Remain informed and ensure compliance with CSU policies, Federal, State, and local laws, regulations, and guidelines.
• Maintain proficiency in the latest technology applications, reports, and financial analysis that are related to procurement.
• Assist and comply with various required procurement- and contract-related reporting, such as the Small/Disabled Veteran Business program, sustainability/recycled products and other programs by tracking and evaluating utilization levels, developing strategies and goals for increased utilization, conducting outreach and training for small and disabled business owners, and reporting on progress. Provide information for reporting requirements.
• Remain informed on marketplace trends.
• Share information with Department team members to ensure maximum support is provided to campus customers, and contribute to maintaining a strong team environment.
• Process basic purchase orders as needed to meet the workload demands of the Department.
• Comply with and support the CSU Accessible Technology Initiative (ATI).
• Perform other duties or projects as assigned.

MINIMUM QUALIFICATIONS:

• Equivalent to an undergraduate degree in purchasing, marketing, accounting, business, or other appropriate field. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and ability of the position may be substituted for the required education on a year-for-year basis.
• Equivalent to three years of increasingly responsible purchasing experience of which two years must have involved major aspects of the purchasing function, i.e., high-technology and building and construction, utilizing competitive bidding and contract development, and including the writing of specifications and justifications to support them.

PREFERRED QUALIFICATIONS:

• B.A. or B.S. in supply chain, procurement, business, accounting or related field, highly desirable.
• Professional procurement certification (e.g., CPSM, C.P.M., CPPO, CPPB, or equivalent), highly desirable.
• Demonstrated purchasing experience in government or public education with demonstrated knowledge of California Statues and Codes.
• Experience with CSU policy and procedures.
• Intermediate to advanced knowledge of PeopleSoft Finance.
• Intermediate skills in Microsoft Excel or higher.
• Ability to conduct research and prepare analytical reports.
• Strong attention to detail, accuracy.
• Ability to develop creative and innovative business ideas and processes.
• Excellent customer services skills and professionalism.
• Demonstrated organizational skills.

SPECIALIZED KNOWLEDGE, SKILLS, AND ABILITIES:

• Thorough knowledge of the principles, practices, and procedures of purchasing, including administration of contracts and service agreements and the basic accounting principles as related to purchasing and contracts.
• Comprehensive knowledge of formal competitive bid administration.
• Thorough knowledge of California State Statutes and Codes applicable to campus procurement.
• Ability to use a computer.
• Ability to read and write clearly in English.
• Ability to administer all aspects of bid procedures according to laws and codes.
• Ability to monitor contracts and service agreements.
• Ability to develop, interpret, and apply highly technical and varied material and equipment specifications requiring such activities as integration of performance schedules, learn and apply computer technology to the total purchasing process.
• Ability to act promptly to resolve actual or potential problems when required.
• Ability to develop long-range plans, including recommendations for policies and procedures affected by the plans.
• Ability to establish and maintain cooperative working relationships with vendors, faculty, staff students, administrators, and members of the general public.
• Working knowledge of functions such a receiving and property accounting as they relate to the purchasing process.

SALARY RANGE: $4,024 - $7,068 per month plus excellent paid benefits. (Anticipated salary will be $4,024 – $5,500 per month, depending on the qualifications of the successful finalist.) The California State University offers a premium benefit package that includes, but is not limited to, outstanding vacation, health, dental, and vision plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 14 paid holidays a year.

History

The California State Legislature established Stanislaus State College in 1957 as the 15th campus of the California State University (CSU) system. The first classes were conducted in September 1960 in buildings at the Stanislaus County Fairgrounds in Turlock, located in the state’s fertile Central Valley. The college moved 1.5 miles north in 1965 to its permanent 228-acre site following construction of its first major facilities. The picturesque current site of the University is graced by 35 modern buildings, and with more than 4,500 trees, representing 50 species, it is the region’s largest designated urban forest.

The initial classroom building housed facilities for art, music, drama and the sciences in addition to providing classrooms for lectures. The library, a companion project to the classroom building, was later named the Vasché Library in memory of the university's founding president, Dr. J. Burton Vasché. In 1985, the college was officially renamed California State University, Stanislaus by action of the State Legislature and the Board of Trustees of the California State University. A renovation of the Vasché Library is in the design stages. In addition, a student funded $52 million student center renovation project is underway, with the new facility scheduled to open in spring, 2020.

Our 10,003 students (8,521 FTEs) are served by 1,896 employees, including 645 faculty (252 tenure or tenure track), providing a student-to-faculty ratio of 22:1 and a tenure density of 60.4%. More than 80% of full-time faculty members hold doctorates or terminal degrees in their fields. The University’s primary service area is a 10,000-square-mile region that encompasses Stanislaus, San Joaquin, Merced, Mariposa, Tuolumne, and Calaveras Counties. Widely recognized for its quality academic programs, Stanislaus State is regionally accredited by the Western Association of Schools and Colleges and has earned 12 specialized accreditations, including the College of Business Administration, College of Education, Kinesiology and Social Work, and nursing, art, theater and music programs

Serving the San Joaquin Valley, the University is a critical educational resource for the six-county region of approximately 1.5 million people. The University offers a rich mix of 43 undergraduate majors and 23 graduate programs (15 master’s programs, seven post-graduate credentials and a doctorate in educational leadership).

Stanislaus State also operates an off-campus center at University Park in Stockton, 43 miles northwest of the main campus, with a current enrollment of almost 650 students.

In 2009, the Board of Trustees approved the new Campus Master Plan Revision and certified the Final Environmental Impact Report, which had not been reevaluated since 1968.  The new master plan envisions the future growth of the campus to serve 12,000 FTE students, while maintaining the quality and character of the campus environment.

Home of the Warriors, Stanislaus State fields 14 men’s and women’s athletic teams that compete at the NCAA Division II level. The Warriors have claimed 12 national championships in men’s golf and two in baseball, in addition to the 24 individual national titles won by Warrior athletes.

Over the years, Stanislaus State has developed into a major presence in the region and continues to play a prominent role in the economy of the Central Valley.

Stanislaus State has received many recent accolades, recognizing the University for its quality, affordability and access. For example, the U.S. Department of Education placed Stanislaus State on its 2016 list of institutions notable for advancing student outcomes, National Public Radio (2016) ranked Stanislaus State #5 in the nation for upward mobility of its students, Washington Monthly (2018) ranked Stanislaus State the #1 “Bang for Your Buck” four-year college in the West Region and Money Magazine (2018) ranked Stanislaus State in its national “Best Colleges for the Money” category for the 23rd consecutive year, moving the University into its top 50. In addition, the University has been selected as one of the country’s top 384 colleges by The Princeton Review for 13 consecutive years and U.S. News & World Reports ranked Stan State among the top 10 public universities in the Western region in 2018, in addition to being ranked #48 overall. Many national rankings have recognized Stanislaus State’s excellence for many years, including several publications that have ranked Stan State consistently high for more than a decade.
