Description
Whatcom Community College invites applications for the Grants Compliance Officer position. This position, under direct supervision of the Grants Director, will provide post-award support to College administrators, project directors and key support personnel of grant-funded projects from start-up to closeout, with focused support on grant management, contract management and compliance.
Job Responsibilities
Include but are not limited to:
- Provides assistance to College administrators, Grants Director and grant administrators in the formulation of College procedures as they affect the administration of grant projects.
- Assists grants staff with analyzing, interpreting and applying Federal, State, Local Government, and private funders' statutes, rules, and regulations regarding grant administration, and implements related college-wide processes.
- Works with College's Principal Accountant and Finance Director, and with the fiscal specialists to coordinate reporting, audit responses, and other grant-related fiscal activities.
- Attends grant monitoring meetings as required to review fiscal and performance activities, and provides information and guidance to project personnel and administrators regarding fiscal best practices.
- Serves as a resource to contract development; monitors grant-related contracts and invoicing to ensure compliance with contractual language, and guiding state or federal fiscal policies.
- Develops materials and provides training and oversight to facilitate the preparation of reports and documentation required by grantors; and to inform and train grant participants including sub-awardees and consultants. May include subaward site visit monitoring.
- Monitors in-kind obligations and Time and Effort reporting.
- Ensures compliance with grant agency requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and closing documents.
- Other duties as assigned.
Qualifications, Salary and Appointment
Minimum Qualifications:
- Bachelor's degree in business or accounting.
- Minimum three years of experience in grant compliance or single audit field work.
Preferred Qualifications:
- Knowledge and experience implementing internal fiscal control procedures and practices.
- Specific training in federal grants management.
- Experience implementing or training in 2 CFR 200 – Uniform administrative requirements, cost principles, and audit requirement for federal awards.
Successful candidate must demonstrate:
- Knowledge of governmental laws and regulations related to federal programs and financial reporting for grants.
- Ability to understand and apply applicable rules, regulations, policies and procedures related to grants awarded to the organization.
- Ability to work with others to establish, revise, update, and/or maintain procedures that support both compliance and facilitation of grant outcomes and deliverables.
- Ability to coordinate external audits of grants.
- Ability to work independently with a high level of accuracy and attention to detail.
- Ability to earn the trust, respect, and confidence of coworkers through consistent honesty, forthrightness and professionalism in all interactions.
- Ability to report on the effectiveness of compliance activities in written and oral formats.

Salary and Appointment:
- This is a 12-month, full-time appointment, exempt from Washington State civil service law, with an annual salary of $50,000-$50,000, DOE. Possible extension pending continuation of grant funding.
