Department Overview
The Division Budget Officer is a senior level administrative position reporting directly to the Vice President for Student Affairs. The Division Budget Officer performs a wide range of financial tasks that require a considerable level of independence, judgment, and initiative. This individual is responsible for determining methods and procedures to be used, prioritizing projects, reviewing policies, as well as maintaining responsibility for Student Affairs budgets at the direction of the Vice President. This position is expected to perform fund management responsibilities by monitoring, maintaining and processing accounts reporting directly to the Vice President in excess of $15 million dollars as well as monitoring and reviewing additional accounts that roll up under the Vice President's budgetary tree. Work is expected to be performed with little supervision with assignments reflecting responsibility for designated activities. This position is also responsible for the coordination and design of the Student Service Fee process and committee, working as the HR liaison for the Vice President, RMR, managing the Assets and Inventory duties, and working as the space survey coordinator for the VP during the annual space survey process.

Job Description
The Division of Student Affairs at the University of North Texas is seeking to hire a Division Budget Officer to join our team. Responsibilities of the position include, but are not limited to:

Fiscal:
* Responsible for processing and reporting revenues and expenses associated with the Vice President's budgets, monitors all accounts on a regular basis through COGNOS, internal tracking methods and financial reporting.
* Financial modeling decision making, analysis and support to aid in achieving the Divisions strategic initiatives from a funding perspective.
* Assists with review and monitoring of all Student Affairs accounts that report up through the Vice Presidents tree. Assists in the preparation of annual budgets and in preparing Fee and budgetary proposals.
* Manages and processes the annual COGNOS planning work to allocate Student Affairs funding in association with the Budget Office.
* Acts as the liaison between student affairs departments and the budget office. Provides guidance as the SME for division budgetary representatives. Locates and provides oral and written interpretations of policies and procedures related to budgetary policies. Works collaboratively (both within the division and externally) with a wide variety of administrative and professional personnel to promote and monitor fiscal reporting activities.
* Makes recommendations for and implements changes to budgetary policies and procedures when appropriate

Student Service Fees:
* Responsible, at the VP's designation, for the coordination and management of the Student Service Fee process. Oversight of creation, coordination and distribution of the annual SSF request packets.
* Serves as the SME for all department holders in their requests.
* Coordinates distribution process and sits as ex-officio and committee secretary for hearings and deliberation process. Manages post deliberation process and allocation notifications.
* Performs annual COGNOS planning procedures for all SSF accounts.

Asset and Inventory:
* Manages on a monthly basis the asset and inventory coordination and management process.
* Acts, at the request of the VP, as the Division liaison and coordinator of the annual campus wide process.

Human Resources:
* Human Resources liaison for the Vice President.
* Assists with both routine and non-routine HR projects for the VP.
* Provides detailed information to staff regarding HR policies and procedures.
* Assists with annual classification and compensation research and miscellaneous projects.

Misc:
* Assists with and coordinates the annual Space Management planning process for the Division. Coordinates the departmental designees, assists, divides, prepares and finalizes the division reports both electronically and physically.
* Other duties and various projects as assigned.

Minimum Qualifications
The successful candidate will possess a Bachelor's Degree in related field and four years of professional related experience; or any equivalent combination of education, training and experience.

* Extensive knowledge of (or ability to rapidly assimilate and retain) University fiscal and academic policy, procedure and practices.
* Marked ability to establish and maintain effective working relationships.
* Exceptional written and oral communication skills.
* Thorough knowledge of electronic information systems and accounting systems.
* Ability to work independently and make decisions within the framework of broad goals and objectives.
* Ability to conceptualize, plan and organize multiple programs and assignments effectively.
* Ability to work on complex and confidential tasks utilizing judgment, tact, and resourcefulness.
* Knowledge of safe working procedures and security measures related to work performed and work supervised.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:

* Budget and Finance experience with an in-depth knowledge of budget and finance in a higher educational setting.
* Working knowledge of university accounting practices, policies and procedures for financial record keeping.
* Ability to work accurately with numerical detail consistently and perform accounting operations.
* Considerable knowledge of university operating procedures, organization and management policies.
* Ability to effectively utilize sound business management principles, practices, and techniques.
* Ability to work under considerable pressure adjust to constant change and handle multiple tasks and details.
* Ability to conceptualize plan and organize multiple assignments.
* Experience working with Senior Level Management.
* Marked ability to establish and maintain effective working relationships.
* Strong written and oral communication skills.
* Supervisory skills.
* Knowledge of safe working procedures and security precautions related to work performed.
