This position is responsible for providing strategy and policy formulation, management direction, and supervision for those engaged in the procurement processes of the laboratory. These procurement processes include but are not limited to: the timely and economical acquisition of goods, services and contracts; providing market research and sourcing advice to requisitioners; ensuring negotiated procurements provide maximum value for dollars expensed; negotiating and managing Laboratory procurements through completion and closeout; supporting the DOE mandated small business subcontracting goals; administering the Laboratory's procurement credit card program (P-card) and blanket purchase agreements; ensuring compliance with applicable procurement rules and regulations; and maintaining records in accordance with Laboratory policy.
Maintains a DOE-approved procurement system by providing leadership, supervision, oversight and technical expertise, and fosters a culture of exceptional procurement operations for a team of Supervisors, Subcontract Administrators and Buyers, through proactive engagements with staff, stakeholders, and senior management, including dealing with external entities.
- Leads and mentors the Division in all areas of purchasing activities and contract administration to drive operational efficiencies, effectiveness, and improvements throughout the Division.
- Responsible for closely collaborating with others crucial to the procurement process, such as Project Managers, Legal and Accounts Receivable.
Procures in excess of $30 million each year in goods and services so that research and support staff have in place the necessary equipment, goods and services to seamlessly perform their duties.
- Applies knowledge of the Prime contract, policies and procedures, strategic objectives, regulatory requirements, risk mitigation, financial controls and other relevant priorities of the Laboratory.
- Provides direction to resolve administrative and technical problems encountered during procurement activities.
Establishes policies and procedures for the Procurement Division, developing Best Practices and driving compliance with Government and University requirements, and driving fact-based supplier selection, fair competition and ethical procurements.
- Manages the Socio-Economic Program by establishing and achieving aggressive socio-economic goals through high interaction with the contracting staff, the DOE Princeton Site Office and aligned with the Small Business Administration (SBA) objectives.
- Manages the P-card program and contract closeout function.
Oversees and reports on the Self-Assessment/Balance Scorecard Program through effective use of metrics and KPIs.
- Identifies innovative means to report and opportunities to drive improvement.
- Routinely collaborates with senior management to ensure performance levels are met.
Hires, supervises, trains and evaluates staff to assure timely performance in a pressure environment.
- Oversees staff development and training to ensure high standards of professionalism, productivity and safety.
Establish and maintain departmental data gathering and reporting requirements to meet the needs of the Laboratory and its sponsors.

Education: Bachelor's Degree in related-field. Advanced degree and JD preferred.
Required Experience: Minimum 10 years experience in supply chain, procurement or relevant business experience with progressively increasing responsibilities, with at least 5 years of management experience in the operation of a Procurement organization.
- Experience working in a Federally Funded Research and Development Center (FFRDC) and/or National Laboratory.
- Minimum of 10 years experience in the negotiation and administration of contractual agreements with companies specializing in R&D systems working for the Government.
- Extensive knowledge of Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), Generally Accepted Accounting Principles (GAAP), and Uniform Commercial Code (UCC), with ample experience in all aspects of: pricing, negotiating and administering Federal government contracts; relevant procurement rules and regulations; advanced business principles; negotiating procedures; and cost/price and profit analysis.
- Knowledge of Federal Socio-Economic policies and expected levels of performance.
- Comprehensive skills in: determining the requirements of effective specifications; negotiating, administering and terminating contracts; determining appropriate cost/price and profit margins, and managing both managerial and technical meetings.
- Knowledge of computer-based procurement systems; demonstrated skills using computers and various software, strong data analysis skills and ability to interpret complex data with respect to regulations and policies; and strong proficiency with Microsoft Excel
- Other copious required skills include: training and selection; verbal and written communication; budget management; strong analytical, decision-making, math and negotiation skills; and outstanding organizational, prioritization, and multi-tasking skills, working in a fast-paced environment.
- High ethical standards representative of Princeton University's commitment to excellence.
- Experience working with cost-type (cost reimbursable, time-and-material (T&M), and labor-hour), fixed-price and incentive-type subcontracts or Prime Contracts with companies specializing in a DOE or DOD environment.
- A Certified Purchasing Managers Certificate and a Certified Professional Contract Managers Certificate.
