About the PositionWorking independently under limited supervision, the Systems Analyst/Technical Consultant provides direct support and consulting services to and within the Office of the Registrar to ensure technical and developmental oversight of all systems and networks. The incumbent performs a variety of technical and analytical functions by interpreting the California Education Code regulations, CSU Executive Orders, San José State University Academic Senate policies, Admissions and Records policies and procedures, PeopleSoft Administration, imaging workflow software integration, and secondary student record databases such as FileMaker Pro and SAMI. Duties include technical project management, testing and troubleshooting, programming and support functions to the University Registrar primarily focusing on the effective transmission of electronic transcript data, data cleansing, workflow management, quality control, and customer service. This position serves as a subject matter expert for PeopleSoft processing, EDI, On Base, and their technical requirements. This position coordinates and collaborates with the Systems Coordinator on maintaining and troubleshooting the Student Records module in PeopleSoft.

Responsibilities include but are not limited to the following:
-Provides technical expertise and recommendations in assessing new IT software projects and initiatives to enhance and/or replace existing systems with cutting edge technologies.
-Creates and maintains system design, workflows, and functional specification for all new development projects.
-Provides moderate programming and SQL administration in live and test environments.
-Investigate and resolve application functionality related issues and provide technical support of systems (i.e. On Base and PeopleSoft) to meet changing user requirements.
-Provides application development, installation, and testing for multiple projects.
-Produces and maintain technical procedures and documentation for the applications including operations, user guide, etc.
-Analyzes data contained in the enterprise database and identify data integrity issues with existing and proposed systems, and implement solutions.
-Participates in meetings with technical and end users to discuss progress and issues to be resolved.
-Serves as a liaison and facilitator between all business units to assist in addressing and resolving IT software issues.
-Serves as subject matter expert for the electronic processing of documents in all databases and system applications utilized in the Imaging and Archive Operations unit.
-Responsible for the effective integration of EDI transcript data with imaging systems.
-Provides second level of troubleshooting miss-matched or un-retrievable documents by running search/match process and comparing databases.
-Works toward the implementation and maintenance of the paperless workflow process.
-Creates and modifies OCR templates and forms in various applications used.
-Reports and troubleshoots systemic issues pertaining to transcript submission.
-Provides user-end training and guidance to staff members and student assistants assigned to the PeopleSoft/EDI/On Base processing and other student services systems.
Minimum QualificationsInformation Technology Consultant - Expert:
Bachelor's degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study and five years of experience supporting information systems and technology.

Information Technology Consultant - Career:
Bachelor's degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study and three years of experience supporting information systems and technology.
Preferred Qualifications-Bachelor's Degree
-Experience with student information systems/databases, including PeopleSoft and Imaging softwares.
-Experience with networking protocols, and network management principles, ECM (Enterprise Content Management) principles, and best practices and knowledge of network security issues and solutions.
-Experience with computer data formats, networking, and programming issues and concepts.
-Experience training end-users in imaging workflow processing and troubleshooting techniques.
-Experience creating documentation in workflow mapping, navigation tutorials, and web-based training formats.
-Experience with query tools such as SQL and SQR.
Knowledge, Skills & Abilities-Strong oral and written communication skills.
-Excellent customer service and public relations skills.
-Ability to compose, presents, and appropriately format correspondence and reports.
-Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
-Ability to organize and plan work and projects including handling multiple priorities.
-Ability to make independent decisions and exercise sound judgment.
-Knowledge of or ability to learn of EDI Smart, PeopleSoft, Adobe Acrobat, Filemaker PRO (EDI Transcript, DocuTrack, Docmaker, Next Steps, Enrollment Back file, SIS 121, SIS 122), VNC, KOFAX, IPM, Oracle, CMD, Ellucian, Keyfile,NOLIJ, Redmine ticketing system, Assist database, XAP Communicator, FTP servers, and BRIO. Strong knowledge of query reporting tools such as SQL and SQR.
-Knowledge of PeopleSoft and the integration to On Base for TS 130/SPEEDE, WES, Parchment, e-transcript, JST, Credentials, Inc.
-Ability to create and modify OCR templates in On Base.
-Knowledge of computer applications such as word processing, spreadsheets, database management, and power point.
-Ability to make independent decisions and exercise sound judgment.
-Ability to multi-task, working effectively in a fast-paced environment with frequent interruptions.
-Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
