Position Summary

Under general supervision of the Director of CNS, the ENP Director manages the Eurasia Nonproliferation Program at the James Martin Center for Nonproliferation Studies, including research, training, and outreach and establishes the strategic vision for the program. To ensure sustainability and innovation, the Director will also raise funds and manage program budgets. Duties may include direct supervision of both regular staff and graduate research assistants. This is a full-time staff position.

Responsibilities

Essential Functions

•Designs, implements, and leads CNS’ Eurasia nonproliferation projects and activities, including:
oResearch, analysis, and commentary on nonproliferation and security developments in Russia and other former Soviet states; and
oBi-lateral and multilateral dialogues on nuclear nonproliferation, arms control, and nuclear security issues
•Develops strategies to ensure sustainability of the above projects and position CNS as a hub for expertise on these issues and ensuring that the ENP program is contributing substantively to CNS’s overall strategic mission
•Identifies and cultivates new funding opportunities that strategically leverage CNS’ unique expertise; this effort includes development of grant proposals and negotiation of contracts for commissioned research and other projects
•Identifies and incorporates innovative research and analysis methods in conducting program’s projects, including big data and network analytics, as well as other new and emerging analytical tools
•Conducts research and analysis and implements and/or contributes to dialogue meetings and outreach activities nuclear nonproliferation, arms control, and nuclear security issues
•Prepares and publishes reports, articles, and books on these issues
•Participates as a recognized and leading subject matter expert in conferences and other professional activities
•Lectures for various educational and professional development programs at CNS
•Manages and mentors regular program staff.

General Responsibilities

•Conducts research on nuclear nonproliferation, arms control, and nuclear security issues and disseminates findings
•Administers all aspects of grant implementation, inclusive of budgets, setting milestones, planning, logistics, securing cooperation from internal and external resources, and reporting
•Performs a variety of other duties as required.

Qualifications

Education

An advanced degree in political science, law, or public policy. A PhD is desirable but not a pre-requisite.

Knowledge, Skills and Abilities

•Individual should be a recognized subject matter expert in one or more fields of international security as well as Russia area studies
•Excellent analytical, writing, and communication skills
•Excellent English language skills
•Proficiency in Russian language
•Proven track record of publishing on security and Russia/Eurasia issues
•Proven track record in fundraising
•Experience with media outreach and engagement
•Willingness to travel to attend offsite seminars and conferences to represent CNS
•Good grasp of new and emerging tools for research and analysis is desirable
•Strong management and interpersonal skills
•Ability to work in fast-paced environment and manage multiple tasks
•Experience in dealing with high-level government representatives from different countries

Experience

•At least 7-10 years of research and analysis on Russia and Eurasia
•Minimum 3-5 years of fundraising experience with private foundations, national governments, and/or international organizations
•National government or international organization experience is a plus.

Physical Demands

Position requires light to moderate physical effort and the ability to work at a computer keyboard for extended periods of time.
