Summary

Organizes and manages day-to-day operations of the Sailing Center and the Community Boating Program.   Prepares and implements approved action plans for delivery of the program's services and activities.  Supervises and participates with staff engaged in course development and delivery of instruction, marketing and promoting services of the Center, fleet, apparatus, and facility maintenance, registration, retail store, and general customer service. 

Distinguishing Career Features

The Manager for Community Boating Programs is a first-line management position that, in addition to supervising day-to-day operations, has professional responsibilities for marketing through the publishing, distribution, and targeted outreach through a variety of media, for business management, and as a key contributor in the design of non-credit recreational education for boating and seamanship.  The Manager also supports the Director serving as a liaison within the College and District and to outside groups and agencies supporting the Center and its programs. 

Essential Duties and Responsibilities

Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

• Manages and evaluates day-to-day business operations of the College's Community Boating Program to a high quality boating experience and safety for students and staff. Oversee staff engaged in providing registration, instruction, support services, adequate fleet, apparatus, and facility availability. 

• Oversees the design, development, and delivery of new course offerings based on maximizing student interest, access, and response to community needs.  Develops, recommends, and sets up course fee structures to meet revenue needs and budget constraints.   

• Collaborates with the College's public relations and marketing teams to design, create, and publish marketing campaign products emphasizing the Community Boating Program's robust seamanship and maritime course offerings. 

• Oversees the production, printing, and mailing of course catalogs and offerings.  Develop and expands contact list for direct mailing, email, and social media outreach. 

• Establishes and manages best practices for the program's online registration software application, website, and social media that handles current online registration, class schedules, program content and descriptions, and links to information related to the program or College.  

• Establishes and maintains new and current course outlines and instructional guidelines for not-for-credit boating courses.  Facilitates the course programming sequence including course development, implementation, and evaluation to maximize access and growth. 

• Coordinates recruitment, hiring, and scheduling of instructors and presenters as well as maintenance and other staff supporting the program.  Facilitates setup of employment contracts and establishes instructional standards and review criteria. 

• Monitors program income and expenses supporting the program.  Works with the Director to forecast revenues prepares budget proposals, and administers approved budgets that include grants and variable items connected to income. 

• Manages and trains office staff to provide student registration services, customer service, retail sales, invoice processing, daily deposits, and cash handling. 

• Maintains business operations to be compatible with the College and District-level services such as and not limited to Fiscal and Human Resources. 

• Serves as liaison to and develops partnerships with external agencies connected to sailing and seamanship programs, such as the United • States Sailing Association, California State Parks Division of Boating and Waterways, and other Maritime Industry organizations. 

• Prepares statistical and project reports about the programs offered, students served, and assessments of program, service-level, and financial performance.  

• Assists with and monitors grant application/proposal processes, grant requests, and reimbursement funds for California State Parks (a Division of Boating & Waterways). 

• Provides support to the Director of Marine Programs to ensure goals of the not-for-credit program operations are met including support for the vessel donation program and contracted Nordic Star Cruises. 

• Performs other duties as assigned that support the overall objective of the position.

 

Qualifications and Physical Demands

Knowledge and Skills:

The position requires specialized knowledge of recreational boating, competitive sailing, maritime industry nautical terminology, boat/vessel types, and characteristics.  Requires working knowledge of USCG navigation rules and federal laws governing navigation of sail and power driven vessels on inland and coastal waterways, including local navigation aids and hazards, and the rules for safe navigation and radio communications.  Requires working knowledge of marketing, advertising, and community relations concepts, action plans, and best practices.  Requires basic knowledge of grant/fund development, distribution of funds, developing performance outcomes, and reporting.  Requires knowledge of best practices related to administering contracts, contractors, and vendor relationships.  Requires sufficient math skills to apply budgeting and cost control methods, basic accounting principles and policies.  Requires basic knowledge of retail sales and cash handling. Requires well-developed human relations skills to work collaboratively with internal resources and student-customers to build an effective work team, explain creative and technical concepts, and make presentations to small groups.

Requires the ability to carry out the accountabilities of the position.  Requires the ability to develop, schedule, and implement an operational plan for fee-based non-credit, community-based boating, water safety, and marine-related curriculum education and training programs.  Requires the ability to learn, interpret, and apply USCG rules and regulations as related to the responsibilities of the position.  Requires the ability to research and implement modern and new teaching, learning, and training methods.  Requires the ability to organize, plan, develop, and write new curriculum, develop new concepts, analyze program outcomes, and prepare clear and concise reports.  Requires the ability to make sound judgments, supervise, guide, and motivate others toward program and customer service goals. Requires the ability to direct and facilitate development of personal and team perspectives, develop and deliver training programs.  Requires the ability to develop and monitor budgets within available financial resources and to participate in fundraising activities.  Requires understanding, sensitivity to and commitment to meeting the needs of the diverse academic, socioeconomic, cultural, disability and ethnic background of the student, community, and employee population.  Requires the ability to work collaboratively and productively with internal and external constituencies.  Requires the ability to work flexible hours, including evenings and weekends.  Requires the ability to obtain First Aid, CPR, and AED certifications within a reasonable time frame.

 

Education and Experience:

The position requires a Bachelor's degree in related area and/or equivalent experience and training. Types of training and experience may be related to recreational education program planning and four years of progressive experience in the design, scheduling, and implementation of recreational education curriculum. 

Licenses and Certificates:

Required: First Aid, CPR, AED Certificates. 

May require a valid California driver license.

May be required to obtain a California Class B license.

Additional Preferred Licenses and Certificates:

US Sailing Small Boat Level 1 Instructor Certification or higher.

US Sailing Powerboat Instructor Certification.
