LSI currently employs more than 120 faculty personnel, researchers, and support staff serving a variety of private, state, federal, and international clients. Within LSI, the Center for International Studies in Educational Research and Development (CISERD), has been providing technical assistance to developing countries, many funded directly or indirectly by USAID, the U.S. State Department and other international donors to improve primary, secondary and tertiary education as well as to support education reforms that call for teacher training and curriculum development for all these levels, including training for workforce development.
LSI houses other centers, such as The Florida Center for Research in Science, Technology, Engineering and Mathematics (FCR–STEM), a multidisciplinary research center created by the Florida Legislature and competitively awarded to Florida State University in 2007. The FCR-STEM’s mission is to help the State of Florida improve STEM teaching and learning in grades K-12 and prepare students for higher education and STEM careers in the 21st century.
Over the years LSI has worked in 25 countries and partnered with dozens of international institutions. This experience has resulted in an efficient administration, a specialized staff, and a strong record of accomplishment managing multi-million-dollar research and service activities worldwide.
Position: Deputy Chief of Party, USAID/Malawi Higher Education Program

Summary of Position:
The Learning Systems Institute at FSU seeks qualified Deputy Chief of Party candidates for an anticipated four-year USAID-funded higher education program in Malawi. The purpose of this activity is to increase Malawi’s skilled, employable workforce by expanding access to higher education, especially for vulnerable populations by focusing on high-demand employment subjects and training programs for increased economic impact and opportunities for youth who stay in school. The activity will require multiple modalities of delivery to adequately address the specific needs of the project and its target population.
Under the direction of and in close collaboration with the Chief of Party, the Deputy Chief of Party will assume key designated responsibilities for program management and impact; staff management; external representation; and coordination with USAID, as well as other donors and implementing partners, including Malawian public universities, select secondary schools, and public and private sector employers.
This is an anticipated vacancy and contingent on receiving the grant funding.Responsibilities Under the direction of the Chief of Party, contribute to the leadership and vision for the program, manage and mentor program staff and provide support to short-term consultants and other implementing partners;
Contribute to the strategic planning, development of work plans, processes, schedules, and overall program events and operations;
Develop and manage partnerships with Malawian public universities, select secondary schools, and public and private sector employers;
Under the direction of the Chief of Party, contribute to the development and management of relationships with USAID, the Government of Malawi, multi-national and national private sector organizations, financial institutions, and other stakeholders including TVET institutions and organizations supporting youth employment and entrepreneurship;
Assist in the management of overall program budget in coordination with financial director and FSU administrators to ensure budget discipline and compliance with USG and FSU regulations;
Assist in program reporting and communications with FSU offices in the U.S. and local administrators and partners in Malawi to coordinate the efforts of sub-grantees and implementing partners;
With the Chief of Party contribute to oversight of the design and facilitation of program activities, planning and logistics for on-going events, workshops, face-to-face and distance learning activities.Qualifications The proposed Deputy Chief of Party (COP) must have outstanding past performance references and a record of successfully leading projects that are similar in size and complexity.
Master's Degree or higher in an education-related area (e.g., in international education, higher education, social sciences, educational technology, instructional design, distance learning, and/or social/behavioral sciences) or related field is desired.
Experience managing USAID-funded programs or demonstrated significant experience in managing development assistance programs in Malawi or in Sub-Saharan Africa, including strong financial and personnel management expertise required.
Previous experience as Deputy Chief of Party, Chief of Party, or equivalent Program Manager function preferred.
Experience working with higher education institutions and higher education capacity development programs in developing countries; or experience with youth employment and entrepreneurship projects preferred.
Experience in leading development of public-private partnerships between industry and higher education institutions.
English language proficiency in reading, listening, and speaking required.
Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.
Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the award.
Demonstrated ability to lead and develop staff, manage budgets and plan strategically and creatively to meet project objectives.
Demonstrated ability to provide oversight of local capacity development efforts, including working with local partners to ensure adherence to all sub-award requirements.
Educational and work experience that clearly demonstrates a commitment to serve the needs of women and girls and other vulnerable populations.
Demonstrated knowledge of labor force dynamics and leadership skills in working collaboratively with other donors, host country institutions, and international organizations to remove the barriers to access higher education for marginalized groups, such as youth from poor households, orphans, disabled students and adolescent girls and young women in the rural areas.
Demonstrated ability to support initiatives that provide youth with entrepreneurship and business skills, and links education and training to labor market needs.
