Department Overview
The VP Digital Strategy Innovation Department at the University of North Texas is seeking to hire a Director, Division Budget and Operations to join our team. The Director, Division Budget and Operations is a strategic-thinking leader who is primarily responsible for all aspects of financial operations to include financial analysis, evaluation, planning, reporting and recommending the most efficient use resources within UNT Digital Strategy and Innovation. As a member of the Vice President for Digital Strategy and Innovation's leadership team, the budget and operations officer will work closely with the Vice President and when applicable, Executive Director, CLEAR, to develop and coordinate the division's annual operating budget planning process, forecast and predict resource requirements for new and existing initiatives, and develop funding strategies to ensure financial sustainability.

Job Description
Responsibilities of the position include, but are not limited to:

* Supports Vice President and CLEAR leadership in strategic financial analyses to include financial forecasts/projections of current operations, predicts resource requirements for new initiatives including online and innovative programs and courses, recommends financial alternatives if corrective action is deemed necessary, and prepares proforma financial analyses in support of evaluating strategic alternatives. (20%)
* Serves as the chief financial officer for UNT Digital Strategy and Innovation and is the principal financial advisor to the Vice President. Manages all functions associated with developing and monitoring the office's annual budget; works collaboratively with university financial officials in budget preparation, financial projections, and responds to requests for financial information in a timely manner; makes recommendations for budget reductions and/or reallocations. Acts as principal account holder for the Vice President for Digital Strategy and Innovation's Office and approves expenditures in accordance with all applicable policies and procedures. (15%)
* Provides direction to staff directors in budget preparation, procurement, and compliance. Tracks and reports on graduate student positions assigned to Digital Strategy and Innovation, including CLEAR; manages the financial aspects of full-time searches, part-time allocations, and planning for future searches; prepares financial statements for departments as requested or directed by college leadership; reviews and approves personnel actions (ePARs) for Digital Strategy and Innovation. (15%)
* Directs and coordinates the administration of staff and academic hiring, compensation and payroll; advises Vice President and team on equity/market salary concerns and organizational impact of job grading and classification; assists the Vice President and others in the development of hiring plans/projections and in the development of offer letters; prepares and reviews personnel forms for staff and faculty recruitment. (10%)
* Utilizes information technology tools and software systems to provide meaningful financial management information to division leadership and departments; performs financial analyses to assure effective, efficient allocation of resources; collects data from sub-units in support of ad-hoc financial projects. (10%)
* Supervise and mentor CLEAR's budget staff. (10%)
* Ensures compliance with federal and state regulations, spending guidelines and cost principles to include but not limited to the Texas General Appropriation Act, Internal Revenue Code, 2CFR200-Uniform Guidance, and endowment MOU requirements. Ensures that financial transactions are in accordance with Generally Accepted Accounting Principles. (5%)
* Tracks and monitors non-appropriated accounts to include foundation accounts, grants and contracts. Ensures compliance with foundation MOUs and accountability with donative intent or time requirements. Ensures compliance with federal cost principles for grants or contracts to include 2CFR200 (Uniform Guidance). (5%)

Minimum Qualifications
The successful candidate will possess a Bachelor's degree in Business or a related field and 5-10 years experience in budget and operational strategy, strategic financial analyses including financial forecasts/projections, resourcing, HR, hiring, compensation and payroll.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:

* 5+ years at an institution of higher education.
* Past experience supervising others.
* Skills presenting financial information in visual dashboards.
