Job Description:


Responsible for assisting with the management of College-wide employee and labor relations issues. Conducts research and investigations and documents and reports all relevant information. Analyzes investigative findings, interprets College policies and precedent, advises leadership regarding employee relations issues and recommends appropriate course of action. Assists with College-wide application and enforcement of College policies, procedures, labor contracts and related governmental regulations.


· Assists with the timely processing of inquiries, complaints and grievances while ensuring correct interpretation and application of Human Resources policy and collective bargaining agreements

· Serves as initial point of contact for matters related to employee and labor relations

· Conducts research and investigations, documents all relevant information, and reports findings

· Analyzes investigative findings and recommends appropriate responsive action based on accurate interpretation of all relative policies, procedures and labor agreements

· Schedules and attends all bargaining labor management committee meetings and is responsible for the accurate documentation and distribution of all updates and notes

· Prepares and presents required and special reports as needed

· Assists with the development, proposal and facilitation of opportunities for ongoing education regarding Employee and Labor Relations best practices

· Identifies, formulates and recommends proactive initiatives in all areas of employee and labor relations to both create efficiencies, and to identify and resolve potential issues before they arise

· Assists in day-to-day grievance processing that requires researching issues, past practices, contract provisions, and critical issues while simultaneously monitoring and tracking grievance activities to ensure timeliness and compliance with labor agreements

· Organizes proposals, contract revisions, etc. in preparation of contract negotiations

· Manages the tracking of all tentative agreements during contract negotiations

· Provides administrative support to the lead negotiator during contract negotiations

· Coordinates printing, revising, formatting, proofreading and distribution of new bargaining agreements

· Performs other duties as assigned




· Bachelor’s degree in a related field

o Significant related experience may substitute for education

· Minimum of five years of demonstrated employee and/or labor relations experience

· Demonstrated experience effectively making decisions that have major implications on the management and operations within a department

· Demonstrated effectiveness in a role requiring dynamic and abstract problem solving methods in adaptive situations


· Ability to effectively complete work assignments independently

· Possess comprehensive knowledge of Human Resources theories, concepts and practices with the ability to use in complex, difficult and/or unprecedented situations as it pertains to the departmental focus

· Intermediate-level proficiency with Microsoft Outlook, Word, Excel, and PowerPoint or equivalent software

· Willingness and ability to take initiative, prioritize and perform proactively

· Possess strong organizational and time-management skills

· Possess excellent written, verbal and interpersonal communication skills

· Ability to foster a team environment and work collaboratively

· Ability to research and analyze issues and develop solutions

· Bachelor’s degree in Human Resources or related field

· Minimum of five years of demonstrated employee and labor relations experience in a large and dynamic multi-union environment

· The work is performed in a normal, professional office environment;

· The work area is adequately lighted, heated and ventilated;

· Typically, the employee may sit comfortably to perform the duties of the job and will perform repetitive motions with hands/fingers using a computer mouse and keyboard to type. However, there may be some walking; standing; bending; carrying of light items such as papers, files, pamphlets, books, etc.;

· Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite
