Skyline College, which was designated as a Hispanic Serving Institution in 2015, is part of the San Mateo County Community College District, which currently enrolls approximately 23,000 students, the majority of whom are from minoritized populations. The Skyline College Promise that students can “Get in. Get through. And Graduate …on time!” is the institution’s commitment to ensuring that students complete their educational and career goals in a timely manner. Among the strategies and programs that Skyline College needs to deliver on this Promise, is the implementation of the Accelerated Study in Associate Programs (ASAP) program model to the Promise Scholars Program.
The Promise Scholars Program is a comprehensive program designed to help students achieve their educational goals as quickly as possible through provision of financial and academic supports, as well a guided and intentional career development and counseling. The Promise Scholars Program launched in its pilot phase in fall of 2016 and is now launching as a full replication of the ASAP model with over 500 participating students in the fall of 2018.
Under direction of Skyline College’s Director of the Promise Scholars Program, this position is the lead administrator responsible for the management of a multi-million dollar grant supporting the replication of the Promise Scholars Program. The position is the lead administrator in managing the components of the grant, including but not limited to the fiscal oversight, the overall evaluation of the replication project, producing and presenting reports, key communications, and public relations with internal and external stakeholders. The replication project includes working with up to 5 California Community Colleges and CUNY ASAP.
Public contact is extensive and involves outside agency and organization representatives, staff, students and the general public for the purpose of exchanging policy, technical, and procedural information. The position entails working with faculty, staff, students, vendors, contractors, outside educational institutions, businesses and community representatives. A high degree of independent judgment and creativity are required to resolve minor and major problems that arise, while also adhering to ensuring fidelity of program implementation. The Project Director is expected to commit to the Leadership Standards of Excellence identified by Skyline College Administration.
The position requires flexible work hours and some evening and weekend responsibilities.This is a temporary position funded by the Innovation in Higher Education Grant through June 30, 2020. Duties and Responsibilities
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. The Project Director serves as a key administrator in supporting the Director of the Promise Scholars Program on the design, implementation, and evaluation of the Promise Scholars Program (based on ASAP at CUNY) at Skyline College, and serves as a key administrator for the development and implementation of technical assistance and replication services to expand the model across the San Mateo County Community College District at additional designated campuses within the California Community College District.
In addition to grant management responsibility related to the replication of the ASAP model, the Project Director, in collaboration with the Director of the Promise Scholars Program and Skyline College’s Administrative Services team, will also maintain and update Skyline College’s Promise Scholars Program budget and make recommendations to the Director of the Promise Scholars Program regarding the program budget, as needed.
The Project Director will:
1. Serve as the lead administrator in all matters relating to planning, development, budgeting, implementation, compliance with rules and regulations, monitoring, and evaluation of programs and activities of the grant
2. Collaborate with the Promise Scholars Program replication team at Skyline College and the SMCCCD replication team, in conjunction with the Director of the Promise Scholars Program, Vice President of Student Services, and the Vice Chancellor for Educational Planning and Services
3. Review outcomes of the grant with the Director of the Promise Scholars Program to ensure that adjustments are made and strategies implemented to meet the outcomes of the grant
4. Collaborate with the Office of Planning, Research, and Institutional Effectiveness and the Director of the Promise Scholars Program to ensure that the evaluation of the program assesses and monitors key aspects of the Promise Scholars Program, including academic, advisement, counseling, career counseling, and other support and financial aid services for designated Promise Scholars students, as it relates to the grant
5. Collaborate with the staff of the Planning, Research and Institutional Effectiveness office to ensure a comprehensive, iterative, and integrated process for program evaluation for student success
6. Collaborate with the Director of the Promise Scholars Program to develop and maintain technical assistance materials, trainings, and resources for replication of the Promise Scholars Program/ASAP model at other campuses
7. Exchange information with internal and external stakeholders, including staff, students, business representatives, other educational institutions, funding and governmental agencies, community organizations and the general public regarding college project policy, partnerships, grants, and other funding resources, project goals and outcomes, program review, and strategic planning
8. Review the Promise Scholars Program budget regularly with the Director of the Promise Scholars Program and make adjustments, recommendations, projections, and reports, as needed
9. Make recommendations for changes to budgets, staffing, facilities, supplies, and equipment, in conjunction with the Director of Promise Scholars Program
10. Confer with management and other staff to develop and implement needs assessments, technical assistance, and replication services for campuses involved in the replication
11. Make presentations to small and large groups, both internal and external to Skyline College
12. Use a variety of computer software to design and prepare correspondence, reports, budget studies, track and review financial and other data, publicity materials and other written materials
13. Set up and maintain electronic and manual file systems
14. Compile statistics for use in designing/developing new and modified project services, goals, and future service delivery changes
15. Participate in strategic planning with management and other staff; make recommendations for project modifications
16. Manage, monitor, and report on all fiscal matters related to the grant, in conjunction with management and other staff
17. Serve as a member of the Student Services Leadership Team
18. In conjunction with the Director of Promise Scholars Program, collaborate with the Design Team Co-Leads to ensure programmatic alignment with the institutional comprehensive redesign efforts underway
19. Perform other related duties as assigned
20. Drive a motor vehicle to attend off-site meetings, workshops, and participate in other activities to present and obtain current informationMinimum Qualifications
• A combination of education and experience equivalent to a Bachelor’s degree from an accredited institution
• Successful work experience of increasing responsibility that has included program planning, assessment, implementation, and evaluation, budget planning and reporting, research and data analysis
• Demonstrated skill in oral and written communication, including public speaking
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff
• Skill in the use of a variety of computer software to create spreadsheets, reports, correspondence, and other materials
• Skill in training, leading, and directing the work of others
• Experience with the organization and implementation of various complex office procedures and forms
