The incumbent is responsible for leading and coordinating institutional efforts toward maintaining a campus environment that is inclusive, pluralistic and free of discrimination. This individual will take a lead role in the design, implementation, and assessment of initiatives that support our employees by improving awareness and understanding of diversity and inclusion as a relevant skill set for all employees as well as identify and coordinate strategies that link diversity's relationship to institutional excellence. The Manager - Diversity, Inclusion, and Compliance is responsible for leading retention activities and shares responsibility with the Employment Manager for recruitment activities. The incumbent also serves as the ADA Coordinator and the CHief Financial Officer and, as such, is the hearing officer for EEOC compliance matters. This individual is responsible for maintaining current knowledge of employment related state and federal laws and College policies and for implementing processes and completing reports that ensure compliance. Description of Duties/Selection Criteria Work closely with key departments and committees to build partnerships and initiatives that strengthen an inclusive workplace environment. Work with individual academic and administrative departments on the development of department diversity plans. Serve as ex-officio on the Diversity Council and provide service of resource to assist the council in designing strategies and goals to support the College's diversity initiatives. Coordinate the development and assessment of employee based diversity projects. Enhance diversity programming and implement integrated workplace inclusion activities by actively engaging stakeholders at all levels. Respond to ADA requests, recommend resolutions and process accommodations.

Research and share analytic reports designed to inform marketing, recruitment, and retention initiatives. Recommend/Support effective recruitment strategies and participate with the Employment Manager, and College Relations staff in networking and other activities that will ensure a diverse pool of applicants for vacant positions. Develop innovative Human Resources practices to promote retention and recruitment of a diverse workforce; identify and utilize technologies (website, social media, electronic newsletters, etc.) to brand Brookdale as an employer of choice to targeted populations; provide assistance with the development of a cultural competency curriculum as part of professional development offerings; conduct routine reviews of hiring, promotions, reclassifications, and separations to ensure fairness and equity. Interact with professional, religious, and civic organizations in the local community. Develop a strategic plan and approach designed to improve Brookdale Community College's visibility and reputation as an employer of choice in communities previously disassociated or under-associated with the campus.

Investigate student and staff allegations of discrimination and harassment involving employees and make recommendations for resolutions to the Associate Vice President and the President. Work with Labor Counsel regarding internal investigations and in related matters of pending litigation against the College. Monitor all College policies and procedures related to staff and students to ensure nondiscrimination and a working environment free from harassment. Take affirmative action to ensure that applicants and employees are treated without regard to their race, color, religion, national origin, age, gender, sexual orientation, or disability and in accordance with all applicable federal and state laws, regulations and executive orders, as well as Board of Trustee policies. Implement processes and complete reports to ensure compliance with employment laws and regulations. Develop, implement, maintain and modify the College's Affirmative Action Plan in accordance with federal and state laws.

Act as internal consultant to HR colleagues on creative ways to incorporate diversity into baseline business and to monitor HR practices for compliance with all aspects of the law. Develop and recommend new or revised policies, procedures and practices within scope of responsibility. Complete annual HR IPEDS reporting. Coordinate with the Benefit Specialist in the development and implementation of support programs for new employees to ensure their assimilation into the Brookdale Community College culture. Provide leadership through involvement in campus organizations and committees to enhance inclusive behavior and respect for differences among employees.

Perform other duties and responsibilities as assigned. Minimum Qualifications Master's Degree in Human Resources or related field. Law Degree strongly desirable. Three years of relevant experience, preferably in higher education. Leadership ability. Knowledge of employment law, regulations and compliance procedures regarding equal employment opportunity. Exceptional oral and written communications and interpersonal skills. Demonstrated ability to think and act strategically. Strong knowledge of and commitment to advancing diversity awareness and inclusion. Ability to work independently while functioning as part of a team. Experience/training in conflict resolution and the ability to resolve complaints in an objective, confidential and impartial manner. Requires a creative thinker who demonstrates initiative and ability to build contacts/networks with internal and external constituencies. A high degree of diplomacy, personal integrity and ethics and sound judgment. Ability to work effectively with faculty, staff, students and administrators. Must be internet literate and able to create/modify word processing, spreadsheet and database documents. Preferred Qualifications & Special Considerations (i.e. overtime, expertise in, physical requirements, flexible in schedule, travel, preferred qualifications, etc) Knowledge of Monmouth County and its communities preferred. Brookdale Community College, located in the Lincroft section of Middletown Township, New Jersey, is an excellent resource for residents of Monmouth County. The College offers (2-year) associate degrees in over 50 programs, plus noncredit classes in many areas of personal and professional interest.

Brookdale is an open admission, comprehensive community college, available to anyone 18 years of age or older, anyone who is a high school graduate or holder of an equivalency diploma. If you do not have a high school diploma or an equivalency diploma, you may still enroll at Brookdale as long as you are 18 or older.

The College was founded in 1967 and is sponsored by the citizens of Monmouth County through the Board of Chosen Freeholders.

The 220-acre main campus today comprises 22 buildings totaling 731,353 square feet, with new construction in the last decade including Larrison Hall, the Center for the Visual Arts, the Bankier Library, and our beautiful newly renovated Fitness Center and Conference & Events Center.

The campus also includes a 360-seat Performing Arts Center, an Advanced Technology Center with state-of-the art television and music studios, 10 athletic fields, Brookdale Public Radio 90.5 The Night, and some 60 computer labs with about 2,000 fully networked PCs running all today’s mainstream applications at all Brookdale locations.
