Primary Function of Organization Unit: The Office of Contracts and Grants oversees post-award administration for NC State University. Contracts and Grants staff supports department and college Research Administrators, faculty, and staff by managing the cornerstones of Post-Award Administration including: project ID setup, deposits, invoicing, letter of credit draws, accounts receivable, financial reports to sponsors, new award/attribute review, audit coordination, prior approval request approvals, regulatory checklists, effort reporting and general compliance oversight.

Essential Job Duties: The Fiscal Manager will have the following responsibilities: * Prepares and examines a variety of financial reports (financial status reports, cost-sharing reports, etc.) and invoices for payment to contracts, grants, and cooperative agreements sponsors in accordance with the terms, conditions and established timeline of each sponsored award. * Executes system generated invoices for payment on behalf of and thru authority delegated by the Director of Contracts and Grants. * Provides oversight of and conducts thorough reviews of financial transactions posted to contract or grant accounts by NC State University colleges and departmental research administration staff. * Accurately interprets and applies sponsored awards' financial and administrative terms and conditions of to ensure University research expenses comply established requirements. * Performs other post-award administrative duties to include, but limited to: thorough review, analysis, and processing of new awards, award and budgetary modification and all other post-award changes, letter of credit draw down analysis, and collection of cash/funding and outstanding receivables balances. * Designs, schedules and delivers training to co-workers and other NC State University research administrators as needed.

Minimum Education/Experience:

Department Required Skills: Ability to understand and apply extensive knowledge of Generally Accepted Accounting Principles (GAAP), Office of Management and Budget (OMB) Circulars, Code of Federal Regulations (CFR) including the Uniform Guidance, terms and conditions of contracts and grants, and applicable regulations to ensure financial compliance with established standards. Ability to interpret and operate under the Committee of Sponsoring Organizations (COSO) integrated framework for internal controls for proper audit mitigation. Remain current of changing regulations and industry standards thru continual pursuit of professional development and education. Ability to work independently as well as part of a team in an effective and efficient manner requiring minimal supervision. Ability to apply excellent analytical, verbal, written and demonstration communication skills. Ability to work under pressure and maintain attention to detail in a fast paced, deadline driven environment. Ability to assess and resolve unprecedented problems which require researching and reviewing policies, procedures and regulations. Ability to apply judgment and delegated authority to resolve problems and maintain compliance program requirements. Ability to understand and properly apply complex requirements, regulations, and concepts well enough to explain to others. Strong computer skills to utilize tools such as Word, Access, Excel and the Windows environment. Ability to lift up to 50 pounds.

Preferred Experience, Skills, Training/Education: Bachelor's degree in Accounting or related business field with 12 credit hours of accounting coursework or five years of post-award experience in the administration of sponsored awards. Knowledge of the University and State financial processes. Experience with PeopleSoft financials and knowledge of PeopleSoft actions. Experience/knowledge of Cost Accounting Standards, Uniform Guidance and Circulars A-133, A-110, and A-21 and ledger 5.
