Position Summary

In conformance with University and the State of North Carolina requirements, establishes and maintains Facilities Operations policies in support of the Plant's service mission; assures related functions comply with all applicable laws, codes, ordinances, regulations, policies and procedures.

Responsibilities include directing a staff of approximately 230 employees, engaging in maintaining 80 buildings and managing an annual operating budget of approximately $15,000,000.

Programs & Engineering: Designs and oversees corrective and preventive maintenance programs for university buildings and infrastructure.

Utility Plants: Oversees engineering and operational functions of heating, ventilation and air conditioning systems including Steam and Central Chilled water plants.

Mechanical Services: Manages HVAC preventative and corrective maintenance and energy management of automated environmental control systems that monitor and regulate campus facilities HVAC.

Waste Reduction and Recycling: Oversees university's waste reduction and recycling program including contract management, collections of waste and recycling products.

Building Services: Oversees trade shops involved in maintenance and repair.

Grounds & Landscape Maintenance: Directs the care, maintenance and repair of improved and unimproved land including roads, athletic fields, planters, lawns, and hardscape.

Signage: In cooperation with Facilities Design and Construction, maintains and installs exterior and interior campus signage.

Garage: Manages garage for repair and maintenance of Facilities Operations inventory.

Custodial & Hardscape Maintenance Services: Oversees campus custodial services, related contracted services, and supports/assists in the coordination of special events (commencement, open house event, etc.); direct cleaning and care of campus exteriors and related contracted services.

Surplus Warehouse: Collection, catalogue and sale of surplus property.

Electrical and Lock Shop Services: Directs the management of the University's electrical
systems, lock, and security and fire alarm systems.

Customer Service and Assessment. This area is responsible for the communication between campus community and Facilities Operations. This area coordinate scheduling and completion of campus maintenance, dispatch staff and follow up on trouble calls. Provides IT support to staff, prepares work order management reports, administers Facilities Operations assessment program. This area manages operation of the automated facilities management system used to track all Facilities Operations work.

Business Operations: This area manages budget and procurement activities of the department, manages charge back cost recovery;

Personnel: This area is responsible for time keeping, leave management, recruitment, training, for Facilities Operations.

Emergency Operations: Serve as a key member of the university's Emergency Preparation and Response Team.

The Director of Facilities Operations works with great independence in setting departmental goals, operational policies, budget decisions, allocation of resources among the various areas in Facilities Operations, performance management, recruitment decisions, and disciplinary actions (in collaboration with Human Resources).



Minimum Qualifications

EHRA Non-faculty positions generally require post-baccalaureate credentials (e.g., Master's degree or higher), although a bachelor's degree plus alternative or equivalent professional training and experience may be substituted for the advanced degree. Include any special certifications or licensure required.



Preferred Qualifications

Master's Degree in Engineering , 10 years of experience in supervisory level position in Facilities Management.
