Skaggs School of Pharmacy has an opening for a full-time University Staff (unclassified) Assistant or Associate Dean for Finance and Budget position.

Job Summary:


Depending on the qualifications of the individual selected and departmental needs, this position may be filled at the Assistant Dean or Associate Dean level.

The Assistant/Associate Dean for Finance and Budget is a university staff position reporting directly to the dean. The individual in this position serves as the chief finance and budget officer of the Skaggs School of Pharmacy and Pharmaceutical Sciences and chief operating officer of the school's Professional Services Plan. This position is delegated the responsibility and authority to make all decisions necessary to ensure that the budgetary and fiscal operations of the school are conducted in an effective, efficient and responsible manner consistent with the rules and regulations of the University of Colorado. This individual also is responsible for policy development, program evaluation on a variety of unique and complex projects and development of short and long-range financial plans and projections for the school. Responsibility also includes advising the school's leadership on administrative, fiscal and budgetary aspects of the school; serving as the school's liaison for fiscal issues and serving as representative to or on various Anschutz Medical Campus, University and external offices and committees.

Examples of Work Performed:

  • Serves as the fiscal officer of the Skaggs School of Pharmacy and Pharmaceutical Sciences.
  • Administer and monitor the school's budget and financial activities. Coordinate and monitor the preparation and approval of all fiscal/budgetary documents. Prepare and update cost studies for core facilities.
  • Administer all fiscal/budget matters of the school. Prepare and provide related presentation for the school's constituents.
  • Investigate and identify internal and external budgeting and financial information needs; coordinate and approve all documents and reports relating to fiscal and budget information for the school.
  • Formulate financial plans for the school's various programs and projects. Plans include revenue and expenditure projections, as well as, cash flow requirements.
  • Direct all activities related to facilities and space management and planning.
  • Plan, organize, coordinate, implement and monitor all matters related to finance, budget, facilities, space and other projects as needed including, but not limited to, formalize innovative approaches to address financial and operational problems; develop new programs; reorganize and enhance existing programs; ensure accurate reporting of space utilization, appropriate utilization of space and safety and comfort of building occupants, develop mechanisms for providing incentivized compensation.
  • Direct all activities of Business Services Assistant Director. Provide supervision and guidance to assigned personnel. Manage the office's resources.
  • Ensure the school is in compliance with all relevant campus, university and state fiscal policies and procedures.
  • Serve as the school's liaison with the campus, university and external entities concerning fiscal, budget, facilities and space matters.
  • Participate as a member of the dean's leadership team. Provide advice and counsel to the school's department chairpersons, assistant/associate deans and program directors regarding all financial and administrative matters.
  • Serve as chief operating officer for the school's clinical enterprise including the Professional Services Plan. Administer and monitor all activities of the clinical enterprise. Serve as advisor to the dean and plan management committee regarding the finance and operations of the plan. The school's $8.6MIL clinical enterprise includes pharmacy distribution operations, billed clinical patient visits and clinical services contracts with affiliates.
  • Other duties as assigned by dean.

Qualifications

Minimum Qualifications (Assistant Dean level):
  • Graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, finance, accounting or a closely related field
  • A minimum of three (3) years of progressively responsible financial, budgetary and administrative and supervisory experience, preferably in an institution of higher education
  • Must be proficient in business information systems applications
Minimum Qualifications (Associate Dean level):
  • Graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, finance, accounting or a closely related field
  • A minimum of five(5) years of progressively responsible financial, budgetary and administrative and supervisory experience, preferably in an institution of higher education
  • Must be proficient in business information systems applications
Preferred Qualifications (Assistant and Associate Dean levels):
  • A Master's degree in any one of the above mentioned fields
  • Administrative experience at an academic health center
  • Experience administering grants and contracts
Competencies:
  • Ability to function independently in a responsible and timely manner
  • A thorough understanding of administrative, budgetary and fiscal principles and practices and facilities and space management tools applicable to the University of Colorado Skaggs School of Pharmacy and Pharmaceutical Sciences
  • Ability to analyze and evaluate financial and statistical information in order to monitor and oversee the budgeting cycle
  • Ability to anticipate and conceptualize administrative and fiscal issues and to develop and implement action plans
  • Ability to interact and communicate effectively with professional, administrative, faculty and other personnel throughout the organization, both orally and in written form
