DUTIES AND RESPONSIBILITIES:   The University Registrar is under the leadership of the Vice President for Student Development and Services and shall serve as the chief student records official for the University; provide leadership and oversight for the student records management function; continue to expand the use and functionality of existing and/or new technology; and ensure the overall coordination of all functions for the Registrar’s Office.

The Registrar will lead the staff in the planning, direction, and management of services and programs related to records, registration, enrollment reporting, and graduation.  He/She shall also be responsible for analyzing data, ensuring compliance with federal, state, and institutional regulations, laws, and policies regarding student records, and the coordination of system development.  The Registrar shall function as the compliance officer for applicable legislative or federal regulations, including but not limited to the Family Educational Rights and Privacy Act (FERPA), NCAA certifications, and enrollment reporting through the National Student Clearinghouse (NSC).  Further, the Registrar will assist the University’s IPEDS Compliance Officer (IR) in records related activities and other externally imposed state and federal regulations.

The University Registrar will be responsible for budget development and resource management for all Registrar’s Office operations and activities. He/She shall recommend technology and system upgrades for processes and policies within the Registrar’s Office and advise/consult with other operations to ensure appropriate integration of processes and functions.  The Registrar shall provide information and data to be utilized in academic and institutional planning, trends, policies, processes, and practices in the support and development of the academic operation.   Additionally, the Registrar will direct the implementation of efficient processes and procedures that ensure the accuracy and integrity of student data and records while working closely with deans, chairs, and faculty.

He/She shall lead the Registrar’s Office in a rapidly growing and changing University, and address the needs of the Office as it undergoes a restructuring process.  The University Registrar will ensure that Office staff provide exemplary service to students and faculty and effectively communicate policies, procedures, and students’ rights and responsibilities in a helpful, considerate, and timely manner.  He/She shall serve as a member and/or a contributor to various University committees; collaborate with faculty and executive officers to update, develop, and publish the academic catalog and on-line publication of the Schedule of Classes and University Catalog; and perform other related duties as necessary to support the Claflin University mission.

QUALIFICATIONS:   The successful candidate shall possess at a minimum a Master’s Degree and five to eight years of  Registrar experience.  Related progressive leadership experience may be substituted for the years of experience. He/She must demonstrate a thorough understanding of relevant technologies, a proficiency with Jenzabar systems, exceptional leadership and supervisory skills, excellent decision-making and communication skills, and the ability to collaborate effectively with a diverse population and with all University Departments.
