The Department of Public Policy and Administration at Sacramento State invites applications for the tenured position of Hazel Cramer Endowed Chair and Professor in Public Policy and Administration. The Department of Public Policy and Administration (PPA) is a department within the College of Social Sciences and Interdisciplinary Studies at California State University, Sacramento (Sacramento State). The mission of the PPA Department at the “Capital Campus” of Sacramento State is to prepare future leaders to address the complex issues that face California. We serve the state and the Sacramento region by developing leaders with strong analytical tools and a deep commitment to public service. We are excited to be part of “Sac State Downtown”— a hub for innovative teaching, learning, and research, fostering collaborative partnerships to address real-world issues and improve the quality of life in the Sacramento region. Sac State Downtown launched this academic year.

The PPA program (http://www.csus.edu/ppa) provides professional training for graduate students—many of whom work in state government. Our core academic program is a Master of Public Policy and Administration (MPPA); we also offer as a Master of Science in Urban Land Development (MSULD) and a Certificate in Collaborative Governance for matriculated graduate students. We participate in, or affiliate with, the Doctorate in Educational Leadership degree, the Judicial Administration Certificate Program, the Executive and Judicial Fellows Programs (part of the nationally recognized Capital Fellows Programs), and the Education Insights Center.

PPA faculty focus on developing engaging curricula that include project-based work and application to current policy and administrative issues in California. Courses are taught evenings and weekends to accommodate students who are full-time working professionals. Our curriculum is evidence-based, with a strong focus on ensuring that students leave the program with the ability to: (1) synthesize, analyze, and offer ideas to improve policy and practice; (2) apply knowledge and skills in a professional setting; and (3) recognize the role of profession in society.

ESSENTIAL DUTIES

• Teach two courses per semester (taught in the evenings or on weekends), with the opportunity to reduce the course load through securing funding for research/service projects.
• Continue distinguished scholarly and professional contributions related to public policy and administration.
• Create and execute a sustainable plan to serve the community (examples include, but are not limited to, developing and executing a high impact community engaged research agenda that includes translating research into possible solution sets/ideas for practice; creating new work-based learning opportunities for PPA students; developing and implementing innovative educational programs and curricula; fostering collaborations across the college, university, academic field, and entities in the community; launching a new center or institute with a viable business model; recruiting and supervising graduate students; and providing outreach to the broader community).
• Supervise master’s theses related to the area of public policy and administration.
• Provide service to the community in the area of public policy and administration.
• Provide service to the department, college, and university.

REQUIRED QUALIFICATIONS

• Ph.D. in public policy, public administration, public affairs, an interdisciplinary focus related to public policy and administration, or in a related discipline; or relevant work experience.
• Associate or full professor at an accredited university at some point in the applicant’s career; or comparable professional experience that would merit appointment with tenure.
• A distinguished and sustained record in the areas of teaching, scholarship, and service.
• The successful applicant should have a high impact applied research agenda, which utilizes research-based evidence to solve practical problems facing the community and our students. Examples could include political engagement, immigration policy, access to high quality health care, affordable housing, unemployment, poverty, environmental justice, and other similar issues.
• Commitment to master’s level university teaching and thesis supervision with a diverse student body
• Commitment to diversity and issues of just, equitable, and inclusive education.
• Commitment to working with the public service community in Sacramento.
• Publications (peer-reviewed journal articles, professional articles, highly utilized and evidence-based policy reports or briefs) in areas related to policy and administration.

PREFERRED QUALIFICATIONS

• Teaching experience and success in the topic areas the person would teach.
• Professional experiences outside of the classroom in areas related to public policy and administration. This could include consulting.
• Deep knowledge of California politics, policies, and regulations.
• Experience engaging different constituency groups to solve public problems.
• Expressed commitment to working in an interdisciplinary academic department.
• Commitment to experimenting with different forms of student engagement in the classroom.

APPOINTMENT SPECIFICS
The position is for the Hazel Cramer Endowed Chair. Through the Hazel Cramer Chair, the university is making a commitment to becoming an anchor institution in the region by focusing on long-term, systemic solutions to entrenched social problems. This position is a key part of the university’s efforts to engage more with the community.
As an endowed chair position, the work differs significantly from a traditional faculty member, and additional funds will be provided to ensure that the Endowed Chair can meet those expectations. Through one or more of these tasks, the holder will enhance the reputation of the department, the college, and the university. This is an academic year position. $20,000 per year will be provided to the Endowed Chair to pay for costs associated with executing the Endowed Chair’s plan to meet the unique expectations of the position (to pay for research assistants, Endowed Chair travel, student travel, meetings, brown bag lectures, research-related costs, etc.).

The initial appointment of the Endowed Chair will be for six years. Subsequent reappointment will require a thorough performance review.
