The HR Consultant is responsible for providing consultation to leadership and staff within assigned units to advance the University’s goal to attract, develop and retain a high-performing and diverse workforce. Consultation will be provided in the areas of compensation employee relations, training and organizational development, leave administration, performance management, onboarding and exit procedures, recruitment/retention, diversity and affirmative action and more. General benefits related consultation is also expected with referral to an appropriate specialist in the subject area as necessary.

ESSENTIAL DUTIES

Develop strong working relationships with key university stakeholders in the deployment of human resources strategies. Measure the effectiveness of initiatives through the use of instruments and tools, including tests, surveys, focus groups, interviews, and questionnaires.

Provides ongoing coaching and training to hiring authorities and campus constituents regarding recruitment and hiring processes, Human Resources and management best practices and Human Resources legal and organizational policies. Serve as the HR advisor on Assistant Director and above administrator searches.

Work with managers on performance management and employee relations issues including performance improvement and corrective action where necessary. Works with the electronic online performance evaluation system.

Communicates policies regarding compensation and position evaluation plans. Assists hiring managers in collaboration with the Manager of Employment to analyze market salary rates with respect to compensation levels for the organization. Assists hiring managers with job analysis and job evaluations in consideration of compensation adjustment requests.

Design and implement organizational development initiatives including, change management, strategic/workforce planning, talent/group development, and professional development. Collaborate with the director to lead divisional and departmental retreats.

Conduct grievance and disciplinary investigations; advises on the corrective action steps and supports supervisors on administering disciplinary actions.

Conduct investigations related to claims of harassment and discrimination. Lead action plan efforts to refocus and address recovery issues for the unit as appropriate.

Develop and communicate Human Resources' and University policies and procedures.

Serve on various departmental and University committees.

Provide input/feedback on process and program requirements and initiatives to improve HR operational effectiveness.

Lead and participate on special projects as required.

Review HR forms submitted by managers and approve for processing.

Stay abreast of trends, laws and regulations, best practices and technologies related to Human Resources and Organizational Development.

Coach and mentor professional human resources staff.

Perform related Departmental duties as required.

SUPERVISION EXERCISED

Functional guidance and direction is given to support staff and/or student employees.

SUPERVISION RECEIVED

Direction supervision will be received from the Director of Organizational Effectiveness. Guidance and direction will also be received from other HR Directors and the Vice President of Human Resources, Diversity and Wellness.

QUALIFICATIONS

Knowledge and skills in critical thinking/problem solving, data analysis, written and interpersonal business communications, and basic principles of business organization and administration, typically acquired through a Bachelor's degree in Human Resource Management, Organizational Development or Business Administration is necessary. Master's degree in related area and/or professional human resources certification is desired.

A minimum combination of five years related employee/labor relations, employment, compensation and/or organizational development experience providing guidance and consultation to management and staff is required.

Facilitation experience of large groups required.

Personal computing skills, including working knowledge of word processing, spreadsheet and data base management software applications are required. (Knowledge of Microsoft Word, Excel, Access and Crystal Reports is desirable.)

Previous experience in higher education or public-sector environment desired.

Previous experience using computer based Human Resource Information Systems to access information and complete transactions is required. Experience with PeopleAdmin is desired.

Position Overview

The human resources Consultant/Training Specialist serves as the primary HR partner for university performing a variety of professional-level HR duties.  These duties will include providing consultation to leadership and staff within assigned units on all HR matters, a focus on professional & development and training and perform a variety of professional-level HR duties.

Responsibilities:

  • Responsible for and assists with training needs assessment, with a focus on  content design and development, delivery, logistics, coordination of training programs and coordinating training efforts with University partners.
  • Manages, evaluates and improves the New Employee Orientation including onboarding programs and the 90 day evaluation process.
  • Responsible for the implementation and continuation of compliance training across the University.
  • Responsible for the University’s online performance management system including system administration and annual launch and management of the staff online performance management system.
  • The HR Consultant in a measured role, is responsible for providing consultation to leadership and staff within assigned units to advance the University's goal to attract, develop and retain a high-performing and diverse workforce. Consultation will be provided in the areas of employee relations, training and organizational development, leave administration, performance management, compensation, onboarding and exit procedures, recruitment/retention, diversity and affirmative action and more. General benefits related consultation is also expected with referral to an appropriate specialist in the subject area as necessary.
  • Assist with the online performance management system administration.
  • Participates and assists in special projects as needed and performs other duties as assigned. 
  • Provides day-to-day assistance on HR-related matters with the human resources office and to university departments including policy interpretation and construction.
  • Performs HR generalist duties including turnover analysis.

Qualifications:

  • Bachelor’s degree in human resources or other relevant field and 3-5 years of progressively responsible HR experience required (or other combination of education and experience that would provide an equivalent background).  Master’s degree and/or HR certification preferred.
  • Demonstrated 3-5 years’ experience with professional development and training programming, development and delivery required.
  • Demonstrated experience with technology and systems related to HR processes including a learning management system and performance management system required.
  • Demonstrated knowledge of a variety of relevant HR disciplines required.  Experience in higher education environment a plus. 
  • Strong communication, interpersonal and problem-solving skills required.  Ability to multi-task and strong attention to detail are critical, along with service orientation and process improvement mindset.  Ability to work in a fast-paced work environment.
  • Advanced ability with HR-related tools and technology, as well as general office technology, required.  Familiarity with PeopleSoft.
