Provide the Information Technology (IT) leadership to develop and implement the overarching technology strategy and initiatives of the Duke Human Vaccine Institute (DHVI). The DHVI Director of Information Technology serves as the senior information technology IT strategist, manager, and leader for the DHVI, with major focus on information services in support of all Institute Grants and Contracts. This position works in collaboration with senior leadership in the DHVI, School of Medicine (SOM), and Duke Health Technology Solutions (DHTS), to develop information technology strategic initiatives, systems, and support plans. The Director oversees the development of appropriate technology standards to ensure that research programs, grants, and contracts are well integrated within Duke Health, and DHTS operational IT infrastructure, support strategy, and operational plans.

Manage the collective effort of IT support groups and information technology employees that are responsible for providing IT services necessary to fully support the DHVI research initiatives and user group constituencies. These IT services include but are not limited to: security of systems and data; infrastructure; desktop support; hardware maintenance; software, database, website development, and support for faculty and staff computing needs. The Director manages the Institute and assigned Duke Health IT resources, including personnel and equipment, to ensure that DHVI IT systems and processes are compliant and consistent with those established by Duke, SOM, DHTS, and OIT to ensure privacy, security, business continuity, data provenance, and disaster recovery. The Director works in collaboration with, and within the framework of, all applicable Duke, DHTS, OIT, local, state, and federal statutes, regulations, policies, and procedures. The Director has an operational knowledge of the FISMA, HIPAA, and 21CFR part 11 regulations relative to information technology in a health care setting. The Director negotiates collaborative support with DHTS and OIT (where appropriate) that optimizes efficient resource utilization. This position reports to the DHVI Chief Administrative Officer (CAO).


Develop, implement, and lead the overarching information technology strategy and initiatives in support of DHVI and associated grants and contracts. Lead strategic discussions around use of informatics, data management, and technology resources. This position works in collaboration with the key IT personnel in the School of Medicine and with Duke Health Technology Solutions (DHTS) senior leadership to develop the information technology operational initiatives and support plans.

Cultivate trust and a collaborative relationship with DHVI leadership, DHVI investigators, DHTS directors and senior managers, and School of Medicine IT leadership and key staff.

Identify, recommend, and lead information technology solutions and approaches that are consistent with DHVI's mission in fulfillment of the Institute's research, administrative, academic, and financial objectives. Manage projects and timelines while achieving critical milestones in meeting operational requirements and providing a high level of customer satisfaction.

Coordinate and align IT functions of DHVI with DHTS and OIT.

Directly develop, manage, and budget IT technical support personnel for DHVI IT.

Oversee all DHVI IT contract and vendor activities in support of application, database, and web procurement, development, and maintenance.
Provide IT audit and compliance accountability for DHVI and all of its IT functions.

Oversee application development activities in support of the DHVI IT services.

Represent DHVI in negotiations with Federal, State, and DHTS service organizations for information technology support. Provide a clarifying breadth of technical knowledge and skills beneficial to the translation of Department and Division service requirements in those negotiations.

Proactively seek to educate DHVI IT service stakeholders and seek their input regarding strategic planning initiatives and outcomes. Establish processes that provide opportunities for investigators and administrators to share operational plans that may impact the overall information technology strategy and system operations.

Identify and recommend new technology services or service improvements that focus on increased stakeholder satisfaction, consistency with Duke Health strategy, academic initiatives, and research that effectively manage organizational effectiveness and efficiency.

Constantly monitor and understand industry trends for communications infrastructure technologies and the relevant value to the overall mission of the DHVI. Identify appropriate industry benchmarks and the impact to academic and research programs. Escalate related issues and educate senior management and customer base as appropriate.

Serve on internal and external committees and teams as appropriate; maintain liaisons with the schools and their departments, and other Federal, State, private organizations to exchange information on procedures and work methods.

Challenge the cost of delivery models; encourage competitive review and benchmark with industry standards.

BA/BS degree in Computer Science, Information Technology, or related degree. Relevant Master's degree preferred

12 years of related progressive Computer Science or Information Technology experience with 5 years in a leadership role in a clinical, research, academic, or healthcare setting. Experience supporting a GMP environment is desirable.
