DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES:

Overview:

The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River.

Deputy Sector Navigators (DSNs) work with business and industry, colleges and other stakeholders to help create career educational opportunities for students. They proactively engage industry with the colleges in creating initiatives that enable student employment and lifelong learning in the sector. Consistent with the California Community Colleges Chancellor's Office Vision for Success, DSNs connect colleges with opportunities to enrich career education student success through relationships with business and industry, assist faculty and programs to increase student employability, and facilitate access to resources.
Key requirements are for DSNs to apply business and industry expertise and fluency in articulating priorities, such that the colleges can take effective action.
DSNs benefits to the colleges for an assigned sector include:

    In addition, DSNs provide services to industry through facilitation of initiatives designed to increase economic development of the sector and promote workforce development activities.

    DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
    The Program Director – Deputy Sector Navigator, Advanced Manufacturing (DSN), serves as a regional contact for the Advanced Manufacturing sector in Region A, serving the Northern Inland, Northern Coastal, and Greater Sacramento areas. The DSN works with the region's colleges and employers to create alignment around and deliver workforce training and career pathways. Employees in this classification organize, direct, coordinate, and supervise the activities and operations of the Advanced Manufacturing sector program. This job class exercises responsibility for directing and administering a program, including supervising program personnel, which requires organizational, problem solving, decision making, and budgetary skills. Employees in this classification receive minimal supervision within a framework of standard policies and procedures. This is an administrative, overtime exempt position.

    CLASSIFICATION: Range 20 on the Administrative Salary Schedule, 40 hours per week, Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday, 12 months per year.

    SUPERVISOR: Associate Vice President of Economic & Workforce Development or Designee.

    BENEFITS: Holiday, vacation and sick time will be provided. This is a Classified Administrator position with a default CALPERS retirement.

    TYPICAL DUTIES, KNOWLEDGE AND ABILITY:

    TYPICAL DUTIES
    Essential Functions:
  • Organizes, coordinates, directs, and supervises the activities and operations of the DSN Program.
  • Ensures DSN Program operations and activities conform and comply with applicable California Community College Chancellor's Office regulations and District policies and procedures.
  • Serves as the Advanced Manufacturing sector expert with current knowledge of industry workforce development needs, trends, and funding opportunities in order to provide expert guidance to the Chancellor's Office, regional consortia, and regional sector specific centers.
  • Provides data, conducts research, manages special projects, creates schedules, and provides other relevant information pertaining to the DSN Program to a variety of stakeholders.
  • Resolves issues effectively, provides accurate reports, and ensures program objectives and policies are properly implemented.
  • Supports sector partnerships through shared Hub services including marketing, website development and maintenance, organizing and facilitating meetings, collecting and reporting data, and analyzing program effectiveness.
  • Represents the California Community Colleges and the Economic and Workforce Development Program as a subject matter expert for the sector in regional, state, and national meetings and in outreach to business and industry.
  • Develops, coordinates, and administers program budgets; monitors and controls expenditures; prepares and submits required state and institutional fiscal and accounting records.
  • Develops and delivers high quality professional development activities relevant to the sector.
  • Accurately prepares and submits all required quarterly and annual reports to the State Chancellor's Office; prepares, submits and administers the budget timely.
  • Directs and supervises the work of others; reviews, approves, and conducts performance appraisals; directs and participates in the selection, training, and development of staff.
  • Performs related duties similar to the above in scope and function as required.

  • Exercise tact, diplomacy, and good judgment in all stakeholder interactions.
  • Develop, prepare, and administer a program budget.
  • Learn from errors, determine appropriate corrective action, and prevent repeated occurrences.
  • Establish and maintain cooperative and effective working relationships others, including those from diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds.
  • Work independently with little or no supervision.

    EXPERIENCE/EDUCATION:
    QUALIFICATIONS


    Education Required:
  • Bachelor's degree with an emphasis in Business Administration or a closely related field, or an equivalent combination of education, training, and experience.

    Experience Required:
  • At least one year of experience coordinating or managing a program or department.
  • At least one year of experience supervising, directing, and evaluating the work of subordinates.
  • Experience successfully serving diverse academic, socioeconomic, cultural, ethnic, and disability populations.

    New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 6 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.

    Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
