Minimum number of years and type of relevant work experience:

Well-qualified candidates will have the following preferred work experience:

1. Two or more years of research administration experience.
2. Knowledge of applicable University, State, Federal and Non-Federal fiscal and administrative rules, regulations and procedures.
3. Experience in contract negotiation or ability to learn contract negotiation skills.
4. Knowledge of, or ability to learn, electronic research administration forms, procedures, and
submission through electronic interfaces (e.g. PeopleSoft).
5. Knowledge of supervisory procedures and techniques.
6. Excellent written and oral communication techniques including presentational skills.
7. Knowledge or ability to learn UW-Madison's policies and procedures for administering extramural support.
8. Knowledge of University, State, Federal, and non-Federal rules and regulations.
9. Excellent organizational and time management skills.
10. Ability to work collaboratively, build consensus, and maintain effective working relationships.

Research and Sponsored Programs (RSP) manages about 15,000 active projects valued at over $4.0 billion.

The University of Wisconsin-Madison seeks a professional, experienced, highly organized individual with outstanding communications skills for the position Contracts Manager. The Contracts Team reviews and negotiates agreements that provide sponsored project funding to UW faculty and staff. The review and negotiation processes ensure that the interests of the PI, the University, and the State are all adequately protected and that the legal obligations of the agreement do not conflict with the University's research mission or its policies. Typical areas for negotiation include intellectual property rights, indemnification, mitigation of publication restrictions, ownership of data, and terms of payment. These terms may originate in a contract written by the sponsor or in the University's Standard Research Agreement. Terms could involve Federal Acquisition Regulations (FAR clauses) or may be written from scratch and customized to the sponsoring agency's interests. The RSP Contracts Team also oversees the preparation of outgoing service agreements and non-monetary agreements. The RSP Contracts Manager reports to the Assistant Director Contracts, RSP.

The RSP Contracts Manager has primary responsibility for the day-to-day operations management and staff supervision of the contracts area of RSP. This includes: coordinating and overseeing the technical activities of 9 full-time permanent staff, specifically in the review of contracts, grants, and other agreements, award modifications; segregated account creation for sponsored awards, monitoring regulatory compliance; working to integrate pre- and post-award activities/processes; and assisting the RSP Management Team in planning, developing and implementing approaches, including "service-oriented" training and outreach, to accommodate changes in policies, procedures and practices affecting grants management operations.
