JOB OVERVIEW:
The Project & Policy Analyst will serve as a strategic thinking partner and internal advisor to the Associate Vice Provost for Student and Academic Services (AVP for SAS) and University Registrar as she assesses the myriad demands of University stakeholders. This position will organize, prioritize and manage overall project workflow for successful system and services implementation from the SAS unit in service to an excellent student experience, robust faculty and administrative experience in support of our world class teaching and learning. Additionally, the position will create reports and documentation to communicate the priorities of the AVP for SAS to secure budgetary support, provide transparency, enlist stakeholder support for improvement initiatives, encourage widespread adoption of new systems and processes, and engage the campus community in projects and systems provided by the SAS unit.

JOB PURPOSE:
Lead complex, high-visibility process innovation projects spanning multiple central departments and disparate department and academic units. Provide input to project approach and execute portions of the project with or without supervision. This position reports to the Associate Vice Provost for Student and Academic Services and University Registrar.

CORE DUTIES*:
  • Assess processes to determine how to reduce rework, improve quality, improve efficiency, increase revenue and/or improve the ability to deliver desired services or outputs.
  • Work closely with affected departments and academic units to assess fit/gap of currently implemented enterprise applications to support process innovation solutions, present data to management to influence implementation decisions and facilitate discussions and negotiations that drive consensus on implementing recommendations within a highly complex and cross-functional environments.
  • Advise in analysis of operational intelligence metrics by defining and identifying key measures and performance metric targets and assisting in development of complex cost-benefit and return on investment analyses for proposed changes.
  • Develop and help execute comprehensive change management strategy relative to project and stakeholders; orchestrate and lead change management methodologies.
  • Challenge current working practices; identify process improvement opportunities and facilitate goal setting using customer feedback, analysis, and other systems.
  • Research university policy, governance and existing practices and compliance to identify, prioritize, design and execute the research and recommendation proposals of process improvement projects to support broader SAS strategic direction.
  • Provide analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.
  • Analyzes essential needs of students, academic and student affairs units, to access greatest areas of impact and risk and essential business functions that make up core service, operational and systems scope of SAS departments.

MINIMUM REQUIREMENTS:

Education & Experience:
Bachelor's degree in Science, Engineering, Accounting, Finance, Business, or other related field and three years of progressively responsible, relevant process improvement experience or combination of education and relevant experience.

Knowledge, Skills and Abilities:
  • Sound working knowledge and experience using and applying process improvement best practices /techniques, lean six sigma and project management skills in a structured project environment.
  • Demonstrated experience modeling business processes using a variety of tools and techniques.
  • Ability to work with little or no direction in environments resistant to change or unable to change quickly.
  • Exceptional communication skills and the ability to communicate and present appropriately at all levels of the organization through written and verbal methods.
  • Excellent influence management skills.
  • Ability to work across multiple, distributed, silo'd, functional groups.
  • Strong enterprise-wide vision, seeing the big picture, recognizing critical details and dealing with ambiguity.
  • Aptitude for understanding organization operations and culture and the related functional capabilities of implemented enterprise applications (custom and off-the-shelf).
  • Strong proficiency in Microsoft Office and software applications involving dynamic model

PHYSICAL REQUIREMENTS*:
  • Frequently sit, perform desk-based computer tasks.
  • Occasionally stand, walk, twist, use fine manipulation, grasp, use a telephone, write by hand, sort and file paperwork, lift, carry, push, and rarely pull objects that weigh up to 10 pounds.
