Position Summary:

The Associate Vice President for Strategic Planning and Continuous Improvement provides leadership for the systematic use of data to improve student success, departmental and unit effectiveness, and college procedures and policies. The Associate Vice President provides the structure and necessary support for the College's strategic planning process, to include establishment of and metrics for the College's Key Performance Indicators. The Associate Vice President ensures that the processes for and documentation of the institutional planning and effectiveness are followed. The Associate Vice President supports all three divisions of the college and generates an annual assessment report on the status of the College's institutional planning and effectiveness agenda.

The Associate Vice President will plan, organize, control, and direct operations and activities involved in the research, review, analysis, interpretation and reporting of data and information used in assessing institutional effectiveness and student success. The Associate Vice President will assist in College planning, and decision making, and will provide data analysis regarding College practices, policies, measures, and procedures. This position will also provide training to faculty, staff, and administrators related to effective use of data.

Supervisory Responsibilities:

PROGRAM DEVELOPMENT: Support a culture of accountability and continuous improvement through effective planning and data use at the College by developing, implementing, and monitoring of an institutional effectiveness plan for the College.

STRATEGIC PLANNING: In collaboration with the President and Vice Presidents, develops, tracks and reports the College's Strategic Planning process, including major reviews and updates as determined necessary, of Strategic Priorities, Strategies, Goals, and Objectives. In collaboration with the President and Vice Presidents, develops and maintains easy-to-understand data tracking on Key Performance Indicators that are focused on equitable outcomes for students, faculty, and staff.

INSTITUTIONAL EFFECTIVENESS: Ensures a quality, coherent Institutional Effectiveness Plan is produced for each of the College's key functional areas. Oversees institutional planning and effectiveness projects to assess the unit's effectiveness, progress, and community findings. Initiates and performs research and policy analyses relevant to anticipated institutional planning, policy, and decision-making needs.

ENROLLMENT MANAGEMENT: Assists the institution in identifying and understanding emerging trends and significant environmental changes to support the College in its planning and development efforts with regard to enrollment, retention, and completion. Leads the assessment of enrollment, retention, and completion studies to measure effectiveness of interventions. Assists in the production of the academic schedule through data-use and data analytics.

INTERNAL AND EXTERNAL COLLABORATION: Creates presentations related to strategic planning and institutional planning and effectiveness for the President and Vice President. Crafts presentations to various audiences of administrators, faculty, Board members, and members of the campus community. Provides direction and administration to the executive leadership team with the development and implementation of Strategic Plans and Performance Scorecards. Creates and maintains a system to respond to and prioritize data requests of the college community. Represents the College in local, state and national committees and task forces appropriate to the areas of immediate responsibility.

SUPERVISION: Responsible for management of the office, including recommendation of staffing, hiring, termination and discipline, setting performance standards, evaluating staff, and staff development and training. Oversees and assists with the recruitment and training of Institutional Assessment Team and team advisors college-wide.

MARKETING: Collaborates with Public Relations and Marketing and Learning to identify opportunities for development of and/or marketing of programs to enhance enrollment, retention, and completion, as well as achieving equity in student outcomes.

BUDGET AND FISCAL MANAGEMENT: Responsibly manage the office budget.

COMPLIANCE: Provides guidance and direction for all academic, administrative, and support units in identifying key outcome measures and effectiveness indicators. Works in partnership with all areas of the College to ensure that planning and effectiveness goals and metrics are established and measured.
Serves as the College representative in matters related to institutional effectiveness. Provides competent management of the operations of the Office of Institutional Planning and Effectiveness.

Required Qualifications:

Minimum qualifications include a Ph.D., Sc.D., or Ed.D. degree from an accredited college or university and three to five years of leadership experience reasonably related to the administrator's position description.

Five years of leading assessment efforts in an academic environment and three years of management experience.

Models inclusive excellence through specific actions that support the College's prioritization of equity in student outcomes and in the recruitment, hiring, and retention of talented and diverse faculty and staff.

Demonstrated success in leading, initiating, researching, evaluating, planning, organizing and directing with the purpose of empowering employees to use data to continuously improve, and to focus College efforts on strategic planning and institutional effectiveness.

In-depth functional knowledge and expertise in development and execution of IE plans and delivery of results.

Knowledge of multiple technology environments, programs, languages, etc.

Ability to partner with others across the College and externally develop strategies and plans to exchange information, collaborate on projects, share resources, etc.

Broad understanding of the external environment and how it affects academia in general with the ability to hone in on Anne Arundel County in particular.

Ability to translate college-wide strategies and priorities into strategic and operational plans and policies for own area.

Ability to understand the impact of own area on the College and to contribute to the development of the College's strategic plan.



Preferred Qualifications:

This position requires the ability to work in a fast-paced setting handling multiple complex tasks simultaneously.

This position oversees multiple college budgets including operating, enterprise and grants.

Ability to function with minimal supervision with attention to details and deadlines including the ability to work a flexible schedule and travel to accommodate the needs of the program
