The Grants and Contracts Assistant Directors in ORS coordinate the proposal approval process for campus components. They are authorized to review proposals and sign on behalf of the institution. They are the institutional liaison between funding agencies and the University and the primary implementors of Duke and agency policies and procedures in regard to research. They are also authorized to negotiate and sign terms and conditions for awards and to negotiate sponsored agreements with industrial sponsors. They provide assistance to those submitting proposals and those who hold awards to facilitate the sponsored projects effort at Duke University.
- Pre-award Administration:
- Provide guidance, interpretation and technical assistance regarding agency proposal guidelines
- Review proposals for compliance with
- Duke Policy
- agency guidelines and policy
- Review budgets for accuracy, thoroughness and compliance with Duke rates and agency policy on allowable costs
- Review subcontract proposals for accuracy and completeness, if applicable
- Prepare and sign certifications and representations, as necessary
- Approve/Seek Approval for/Coordinate Approval from
- Corporate and Foundation Relations, as necessary
- Vice Provost/President signatures, as applicable
- PI Status permission
- Cost-sharing and Documentation
- Request, review for accuracy, sign and date the Duke Proposal Approval Form
- Assist the Associate Director in review and negotiation of contracts as needed
- Act as liaison between principal investigators and sponsors for
- Budget revisions
- Pre-award spending requests
- Changes in award start dates
- Just-in-time documents
- Verification of salaries and other costs
- Additional certifications or any other documents requested by sponsors
- Post-Award Administration
- Work with Award Specialist to ensure that fund codes and subcodes are set up for an award in a manner that facilitates financial monitoring of the grant by the grant administrator and PI
- Provide guidance, interpretation and technical assistance regarding sponsor policy and grant terms and conditions
- When sponsor terms and conditions give Duke expanded authorities, review and approve
- rebudget requests
- extension requests
- subcontract requests, etc.
- When sponsor terms and conditions require sponsor approval,
- act as liaison between faculty and sponsors regarding changes to the award
- review and provide institutional countersignature to requests
- act as liaison between faculty and sponsors for overdue technical reports, under-spending and large unjustified balances
- Review and approve consultant agreements, confidentiality agreements, etc.
- Review and approve miscellaneous (39X) fund code and subcode requests
- Committee assignments
- Assistant Directors will regularly cover one of two committee assignments each
- Institutional Animal Care and Use Committee
- SPS Functional Specifications Committee and Working Group Committee
- As well as other temporary committee assignments as Director deems appropriate

Education: Work requires communications, analytical and organizational skills generally acquired through completion of a bachelor's degree program. Research or grants education is preferred.Training: Successful completion of required department training such as GC101& 201 Introduction to Research, Financial Services Introduction to R3,Introduction to Duke GL, Introduction to Accounting, Sponsored Research Reporting, Research Administration at Duke (on-line), Basic Compliance(on-line) within first six months of hire is required.Successful completion of the Research Administration Academy (RAA) and Advanced Grants Management and eCrt is required. Employees hired into this classification without the expected credentials will work closely with their manager to schedule and successfully complete all training(12 months for RAA and an additional 6 months for AGM).Successful completion of all expected training will be an annual performance goal until complete.Upon completion of expected training, the employee must maintain Research Administration Academy (RAA) certification and Advanced Grants Management (AGM) certification by completing continuing education requirements. Certified Research Administrator preferred
Work generally requires three years of relevant grants and contracts experience.
BA/S degree or MA/S degree preferred

Knowledge of and ability to analyze and interpret federal and state laws, regulations and institutional policies on compliance
