The University of Colorado's (CU) Procurement Service Center (PSC) is a nationally recognized procurement office dedicated to using technology to enhance the university's programs and create efficiencies within policies. PSC supports the entire CU community, which includes four campuses plus system administration. The Contract Administrator is a key role supporting the procurement activities for All Four CU campuses. The majority of the efforts of this role include reviewing supplier submitted contracts and amendments in preparation for legal sufficiency, ensuring that contractual language appropriately protects the University from liability and risk and prioritizes contracts so as to meet applicable procurement deadlines. This position reports to the Contract Services Manager and is exempt from the State of Colorado Classified Staff system
Duties and Responsibilities:
65% - Reviews/drafts contracts and amendments in preparation for legal sufficiency; review and amends as appropriate to protect the University from liability and risk; prioritizes contracts so as to meet applicable deadlines. Interprets contracts terms and conditions; works collaboratively with Purchasing Services to resolve contract or purchase order conflicts in reference to quality and/or payment discrepancies by using proven, as well as unique and novel approaches to interpret contract terms and conditions. Interacts with supplier contacts including counsel and other personnel in order to negotiate changes to contracts required by the University Fiscal Procedures.
20% - Under the direction and guidance of the Contract Services Manager, and in partnership with University Counsel and University Compliance teams, prepares and negotiates complex and unique contracts for the University's acquisition of goods and services; interacts with supplier counsel to negotiate compliance issues including but not limited to accessibility, FERPA, HIPAA, IT Security and PCI compliance.
5% - Keeps current on all University of Colorado rules and regulations, including University Fiscal Procedures and Procurement Rules, applicable State of Colorado statutes, and University and federal requirements, and communicates the University's interpretation to Purchasing Services personnel. Serves on committees formed from time to time to revise policies and procedures concerning contracting and purchasing issues. Performs research and related work as required and assigned.
5% - Develops and manages effective relationships with University legal counsel, controllers and campus compliance offices.
5% - Promotes a positive work environment, spirit of cooperation and support for coworkers, and professionalism within the organization and when interacting with internal customers, external suppliers and business partners.

To be successful in this position a candidate will need the following:

- Bachelor's degree from an accredited institution of higher education (professional experience may be substituted on a year for year basis for the educational requirement).
- Two (2) years of professional experience in contract drafting, negotiation and administration with demonstrated understanding of contract terms and conditions.
- Law degree is highly desirable.
- Professional experience in a higher education institution.
