Job Description

Plans and coordinates Emergency Management Activities. Prepares and maintains an all-hazards emergency operations plan (EOP) and Incident Action Plans (IAP) for all campus locations and events that will go beyond one operational period, more than 2oo people are expected, or when alcohol is served. This position must reflect best practices and comply with the policies established by Texas A&M University System, Texas Education Code requirements, State EOP guidance documents, and Federal requirements issued by the Federal Emergency Management Agency, Department of Homeland Security, and the Department of Education (to include Clery Act).

Responsibilities:
  • Monitors changes, makes required program updates, and works towards compliance with all applicable local, state and federal laws/regulations.
  • Coordinates, facilitates, and carries out emergency operations activities ensuring adherence to the emergency management goals of: Protecting life, health, and safety; securing and protecting facilities, property, and equipment from loss; maintaining essential academic and business services and operations; providing for restoration of services, functions, and facilities as timely as possible. Continuously assesses the effectiveness of the policies, procedures, activities, and organizational structure, and provides feedback for continuous improvement.
  • Serves as contact with federal, state, and local emergency response groups. Develops relationships with local fire, law enforcement, EMS providers, and local emergency management groups.
  • Develops, implements, and coordinates training classes and drills for faculty, staff, Incident Management Team, and students.
  • Develops strategic planning tools to ensure compliance and excellence in university based emergency management.
  • Coordinates emergency management initiatives with internal and external emergency management partners.
  • Supports and advises the President, Vice Presidents for Business Affairs and Chief of Police in emergency situations.
  • Serves as an administrator for the emergency notification system (Jag EAlert) and issues alerts/emergency notifications and timely warnings IAW Clery Act regulations and Police Department General Orders.
  • Reviews and updates policies, programs, and procedures ensuring adherence to local, state, and federal regulations. Keeps abreast of changes to laws and regulations that impact the University. Ensures all programs are in compliance, as it related to emergency preparedness.
  • Works directly with and assists the Chief of Police in emergency and safety issues, sport/event venues, dignitary visits, and homeland security issues, and develops necessary emergency plans/Incident Action Plans related to those activities.
  • Conducts audits to meet local, state, and federal compliance.
  • Coordinates and assembles emergency planning committees, schedules and attends meetings, and delivers training as needed.
  • Develops educational materials for circulation to the campuses and community regarding emergency preparedness.
  • Monitors emergency situations that may have an impact on the campus and provides recommendations to the Chief of Police and University administrators on the appropriate response actions.
  • Provides annual reviews and updates of Crisis Management Quick Reference manuals.Conducts/assists in post event review of emergency responses. Reviews and investigates incidents, reports findings, determining cause factors, and future risks. Compiles findings and recommendations for corrective action (After Actions Reports). Oversees external risk assessments.

Education & Experience:
  • Bachelor's degree in applicable field and two years of experience in an Emergency Management or related experience.


Licenses, Certifications or Registration:

  • Completion of NIMS/ICS IS-100.b, IS-200.b, IS-700.a and IS-800.b
  • Must have a valid driver's license not subject to suspension.


KSAs:
  • Knowledge of word processing, spreadsheet, and database applications. Knowledge of Federal, State, and local requirements regarding Emergency Management and Planning.
  • Must demonstrate logical, effective problem solving ability.
  • Ability to multitask and work cooperatively with others. Strong verbal and written communication skills. Ability to present information clearly and concisely. Ability to work in a high stress environment.


Other Qualifications:
  • Must be able to successfully take and pass a medical and psychological test and exam. Be fingerprinted and subject to a search of local, state, and U.S. national records and fingerprint files to disclose any criminal record.
  • Never been convicted of any family violence offenses; is not prohibited by state or federal law from operating a motor vehicle; has not had a dishonorable or bad conduct discharge from military; and is a U.S. Citizen.
  • Work involves a degree of hazard.


Preferred Qualifications:
  • Two years of campus Emergency Management
  • Ability to complete Incident Action Plans (IAP)
  • Completion of:

FEMA Certification in HSEEP (Homeland Security Exercise Evaluation Program)
  • FEMA Certified Emergency Manager
  • NIMS/ICS-300 and 400
  • FEMA CERT Program Manager and CERT Program Instructor
  • FEMA Threat Risk Assessment certification (MGT-310 or equivalent)
  • FEMA Exercise Evaluation and Improvement Planning (IS-130) or equivalent
