Primary Function of Organization Unit: The Edward P. Fitts Department of Industrial and Systems Engineering (ISE) at North Carolina State University is first endowed academic department in the entire University of North Carolina System and is one of eleven departments within the College of Engineering at NC State. The primary purpose of the department is to provide a sound fundamental education to undergraduate and graduate students (both Masters and Doctoral) and to conduct basic and applied research in emerging areas of industrial and systems engineering. The department also administratively supports the interdisciplinary graduate programs in Operations Research (OR) and Integrated Manufacturing Systems Engineering Institute (IMSEI). The department also is heavily involved in outreach activities to industry and plays a vital role in fulfilling the missions of the College of Engineering and University. Two centers within the department, the Center for Additive Manufacturing and Logistics (CAMAL) and Ergonomics Center of North Carolina (Ergo Center). The department has a global reach, providing special courses for international universities, exchanging students and faculty internationally and participating in international conferences. ISE also participates with the state in economic development and nationally/internationally in leading the profession.
Essential Job Duties: The primary purpose and function of this position is to assist faculty and contract manager in the development and submission of sponsored project proposals while adhering to all Federal, State, University and Agency guidelines. This position will require significant knowledge in post-award as well as pre-award. Essential duties for the position include but are not limited to: * Process multiple proposals at one time while adhering to all necessary guidelines and policies. * Fully monitor and facilitate the Project Information and Navigation System (PINS) process ensuring all fields are correctly completed and that all necessary information is loaded into the record. * Communicate effectively with faculty and Contract Manager any recommended or necessary changes to a proposal budget, justification, and any other proposal submission related document. * Mathematically apply the proper rules to calculate the correct fringes, facilities and administrative costs (F&A), tuition rates (under the GSSP), and other direct costs on a proposal budget. * Review each award notice that comes into the office and existing sponsored project accounts for accuracy, completeness and compliance with University guidelines. In reviewing each award and account, this position must ensure the budgets are mathematically correct and that F&A is figured correctly based on modified total direct costs (MTDC) or total direct costs (TDC), and account maintain positive balance overall and in each budget category. * Enter and process sponsored research related actions such as additional compensation, release time, and salary redistribution changes. * Review the requirement from the external sponsor and assist faculty with budget development. * Assist Contract Manager with reconciling sponsored project accounts as well as maintaining sponsored project folders. * Prepare detailed cost proposals as required by Federal Sponsors (NSF, NIH). * Assist faculty with submissions for internal solicitations. * Work with Department Head and Finance Director regarding requests for cost sharing. * Create the PINS record for faculty. * Assist with entering proposals into agency electronic systems. * Work closely with the College of Engineering Office of Research Administration during the submission of a proposal. * Meet and work with departmental, College of Engineering and University Offices as needed while performing daily duties. * Attend RSC, Q&A, and National meetings to keep current on policies and business practices.
Department Required Skills: * Ability to process many proposals at one time while adhering to all necessary guidelines and policies. * Must be able to ensure that all proposals are error free and submitted timely * Communicate effectively with faculty and Contract Manager any recommended or necessary changes to a proposal budget, justification, and any other proposal submission related document. * Ability to mathematically apply the proper rules to calculate the correct fringes, F&A (facilities and administrative costs), tuition rates (under the GSSP), and other direct costs on a proposal budget. * Working knowledge of Microsoft Word and Excel, or similar software. * Excellent communication skills, both written and verbal. * Strong organization and time management skills. * Strong attention to detail. * Must have previous experience with PINS, Fastlane and grants.gov.
Preferred Experience, Skills, Training/Education: * Knowledgeable of university research administration (Pre-Award and Post Award), Cost Accounting Standards, Budget Development and Federal, State and University policies and procedures. * Bachelor's degree; 3+ years of accounting and administrative experience within a university setting * Ability to work independently and with minimum supervision.
