Job Summary

International Student & Scholar Services (ISSS) facilitates the entry, success, and retention of approximately 3000 international students and 750 international scholars. ISSS advocates on behalf of international students and scholars both within the university and to federal regulatory agencies to ensure that they are afforded every opportunity to complete their educational, research, and/or professional objectives. ISSS provides educational, social, and cultural programs that foster the integration and success of the international population on campus and in the local community and promote a greater understanding and appreciation for all cultures.

As a key member of the ISSS team, the Assistant Director, Exchange Visitors will participate in direct advising of and preparing documents for international students and scholars in regards to U.S. immigration matters and providing advice, assistance and/or resources regarding academic, housing, financial, cultural adjustment, social, career, research, and other-related matters. Moreover, the Assistant Director, Exchange Visitors oversees and is responsible for the day-to-day operation and success of the Exchange Visitor program, specifically providing services and ensuring regulatory compliance for international students and scholars participating in the university’s J-1 Exchange Visitor program. Lastly, the Assistant Director, Exchange Visitors will supervise a team of professional staff charged with advising duties for international students and scholars.

Who We Are

International Student and Scholar Services (ISSS) seeks to support international students and scholars in pursuing their educational, research, and/or professional objectives at the university through comprehensive advising; engagement and programming; and advocacy efforts.

ISSS collaborates with university departments to support international students and scholars on-campus and assists and supports departments in their pursuit to develop international collaborations and hire top candidates in the field.

What Your Key Responsibilities Will Be

Advising, Visa Document Preparation, & Reporting:

  • Advise and educate international students, international scholars (including short-term visitors, postdoctoral fellows, academic and research faculty, and staff), and academic and functional units on U.S. immigration rules and related institutional policies.
  • Provide direct, comprehensive advising to international students and scholars in regards to complex issues not only related to immigration but also related academic, logistical, financial, health, travel, and career development issues.
  • Assist international students and scholars in adjusting to life at the university and in the U.S. including advising on university academic and personal support resources, clubs and organizations on campus, on and off campus employment, applications for Social Security Numbers, state driver’s licenses, etc.
  • Research, interpret, and apply federal and institutional rules and policies to the specific situations of international students in F-1 or J-1 non-immigrant status and international scholars in J-1, H-1B, E-3, TN, or O-1 status.
  • Serve as official liaison to federal government agencies as a Designated School Official (DSO) and Alternate Responsible Officer (ARO), ensuring compliance with immigration regulations.
  • Authorize immigration benefits for international students and scholars in the SEVIS federal database.
  • Monitor, report, and submit required information and documentation to federal governmental agencies via SEVIS and sunapsis.
  • Prepare and submit appropriate employment-based visa and permanent residency applications (including Outstanding Professor/Researcher and Labor Certification applications) to federal government agencies on behalf of the university.

Oversight of J-1 Exchange Visitor Scholar Program:

  • Oversee J-1 Exchange Visitor program for international students and scholars including crisis management.
  • Ensure clarity and efficiency of process to bring and maintain Exchange Visitor students and scholars on campus including timely processing within ISSS.
  • Work in collaboration with the International Student & Scholar Engagement team, enhance programs for J-1 Exchange Visitor students and scholars to provide quality, comprehensive services and comply with regulatory requirements for Exchange Visitor program administration.
  • Develop a strategic plan and implementation processes for Exchange Visitor program and coordinate efforts amongst ISSS staff and other units on campus assisting the Exchange Visitor student & scholar population.
  • Serve as trainer, mentor and subject matter expert for ISSS staff working on J-1 Exchange Visitor student and scholar matters.
  • Ensure J-1 Exchange Visitor program participants are meeting compliance requirements and are successful and supported in their activities on campus.
  • Monitor fiscal responsibility and recordkeeping for internal fees collected for administration of the J-1 Exchange Visitor scholar program.
  • Provide direction and oversight of assessment of program’s services.

Staff Supervision:

  • Supervise team of professional staff charged with advising duties for international students and scholars.
  • Provide leadership and guidance to advising team: creating and documenting appropriate office procedures, maintaining uniform practice, and providing mentorship and training opportunities.

Special Projects:

  • May recommend strategy and provide professional support to Director of ISSS in regards to special projects.
    • (Projects include but are not limited to representing ISSS on University task forces, committees, and initiatives; hosting international visitors; assisting with employee recruitment, morale, and retention efforts; researching and implementing logistics for compliance and professional development opportunities for ISSS; and assisting with organizational and policy development such as data organization initiatives, streamlining of processes, etc.)

Advocacy & Outreach:

  • Advocate for international students and scholars on campus as appropriate.
  • Provide training and guidance to campus constituents as needed to support international students and scholars, facilitate campus integration, and ensure positive interactions.
  • Develop, plan, and conduct workshops delivered in person or via other methods to educate on current U.S. immigration regulations and compliance as well as matters integral to the success of international students and scholars on campus such as but not limited to intercultural differences.
  • Maintain relationships with the university’s schools and colleges regarding the immigration requirements for their international students, faculty, staff, scholars and exchange visitors.
  • Act as a liaison for international students and scholars with the Bursar’s Office, Office of the Registrar’s, Office of Human Resources, and other units on campus as needed.

Administrative and Other:

  • Assist with projects within the ISSS office to enhance efficiency and customer service, e.g. website revisions, development of internal processes and communications such as handouts and forms, creating and giving presentations to campus community, social media updates, etc.
  • Participate in weekly case management meetings, ISSS team meetings, new international student orientation, etc.
  • Engage in professional development and compliance training opportunities. Train, assign work and supervise student worker(s). Other duties as assigned.

This position will require some additional work hours, including evening and weekends, outside of the normal 40 hour work week.

What We Require

  • Bachelor’s Degree
  • Three years of work experience as an international student and scholar advisor (or similar position) at an institution of higher education.
    • The work experience must include two (2) years of experience as an ARO assisting international students and/or scholars on J-1 Exchange Visitor visas. The experience must also include assisting international students and scholars with at least one (1) of the following types of matters: F-1 visas, H-1B visas, and U.S. permanent residency petitions.
  • To be a Designated Scholar Official (DSO) and/or Alternate Responsible Office (ARO), per federal regulations, applicant must be a U.S. citizen or U.S. lawful permanent resident.
  • Depending on programming needs, ability to work evenings and weekends outside of the normal 40-hour per week. Given that this is an exempt position under the FLSA, administrative leave/time off is discretionary for hours worked over 40 hours per work week.
