Job Summary

The Center for Integrated Plasma Studies (CIPS) invites applications for a Research Manager. This position develops, oversees, and implements all financial, payroll, and general processes for the Center for Integrated Plasma Studies, under the supervision of the Center Director and with consultation of CIPS Fellows, and within standard university policies and checks and balances. This position will create and recommend improved processes and ensures that the Center complies with all fiscal regulations and policies. This role provides budgetary and planning support to the Director and each of the Fellows, Senior Members, and Members within the center and is an integral part of the Center for Integrated Plasma Studies, currently comprised of 11 Fellows and 20-25 members.

Who We Are

The purpose of the Center for Integrated Plasma Studies (CIPS) is to provide a focal point and forum for the exchange of both educational and research ideas among plasma scientists at the University of Colorado Boulder. Research in plasma physics is extraordinarily broad, encompassing basic physics of plasmas, fusion sciences, space and astrophysics, beam and accelerator physics, laser-matter interactions, and industrial processing. CIPS possesses scientific expertise in all of these areas, and will foster unique new opportunities for sponsored research in interdisciplinary aspects of plasma physics. CIPS sets the guidelines for both undergraduate and graduate education in plasma physics at the University of Colorado, providing research opportunities and guidance for plasma physics doctoral candidates.

What Your Key Responsibilities Will Be

Budgetary Oversight and Financial Compliance

  • Prepares detailed budget for all CIPS research projects in consultation with CIPS Fellows, and for monitoring and ensuring financial compliance with all funding agencies and university policies and procedures.
  • Works with CIPS personnel to create and submit all CIPS budgets, budget justifications, and other required proposal documents through the various agency portals (, Fastlane, NSPIRES, etc) for review and official submission by the Office of Contracts and Grants.
  • For collaborative proposals with other institutions, this position works with the other institutions regarding the proposal components and with the Office of Contracts and Grants for the official proposal transmittal.
  • Provides finance accounting for the Center and oversees all Center financial transactions and uses Federal, State, University, and Department regulations and policies to ensure that each expense meets fiscal compliance.
  • Monitors all research, general, auxiliary, gift, royalty, and plant statements to ensure proper use of funds and to prevent deficits.
  • Responsible for all administration of various subcontracts from initial setup to closeout.
  • Provides financial forecasting.
  • Supervises and trains student employees to assist with purchasing, travel, and other duties.

Payroll Oversight and Compliance

  • Ensures all payroll expenditures are appropriated budgeted and charged.
  • Works with Human Resources, Payroll and Benefits Services, and the Graduate School to administer all non-tenure track faculty personnel appointments and human resource needs and to implement any Center procedures for hiring, terminating, funding, employee work record, ePAR, time collections, and personal data input.
  • Advises faculty as to which position types to use to hire new employees, recommends salaries for new research associates, professional research assistants, and senior research associates based on CIPS salary tables, sets salaries for student assistants.
  • Serves as the point of contact/interface with the registrar for graduate research assistant tuition remission.

Administrative Management and Planning

  • Interfaces with the Office of International Education for adherence to foreign national policies pertaining to foreign employees, consultants, and visitors.
  • Manages and develops annual evaluation of student employees in the center.
  • Assists supervisors with the annual evaluation of research faculty.
  • Exercises delegated management authority in providing overall staff support for CIPS Director, focusing on day-to-day management oversight of CIPS personnel.
  • Oversees any assigned projects involving the research center as requested by the Director, Associate Director, Fellows and/or principal investigators.
  • Supervises the student web assistant, manages the CIPS website and maintains major project websites.
  • Provides Center management, including space, scheduling, physical inventory, and computer support representative. Overseeing official functions, as needed, including conferences, workshops, meetings, as deemed appropriate by CIPS Fellows. Maintains all Center, financial, and personnel records to be stored in compliance with Federal, State, University and Department policies and procedures.
  • Reviews and verifies that the DA-ICR splits and recovery for the Center are consistent with the established MOUs for all sponsored projects associated with CIPS.
  • Coordinates with CIPS principal investigators and OCG personnel the creation of proposal materials and appropriate submission of all CIPS research proposals in compliance with funding agency guidelines, CIPS procedures, and University procedures.

The starting salary for this position is $53,000 and is commensurate with experience.

What We Require

  • Bachelor's degree in business, finance, accounting, or a related field
  • Three years experience providing professional-level financial management and administrative support

What You Will Need

  • General knowledge of proposal submission vehicles such as, Fastlane, NSPIRES, and
  • Excellent verbal and communication skills
  • Documented ability to handle multiple, concurrent and complex tasks
  • Possession of effective problem-solving skills, ability to anticipate the need for information, prior administrative support responsibilities, and initiative
  • Advanced skills in spreadsheet, PeopleSoft and word-processing software
  • Familiarity with, and ability to apply, concepts presented in OMB Uniform Guidance, 2 CFR Part 200 (previously Circulars A-21, A-110 and A-133)
