Work schedule of Monday – Thursday, 7:30 a.m. – 5:00 p.m. and Friday 8:00 a.m. – 12:00 p.m. Over the summer, that changes to Monday – Thursday 7:00 a.m. – 5:00 p.m. with Friday off.

Under direction of and in coordination with the Vice President for Planning Research and Organizational Development, provides professional leadership for the college's information technology (IT) departments to include User Support Services, IT Systems (Student Information System (SIS) and other enterprise software applications), and Desktop/Network Services. Leads the development and implementation of a Technology Master Plan that supports the college's strategic direction. Serves as the Campus Information Security Officer, 508 Accessible Technology Compliance Officer and is the primary expert for determining the college's long-term systems architecture, programming platforms and emerging technology directions. Investigates future technologies (hardware, software and methodologies) to ensure that IT maintains the correct set of technologies necessary for the delivery of its services

- Serves as the subject matter expert in the areas of information management, technology assessment, campus communication networks, 508 compliance and user support services*
- Plans, organizes, identifies, directs, administers, reviews, implements and evaluates the overall policies, procedures and goals for the information technologies for District-wide, multi-location and multi-networked administrative systems, classroom instruction and telecommunications*
- Coordinates and supports the development, implementation, and ongoing support of a new Technology Master Plan that supports the District's long term strategic technology direction with an emphasis on the effective implementation and support of Guided Pathways*
- Provides professional, positive leadership and long range planning for the Information Technology departments to include User Support Services (USS), Systems, Network Operations Center, Desktop/Network Services, Media Support Services, instructional computer labs, and Smart Classrooms. Directly supervises the Systems programmers and the Network Operations Center. Through the effective communication and leadership, the departments work together as an effective team to simultaneously meet student, faculty and staff needs and long-term District priorities*
- Leads in the implementation of several technology components to include Educational Planning, support for Guided Pathways, the integration of college data with California Community Colleges initiatives and processes, and the implementation of all technology components for any future grants*
- Supports and develops the agenda for the college's Technology Council (technology governance body) and in partnership with the Vice President, provides the structure and organization for the Council and its subcommittees. Serves on these committees as required*
- Plans, organizes and leads the implementation of disaster recovery and business continuity plans for the District*
- Develops and as funded, implements the Life Cycle Replacement plan for computer labs, network and smart classroom equipment, telephone system components and office automation and develops and implements the technology component of related to new construction and remodeling of existing facilities*
- Assures the timely preparation, maintenance, and distribution of District reports and records as required by state, federal, local and District regulations, including electronic reporting systems; makes necessary modifications as required; assures timely submission of state and federal electronic reporting requirements such as state MIS, federal Student Clearinghouse and IPEDS; reviews submissions for accuracy*
- Develops and implements plans to gain and maintain Payment Card Industry (PCI) compliance and ensures effective network and system security*
- Develops and implements a Technology Training program for college employees that is designed to maximize efficiency by aligning work processes with available technology, and ensures that each employee within Information Technology has an individual development plan and implements their plan to the maximum extent which resources will allow*
- Communicates with District administrators regarding computer systems concepts, equipment and applicability to administrative services; establishes clear expectations for effective performance of management information systems functions; provides systems analysis and project management services to the District*
- Negotiates the priority of major projects and delegates work to assigned personnel accordingly; oversees departmental activities and project priorities and modifies timelines as appropriate*
- Assures the development and supervises the management of associated departmental budgets; monitors expenditures of funds; participates in and encourages grant writing and/or partnerships that provide support funding of Information Technology advances and the development of new technology and/or innovative technology.*
- Develops and coordinates the District's effort to assure the integrity, reliability and security of the network and all computerized information systems, standards, policies and data utilized by the District*
- Develops and implements the long-term technology infrastructure plan to include the network, telephone systems and wireless communications*
- Works collaboratively with the Director of Institutional Research to develop usable data tools that meet faculty and staff needs*
- Serves on a variety of District committees as requested
- Performs related work as required
EDUCATION AND EXPERIENCE:
- Bachelor's Degree; AND
- Three (3) years progressive senior management experience in information technology.
CERTIFICATES, LICENSES, REGISTRATION AND OTHER REQUIREMENTS:
- Some travel may be required.
- Master's Degree
- Three (3) years experience in a technology leadership position within higher education OR five (5) years experience in technology leadership outside of higher education.
- Experience in utilizing Colleague with a Microsoft SQL Server database.
KNOWLEDGE SKILLS AND ABILITIES:
May be acquired through education, training and/or experience.
Knowledge and ability to apply District policies, rules, and procedures.
Knowledge of: best practices in education, technology support, applications, networks and security; PCI compliance, accessibility (Section 508) compliance, information systems technologies including systems analysis and design; PC , Mac and Network operating systems; common software applications (Word, Excel, Access, PowerPoint, etc.; LAN and WAN interconnectivity, mainframe and associated operating systems; database management systems and Structured Query Language; systems security and interoperability standards; needs assessment methods and project management practices; grant writing techniques; research techniques and statistical analysis; laws and ordinances pertaining to the specific responsibilities of the position; and supervisory and managerial concepts and principles.
Ability to: ensure compliance with all laws, regulations and policies through effective supervision and leadership; provide effective leadership; motivate, direct, evaluate and provide supervision to a diverse group of employees; develop and implement strategic and operational plans; plan and coordinate a diverse and large number of campus functions; develop and implement various plans and programs in support of efficient, cost-effective District operations and services; analyze situations accurately and adopt an effective course of action; ensure effective, courteous customer service from employees supervised; compile, organize and use various financial information necessary in the preparation of departmental budgets; prepare, control and monitor budgets; communicate effectively, both verbally and in writing; analyze administrative issues; utilize keyboarding skills commensurate with the required functions for this position; prepare comprehensive, clear and concise reports and recommendations; make sound, educated decisions; work independently; establish and maintain cooperative working relationships with those contacted in the course of work; work with diverse populations; make required mathematical calculations accurately; maintain records accurately and completely.

Provides direct supervision to Information Technology Management, Supervisory and Classified personnel.
