About the Position

The Business Analyst troubleshoots simple to complex PeopleSoft HCM problems using analytical skills and basic SQL; Works with customers and Information Technology to ensure system problems are effectively resolved; Develops, maintains and documents custom databases; Plans and conducts research and analyzes confidential information to support campus personnel planning, data audits and requests; Participates in the upgrade and/or implementation of existing or new databases, including PeopleSoft; is responsible for the testing of PeopleSoft HCM updates, fixes and new releases and running regular reports for UP staff; and provides data in support of grievances, and ensures data integrity to support University Personnel and the campus community.

Responsibilities include but are not limited to the following:

-Provide simple to complex technical support for the HCM application by analyzing problems and finding a resolution.
-Participate in the campus wide Instance Management group to monitor application status and prepare for testing and implementation.
-Lead and/or participate in weekly departmental PeopleSoft troubleshooting meetings and work with staff to resolve procedural and data problems.
-Design and write programs to generate operational, management, tracking, statistical and standard reports using Human Capital Management (HCM) queries, Excel, Access, CIRS-Focus, VB, VBA, and SQL.
-Address and resolve programming and database problems.
-Research and recommend resources/software that maximizes productivity.
-Develop applications that join data from different platforms to produce reports and information to support all UP units.
-Develop, document, and maintain documentation to support the unit's function.
-Coordinate and participate in testing of PeopleSoft releases and ensure all HR functionality is working properly before installation into production.
-Design, develop, and implement fully integrated systems including applications, databases and security to support operations and services under UP. Maintain and modify existing program/customized applications.
-Write program documentation in the form of user guides and technical guides for UP developed database applications.
-Train users on newly developed/modified applications and common software.
-Collaborate with Information Technology and the UP team in the development of operations and procedures for collection, editing, verifying, and managing of HCM data.
-Access, synthesize and prepare HCM and CIRS data related to all HR areas.
-Develop and monitor audit reports, analyze problems, recommend and implement solutions in all HCM modules using PeopleSoft Query, Excel, Access, SQL, VB and CIRS to ensure data accuracy in required reports and analytical tools.

Education and Experience

Bachelor's degree or equivalent training in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study and three years of computer programming and software development, information processing, systems analysis, technical information equipment and systems, and/or application program packages and related technical functions.

Preferred Qualifications

-Master's Degree
-1-2 years of supporting/troubleshooting PeopleSoft HCM functionality
-Demonstrated Knowledge of Higher Education systems
-Demonstrated Knowledge of HR Technology
-Demonstrated ability to write basic SQL statements

Knowledge, Skills & Abilities

-Strong technical knowledge of the PeopleSoft HCM application including the table structure.
-Functional knowledge of the PeopleSoft HCM application.
-Knowledge of reporting methods and tools.
-Knowledge of research techniques, including the planning of studies and investigations, the determining of variables and the developing of reference materials.
-Knowledge of software applications, including word processors, spreadsheets, and database software (e.g., MS Excel, MS Access, MS Word, VB, VBA, SQL).
-Strong organizational skills.
-Strong proofreading skills.
-Basic SQL (Structured Query Language) skills.
-Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization or information exists.
-Ability to read, analyze and interpret common technical concepts, reports, and legal documents and compose memoranda, correspondence and reports.
-Ability to communicate effectively with a variety of constituencies (campus personnel, students, applicants, administrators, external governmental agencies, CSU Chancellor's Office).
-Ability to think creatively and make independent decisions.
-Ability to develop techniques for handling a large variety of detailed data and ability to analyze the data.
