Job Information

Job Summary:

Directs and coordinates the efforts of the billing staff in the management of department clinical revenue accounts receivable. Taking into account trends in revenue cycle, develops departmental policies relating to revenue enhancement activities, billing and follow up processes, statistical analysis of clinical programs and reimbursement schedules, and development and management of relevant databases. Coordinates the maintenance and analysis of quality assurance data and supports the continual quality improvement efforts of the department. Analyzes positions that have not been staffed and creates job descriptions, prepares supporting justification for both new positions and refilling of vacancies, and coordinates closely with HR to ensure that positions are filled timely so as to minimize outstanding AR due to lapses in necessary staff.

Responsibilities:

  • Develop strategic plans and set goals for all areas of responsibility.
  • Participate in the development of long-range goals and objectives to achieve improved performance on key revenue cycle indicators, utilizing benchmark data, for each area of responsibility.
  • Represent UCPG in key forums across the University of Chicago as designated by the UCPG Executive Director, including HIPAA/Compliance activities.
  • Act as an internal resource within UCPG to leverage standardization and process improvement techniques to improve business operations.
  • Serve on advisory panels and participate in forum groups as opportunities present or are identified.
  • Develop and/or revise systems to incorporate changes in technology and strategically manage increases in volume without adding resources or reducing service levels.
  • Remain current with regulatory and technological changes that impact work areas.
  • Initiates and drives operational changes to ensure compliance with new requirements.

  • Identify key operational indicators in which staff performance can be measured, assess current performance, and develop and implement systems to improve staff performance.
  • Communicate annual goals and objectives to staff and keep them informed as to progress toward goals throughout the year.
  • Consolidate and analyze weekly, monthly and annual rejection reports.
  • Identify reasons for deficiencies in performance and determine ways to increase departmental productivity.


Competencies:
  • Analyze the current processes/operations, staffing levels and staff effectiveness that support the goals of UCPG.
  • Establish and revise procedures, performance standards and quality control measures to manage workload and the quality of work performed.
  • Engage with managers and the Executive Director to ensure performance against goals and key metrics.
  • Establish an ongoing process that regularly updates the management team and staff regarding compliance with state and federal guidelines.
  • Analyze the current processes/operations, staffing levels and staff effectiveness that support the overall goals of the UCPG Business Office Operations.
  • Establish and revise procedures, performance standards and quality control measures to manage workload and the quality of work performed.

  • Ensure that all managers and staff have ongoing training and development, including but no limited to policies, procedures, billing systems, key metrics and general guidelines of UCPG.


Additional Requirements

Education, Experience or Certifications:

Education:
  • Bachelor's degree required. Master's degree preferred.


Experience:
  • A minimum of five years of supervisory/administrative experience in a healthcare billing environment required.
  • Experience working with clinical revenues required.
  • Experience negotiating on behalf of the unit in order to accomplish goals required.
  • Experience accomplishing goals on a set timeframe and within a budget required.
  • Project management skills required.
  • Experience at successfully conducting a goal setting process for a unit preferred.
  • Experience in an academic environment dealing with multiple billing systems, platforms, and structures preferred.
  • Epic experience is required.


Technical Knowledge or Skills:
  • Thorough working knowledge of federal and state regulations regarding reimbursement required.
  • Comprehensive knowledge of third party payer rules, procedures, and policies in all areas of billing and collection required.
  • Ability to create and deliver concise informational presentations and the ability to communicate technical information to departmental faculty and staff required.
  • Ability to condense complicated issues into simple summaries that can be understood by a variety of constituents required.
  • Ability to recommend new procedures and follow through with the implementation process required.
  • Strong working knowledge of Microsoft office suite.
  • Working knowledge of healthcare billing and clinical systems required.
  • High level of decision-making skill, accountability and creativity required.
