Graduate Medical Education has an opening for a full-time, University Staff (unclassified) Benefits Program Manager (HR Program Manager) position.

Nature of Work:
The position is responsible for the management of the CU Graduate Medical Education (GME) benefits program, which includes health, dental, prescription, life, disability and vision plans, for approximately 1200 interns, residents and fellows in a CU GME training program and eligible residents from the School of Pharmacy and the School of Dentistry. The position liaisons with benefits plan associates to oversee the benefit programs and ensures adherence to University, state and federal regulations as applicable. The position is responsible for the annual benefits budget and provides financial and business guidance to the Benefits Governing Board. The position oversees the implementation and resident compliance with the immunization and disease-screening program. The position oversees all resident leave and exiting documentation to verify compliance with GME policies, state and/or federal regulations.

Examples of Work Performed: Specific duties of the position include, but are not limited to the following:

Benefits Plan Liaison:

  • Oversight of the CU GME Benefits Plans (Health, Dental, Vision, Life, and Disability).
  • Establish procedures and manage processes and communications for new hire and annual open enrollment.
  • Production and distribution of plan information to the Residents.
  • Analyze, interpret and implement changes as mandated by applicable regulations for timely compliance across plan design, plan associates and participant population.
  • Promote collaboration, communication and maintain effective working relationships with providers, insureds and multiple benefit plan vendors, such as claims administration, medical management and plan consultants, to identify plan strengths and deficiencies.

Financial Management:
  • Analysis and verification of financial reporting.
  • Review, authorize, facilitate and confirm plan related financial transactions.

Plan Vendor Selection and Placement:
  • Collaborate and assist with selection of plan vendors and timely renewal of vendor agreements and policies, including request for quote or proposal as indicated by Procurement and plan requirements and vendor guidelines.
  • Coordinate and manage implementation of changes to coverages and/or vendors in all benefit-related areas.

Leave / Exit Documentation Management:
  • Oversees the development and review of the Residents leave documentation with Program Director or Coordinator, and GME Payroll Coordinator to ensure timeliness of reporting and compliance with GME policies.
  • Oversees the facilitation of exiting documentation including COBRA Health Insurance continuation documentation.

Immunization and disease screening program:
  • Collaborate and coordinate with designated providers (selected through University and Procurement requirements) to design, implement and execute Immunization and Disease Screening Program(s) for Residents to ensure compliance with program standards.
  • Monitor compliance with immunization and mask fit requirements.

Health Benefits Governing Board:
  • Develop strategies and present recommendations to CU GME Benefits Governing Board to promote Plan solvency and sustainability.
  • Responsible for meetings schedules, agendas, and communications.
  • Responsible for compilation and distribution of relevant materials.

Salary and Benefits:

The hiring salary for this position begins at $70,000 and is commensurate with skills and experience. This position is not eligible for overtime compensation.

Qualifications

Minimum Qualifications:
  • Graduation from an accredited college or university with a bachelor's degree in health administration, business administration, human resources, or a closely related field.
  • Four (4) years of professional experience in benefits and insurance administration which included medical insurance claims, billing and processing and contract negotiations.

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis, but not for the specific experience.

Preferred Qualifications:
  • Experience working with graduate level students and/or medical students.
  • Experience developing and analyzing financial reports.
  • Experience working with University of Colorado benefit regulations (Health, Dental, Vision, Life and Disability).
  • Experience managing medical data and health records.
  • Experience managing and negotiating contracts.

Competencies/Knowledge, Skills, and Abilities:
  • Knowledge of medical insurance billing and claim adjudication procedures.
  • Knowledge of and skill to interpret and implement department, affiliated hospital, state and federal regulations where applicable to benefits administration.
  • Ability to plan and coordinate procedures necessary for the delivery of a quality benefits level within the restrictions of stated guidelines.
  • Ability to communicate effectively with all levels of personnel and management in both a written and verbal capacity.
  • Ability to prioritize and attend to a variety of issues on a daily, weekly, monthly and annual schedule.
  • Demonstrated commitment and leadership ability to advance diversity and inclusion.
