Responsibilities

Directs the accounting operations of the Florida Medical Practice Plan, Inc. and responsible for supervising financial operations related to general accounting, including cash receipts. Oversight of the preparation of FMPP's reconciliations and true-ups. Oversight of accounts receivable and disbursement process for the Florida Medical Practice Plan, Inc. (FMPP), including accurate and timely preparation of invoices per contract terms. Analyzes all accounts receivable and disbursement activity, including report preparation and communicates issues to COM leadership. Monitors payroll appointments for FMPP clinical work. Oversight of development and application of clinical incentive program. Performs other duties as needed. Oversees and calculates quarterly departmental distribution process of clinical activity.

Prepares FMPP's monthly and ad hoc financial reports. Liaisons with external auditors for annual audits and prepares related work papers and annual financial statements, prepares schedules for IRS information reporting, and addresses internal auditors requests as required. Prepares FMPP's Form 1099 Miscellaneous tax forms for vendors and oversees other FMPP and clinical reporting needs as identified by FSUCOM leadership.

Interprets and monitors Federal and State laws and rules. Manages FMPP's annual budgets, including GME budgets with affiliates, and approves expenditures throughout the year. Ensures accurate and timely processing of invoices, management of vendor relationships, and evaluation of expenditure appropriateness. Maintains overall and historical knowledge of investments, reconciliations to identify investment recording errors and planning for divestments for cash management. Program administrator for various programs, including, but not limited to: Bank of America's CashPro, Bank of America WORKS, Quickbooks Pro, and the FMPP1 business unit for OMNI.

Maintains compliance with University regulations, policies, and procedures. Responsible for the interpretation of departmental fiscal and administrative policies and procedures. Develops, interprets, and implements policies, procedures, and guidelines for FMPP activities to achieve or maintain compliance with internal and external requirements. Designs and enhances automated financials, information systems; troubleshoots existing systems and tests and implements future systems.

Operation oversight to ensure established goals are being met. Supervises direct reports and indirect reports. Participates in planning, staffing decisions, and setting policy. Designs and implements strategic targets using best practices and direction from FSUCOM leadership.

Promotes an atmosphere of teamwork in accomplishing mission and goals of the unit to include participating in the completion of special projects and in meeting key departmental deadlines. Participates in designing, organizing, and implementing technology strategies/solutions that manage and organize the unit's electronic data. Serves as liaison and develops and maintains effective communication and positive work relationships with COM service providers, COM departmental staff and external service partners. In accordance with University and COM guidelines for proper cash handling, this position may occasionally receive cash, checks or credit cards as payment for services provided by faculty through FMPP, reimbursements for third party payers for our providers seeing patients, monthly allocations from Graduate Medical Education partners or other transactions related to FMPP.

Qualifications

Bachelor's degree and four years of experience related to budget, financial and/or accounting services. (Note: higher education can substitute for experience at the equivalent rate.)

Experience prioritizing assignments, meeting deadlines, and making timely responses to inquiries, requests, etc.
Experience compiling, reviewing, and reconciling data for accuracy, completeness, and compliance.
Experience with applicable computer applications and basic computer functions, such as: Microsoft Word, Excel, Outlook, or other comparable programs.
Experience with electronic data processing as it applies to fiscal and accounting activities.
Experience preparing clear and concise reports, procedures, correspondences, and/or other written materials.
Experience consistently developing and implementing procedures, goals, and/or objectives.

Pay Plan

This is an A&P (Administrative and Professional) position.

Criminal Background Check
