Position Summary: The School of Government at the University of North Carolina at Chapel Hill works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As the largest university-based local government training, advisory, and research organization in the United States, the School of Government offers up to 200 courses, webinars, and specialized conferences for more than 12,000 public officials each year. In addition, faculty members annually publish approximately 50 books, manuals, reports, articles, bulletins, and other print and online content related to state and local government. Under limited supervision, the Legislative Reporting Analyst works in the Legislative Reporting Service office and performs independent legal analysis of bills, amendments, committee substitutes, and conference reports during sessions of the North Carolina General Assembly. Employee (1) independently analyzes legislation and summarizes bills and changes in bills for same-day publication on the Legislative Reporting Service website; (2) reviews and edits summaries for accuracy; and (3) assists the Director in managing office procedures, such as publication and distribution, workflow, training, organization, and scheduling. The office schedule varies with the unpredictable schedule of the General Assembly. While the NCGA is in session, this position will generally work Monday nights from 6 - 10 p.m., work Tuesdays through Thursdays from about 9 a.m. to 6 p.m., and have most Fridays off. There will be some especially busy periods that will include night work and, rarely, weekend work. The person in this position must be fairly flexible with his or her schedule and committed to being available when needed. This position is 0.75 FTE. The NCGA schedule may at times require this position to work in excess of 40 hours in a week. However, the hours worked between legislative sessions will adjust to ensure an overall annual 0.75 FTE. In between legislative sessions, the Legislative Reporting Analyst does legal research, analysis, and writing, supporting short- and long-term research needs of School of Government faculty. Work includes legal research and writing, cite-checking, article review, editing, creating case summaries, and other related kinds of assistance. The Legislative Reporting Analyst will work for several different faculty members.

Education Requirements: J.D. required
Qualification and Experience: Strong legal research and writing skills, organizational skills, oral communication skills, and computer word processing skills are required. Willingness and ability to work an unpredictable schedule while General Assembly is in session is required. Although in general work hours include working Monday evenings and Tuesday through Thursday during the daytime and early evening, this position will also require that employee work erratic hours that may include weekends and nights during the legislative session. The ideal candidate will be meticulous and have demonstrated project management skills as well as experience in practical research and will be able to maintain composure and work cooperatively in a fast-paced environment. The candidate must also be able to describe legislation and proposed changes to that legislation in writing in a clear, concise, and timely manner in accordance with daily reporting deadlines. Knowledge of government organization and functions as well as the North Carolina legislative process is helpful. Prior experience working with faculty, and working in an employment setting that involves managing multiple projects with different supervisors is helpful.
