Job description

Duties: This position at the Penn Wharton Budget Model is responsible for leading the PWBM team responsible for our work with the Ballmer Group and USAFacts.org, a data-driven portrait of the American population, our government's finances, and government's impact on society run by Steve Ballmer. In addition to achieving the project's current goals with the Ballmer Group, he or she will also be responsible for expanding the scope of the current project to increase the size of our data store and its availability. To this end, he or she will be responsible for establishing and overseeing the direction of the team as well as supervising the internal PWBM team, which will involve conducting regular reviews and making hiring decisions among other things. Since the team will primarily be comprised of software developers, leading the team will require not only strong managerial skills but also strong coding abilities. He or she will be responsible for a significant amount of hands on technical work to ensure the success of the project. Leading this team will also require working closely with the Ballmer Group to ensure their expectations are being met, which will involve regularly traveling to Seattle for meetings. He or she will also be responsible for finding and coordinating with third party software engineering firms in order to augment the speed at which we produce software products for the project.

A Bachelor's Degree and 5 - 7 years of related experience; or equivalent combination of experience and education. Five or more years of C#, C++, C regressing, Java, JavaScript, Python, Visual Basic, and FORTRAN, including the ability to think in an objected-oriented way. Applicant should have prior experience with software development and release of commercial software products. It is helpful to have some undergraduate economic classes or familiarity with statistics, and a knowledge of Sql server and/or Mysql. It is also advantageous if applicant has experience working with JavaScript and related libraries/ platforms such as jQuery, Ember.js, AngularJS or Backbone.js. Tax programming a plus.

Position is contingent on continued funding.
