Position Summary    

Under the general direction of the Vice Chancellor of Education and Technology, the Associate Vice Chancellor of Information Technology provides administrative leadership in the planning, organization, and evaluation of the district’s technology services. Reporting directly to the Associate Vice Chancellor of Information Technology are the Directors of Production Services, Application Development, and Technical Services.


The Associate Vice Chancellor of Information Technology is a member of the Chancellor’s Executive Staff and Cabinet and participates in numerous Information Technology (IT) advisory groups.


Assignment Responsibilities    

Typical duties may include, but are not limited to:

● Providing innovative and operational leadership for strategic planning, implementation, and improvement of technologies in support of instruction, student services, and administrative services. 

● Researching, analyzing, and maintaining current knowledge of new technologies that can enhance district operations and services. 

● Serving as technical advisor to the district regarding technology priorities, projects, policies, procedures, activities, needs, issues, and opportunities.

● Working collaboratively with administrators, personnel, and outside agencies to exchange information, coordinate activities and programs, and resolve issues. 

● Establishing, developing, and maintaining professional relationships with technology related companies and organizations. 

● Coordinating and directing projects, resources, services, personnel, and communications to meet district-wide technology needs and assure smooth, timely, reliable, and efficient services. 

● Maintaining confidentiality, security, and integrity of all electronic information assets and IT infrastructure.

● Developing and administering related policies, procedures, and guidelines.

● Researching and assessing future technology options to maintain high data quality, integrity, and security.

● Developing and preparing the annual IT budget proposal.

● Analyzing and reviewing budgetary and financial data.

● Controlling and authorizing expenditures in accordance with established requirements.

● Researching, obtaining, and maintaining grants and other funding sources for technology systems and services.

● Monitoring and analyzing technology programs, systems, and activities for financial effectiveness, operational efficiency, capacity, and planned replacement to meet planned district priorities.

● Directing the development and implementation of technology planning and project management processes to include constituent involvement. 

● Supervising and evaluating the performance of assigned personnel, and coordinating and reviewing staff work assignments to assure compliance with established standards, requirements, collective bargaining agreements, and procedures. 

● Ensuring ongoing training for personnel to maintain up-to-date technical expertise. 

● Increasing productivity and effectiveness by promoting continuous improvement, managing organizational change, and incorporating new technology solutions using assessment of best practices and feedback from internal users and external customers. 

● Engaging staff in completing effective department program reviews and annual unit plans, and using outcomes of the reviews to continuously improve IT services. 

● Participating on technology related participatory governance committees, and chairing ad hoc committees as assigned by the Vice Chancellor of Education and Technology.

● Fostering an IT consumer-centric, rather than an IT provider-centric, culture.

● Coordinating academic computing across the district.

● Implementing a talent management program across District Office IT.

● Establishing a systematic project management approach for IT projects, including a program management office.

● Increasing departmental efficiency, while reducing service management costs by developing a framework and a library of best practices for building an IT Service Management (ITSM) solution along with a well-designed IT Service Catalog.

● Designing and developing IT Service and Process Metrics to measure IT investments and departmental performance.

● Performing other duties as assigned.


The administrative assignment may include day, evening, weekend, and/or off campus work and/or hours.


Minimum Qualifications    

1. Have a bachelor’s degree from an accredited institution, completed by March 1, 2019, in Computer Science, Management Information Systems, or related discipline; OR have a bachelor’s degree in any discipline, with extensive computer science or management information systems experience.


2. Have five years of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment, including at least three years of administrative experience in a large educational, governmental, commercial or industrial organization. Experience should include responsibilities in planning, operational and project management, supervision, and budget administration of information technology field.


3.
