The Department of Pediatrics, Section of Neonatology has an opening for a full-time, University Staff (unclassified) Business Manager (Business Services Manager) position.

Nature of Work:
The Business Manager (1.0 FTE) of the Section of Neonatology, Department of Pediatrics, School of Medicine, University of Colorado Denver | Anschutz Medical Campus will provide critical operational support through delivering sound fiscal management of funds from all sources; by closely monitoring budgets, human and capital resources; and by managing day-to-day operations of the work unit. The Business Manager coordinates policies and procedures and oversees the implementation of clinical programs, teaching, and research in the Section of Neonatology. This position is responsible for aligning the Section activities with the policies and procedures of the Department of Pediatrics, School of Medicine and University of Colorado Denver | Anschutz Medical Campus. The Business Manager represents the Section within the Department by providing essential communication and networking. The Section has more than 80 employees with 35 faculty members and a financial portfolio of approximately $50 million. This position will be responsible for the direct supervision of both University of Colorado and Children's Colorado Hospital employees.

Examples of Work Performed:

Financial Management:

  • Manage and oversee all funds of the Section including: gift and endowment funds, grants and contracts, CU Medicine operation and enrichment accounts, CHCO Neonatology general and restricted funds.
  • Manage the financial aspects of operations and staffing, Faculty and PRA recruitment, and other short and long-term planning functions.
  • Prepare budgets, controls and monitors revenue and expenditure activity for each source of funds.
  • Implement and oversee execution of financial policies and procedures related to all facets of the University, Children's Hospital Colorado, and CU Medicine financial enterprise systems (PeopleSoft, Concur, CU Marketplace, CHCO Playbook, m-Fin, myBI, etc.), including electronic and paper approval and submission (POs, SPOs, Payment Vouchers, Travel Reconciliation, Reimbursements, CU Medicine concur and Cor360, etc.).
  • Work closely with the Department of Pediatrics Grant Specialist team to ensure Faculty and PRA salary data and sources of funds are accurate and PETs processed as necessary throughout the fiscal year.
  • Reconcile month-end revenue and expense documentation for all funding sources.
  • Establish and maintain effective internal controls for finance, grants, and contract administration to monitor revenue and expenditure activity for each source of funds.
  • Actively partners with Children's Hospital Colorado in the development and execution of strategic planning regarding business and clinical operations. May include practice expansion, practice model changes, etc.
  • Ensure the propriety of all transactions are in accordance with State, University, CU Medicine and CHCO rules and regulations.
  • Respond to requests for information, research financial transactions, troubleshoot and correct discrepancies, and incorporate feedback to ensure accurate financial reporting.
  • Demonstrate initiative by continually assessing systems, making suggestions for streamlining, cost savings, improving workflow and other process improvements.
  • Respond to requests from the School of Medicine and/or the Department of Pediatrics, and CHCO for fiscal budgetary information and other financial data as requested.
  • Complete the Perinatal Research Center cost study annually and provides oversight of account activity.
  • Manage revenue cycle and productivity including distribution of all monthly reports to faculty members, complete/coordinate analysis with CU Medicine to identify areas of opportunities and improvements in the areas of service delivery, charge capture, coding, billing, denials and reimbursement.
  • Monitor physician services billing and collection activity where appropriate. Review Section monthly charges, collections, DOS/DOP, CPT volume. Provide similar data to Section Head for various sites of practice.
  • To ensure efficiency of operations, notify faculty of changes to physician billing, coding, documentation, and facilitate multiple compliance requirements in collaboration with the CU Medicine faculty liaison.
  • Manage contracts for affiliate hospitals including drafting the contracts, establishing sites of practice, overseeing the provider credentialing process and invoicing.

Policy Coordination:
  • Administer pertinent State fiscal policies, State and UCD rules and procedures, applicable State and Federal laws and standards applying to business management (personnel, accounting, auditing, clinical, research and education administration).
  • Administer pertinent CU Medicine practice plan fiscal policies and other Federal and State regulations governing physician practices, patient care and billing and collection.
  • Respond to and prepare reports as requested by the University or CHCO.

Human Resource Management:
  • In collaboration with DOP Talent Management and Academic Affairs (TMAAT), assist with:
    • Faculty appointments and re-appointments, including Letters of Offer; oversees on-boarding and physician practice plan, (CU Medicine) and managed care requirements.
    • Assist Section Head with the tracking of the annual faculty evaluation process in the university system.
    • Track faculty promotion and tenure activities through the delegation to Section personnel.
  • Assist Section Head and Faculty Recruitment Committee with faculty recruitment efforts.
  • Prepare and conduct annual performance evaluations for all direct reports (CHCO, UCD, and CU Medicine staff).
  • When necessary, prepare and conduct disciplinary actions such as performance improvement plans for direct reports.
  • For training purposes, present workshops to administrative staff as necessary to keep the apprised of institutional changes and requirements.
  • Provide leadership in the formulation and implementation of Section policies and procedures as needed.
  • Plan, coordinate and attend Section meetings.

Research:
  • Work collaboratively with Section Finance Specialist and DOP Grant Specialists to manage both the pre- and post-award workload, including reviewing and pre-approving expenditures, reviewing appropriateness of charges per granting agency policies; is proactive regarding steps to avoid problems.
  • Maintain knowledge of current and new UCD, CHCO, NIH and other agency policies.
  • Monitor and review the dissemination of monthly projection spreadsheets by Finance Specialist to each principal investigator.
  • Maintain an accurate list of all grant speedtypes and monitors the accuracy of balances.

Faculty Support:
  • Lead physician support services to enable effective support to faculty members within their clinical, research, and education activities.

Operations/Facilities Management:
  • Assist with space and office assignments by managing the recordkeeping of space allocation. Assist with office and work station redesign as personnel and office needs evolve.
  • Professional communication with various levels of faculty, administrators, and staff requires diplomacy and tact, flexibility (able to work with shifting priorities and deadline pressure) and the ability to maintain positive working relationships.
  • Manage the Section's WebSpace

Other Duties as Assigned:
  • Provide the Fellowship Director with resources as requested in order to ensure the requirements for the Accreditation Council for Graduate Medical Education are met in a timely manner.
  • Work collaboratively with the department of Pediatrics on assigned tasks including but not limited to cFTE spreadsheets, productivity reports, all funds budgets, etc.
  • Perform other duties and tasks as assigned.

The hiring salary for this position is commensurate with skills, experience, equity, and tenure with the University of Colorado. This position is not eligible for overtime.

Qualifications


Minimum Qualifications:
  • Bachelor's degree in business, health administration, accounting, finance or a directly related field from an accredited institution.
  • Three (3) years of progressive financial or accounting experience, including the development of large budgets (preferably over $250,000).

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis, but not for the required below experience.

Conditions of Employment:
  • Must be willing and able to successfully pass a 10-panel drug test
  • Must be willing and able to successfully pass a national criminal and sex-offender background check

Preferred Qualifications:
  • Direct supervisory experience of administrative support personnel within the last 3-5 years.
  • Master's degree in business, health administration, accounting, finance or a directly related field from an accredited institution.
  • Experience working with people and financial management software including PeopleSoft/ mFin Cognos reports, Concur, MyBi, etc.
  • Experience working in an academic health center, college, or university.
  • Previous pre-award and/or post-award grant management experience in an academic research university.

Competencies (Knowledge, Skills, Abilities):
  • Advanced skill level with Microsoft Office especially Excel.
  • Knowledge of people and financial management software including PeopleSoft/ mFin Cognos reports, Concur, MyBi.
  • Ability to communicate effectively, both in writing and orally.
  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
  • Outstanding customer service skills.
