The incumbent posting as a police officer may serve as a uniformed patrol officer; detective; community police officer/’Canes Resource Officer; or directed patrol officer. A police officer has the primary responsibility to provide protective and law enforcement services on the university campus. In addition the university police officer has responsibilities to provide special services to the university community consistent with the mission of the University and the department.
The police officer position is designated as essential personnel and will continue to work during periods where the University may suspend normal operations due to events such severe weather, natural disasters and/or hazardous situations.

Performs high-risk work of considerable difficulty.
1. Patrol the campus on foot, motor vehicle, bicycle, or other transportation modes to enforce the laws, University regulations, and as a deterrent to crime. Operate motor vehicles in some patrolling duties.
2. Conduct security patrols of all University buildings and grounds. Check doors and windows to ensure they are secured thereby preventing unauthorized entry. Observe and report unsafe conditions, such as fire and structural hazards, lighting outages and security violations, and initiate corrective measures when appropriate.
3. Investigate and make written reports of all criminal acts, traffic accidents, citizen complaints, injured persons, and suspicious circumstances. Interview suspects, witnesses, complainants and assess and processes minor crime scenes and requests resources for larger scenes processing and further investigation. Collects, documents, and secures evidence.
4. Arrest violators of criminal and traffic laws. Physical apprehension and/or issue a written summons requiring the arrestee to appear in court. Give testimony in court.
5. Administer first aid and/or render assistance to injured or ill persons. May transport to the University Health Center and/or local hospital. Request rescue services as required.
6. Traffic Enforcement and Control. Control and direct motor vehicle and pedestrian traffic. Direct motor vehicle traffic to maintain continuous, orderly flow, and prevent traffic jams due to large concentration of vehicles and/or vehicular accidents. Investigate minor traffic accidents occurring on and around the campus.
7. Crowd Control. Provide crowd control and management at planned events and in the event of spontaneous events to include general direction, containment and physical control depending on crowd behavior.
8. Act as a police dispatcher in absence of regularly assigned dispatcher. Direct patrol officers to respond to calls for assistance; document all pertinent information in the police log. Maintain key and equipment logs and issue keys and equipment to authorized persons. Answer incoming phone calls requesting assistance and/or information. Operate computer terminals by providing input information and requesting data on wanted persons, stolen property, vehicle ownership, registration, and status or motor vehicle operator license.
9. Enforce University traffic and parking regulations, issue citations to violators, initiate the towing of vehicle which prohibits the flow of traffic or have received an excessive number of violation citations. Erect barricades to control parking for special events.
10. Investigate fire and security alarms; locate fire, if necessary, evacuate building; extinguish incipient fires consistent with training, summon outside assistance; control pedestrian and vehicular traffic. Procedures and method for responding to burglar alarms are confidential and shall be performed in accordance with Department policies.
11. Assist visitors and University employees with directions location of buildings, classes, and departments. Provide traffic and parking information.
12. Motorist Assistance; coordinate services to motorists in need of assistance such as flat tire repair, out of fuel, keys in vehicle, dead batteries, etc...
13. Perform administrative tasks such as delivering emergency messages, collecting lost and found items. Conduct daily safety and cleaning inspections of patrol vehicles. Delivering reports and documents to/from Coral Gables Police Department, Dean of Students Office, President’s Office, etc..
14. Provide escorts for students, faculty, and staff as requested.
15. Work special duty during University sponsored functions, athletic events, and student social activities. Duties at events include traffic control, crowd control and safety related services.
Scope: Work activities affect the level of safety and security enjoyed at the university during duty hours.
Impact of Actions: Actions have a direct impact upon the safety and security of students, faculty, staff, and visitors at the university and have an effect on student morale, campus operations, and public image. Actions have a vicarious impact on police and administrative chain-of-command as well as the police training facility and staff.
1. Incumbent has frequent internal and external contact with Coral Gables, Dade County, and other municipal and state law enforcement officials, service organizations, university offices.
2. Routinely, and as required, have internal and external contacts with students, faculty, staff, and visitors to resolve individual and group issues consistent with the department Customer Satisfaction Program.
KNOWLEDGE, SKILLS AND ABILITIES
1. Full knowledge of City of Coral Gables, Miami Dade County, State of Florida civil and criminal laws and ordinances. Knowledge of University policies University of Miami Police Department Standard Operating Procedures, Coral Gables Police Department Standard Operating Procedures. Knowledge of current Departmental and State of Florida use of force procedures.
2. Knowledge of vehicle operation under normal and emergency conditions. Knowledge of pursuit procedures. Knowledge of general vehicle maintenances and inspection standards.
3. Knowledge of general investigation procedures of all crimes that may be reported to the department.
4. Knowledge of radio codes and radio procedures.
5. Knowledge of hazardous materials response and blood borne pathogen response.
6. Detailed knowledge of the geography of the university campus, to include buildings, street and parking lot names and designations, and individual University department and office locations.
7. Considerable knowledge of the geography of the cities of Coral Gables and South Miami, specifically those areas immediately proximate to the campus.
8. Considerable knowledge of, and capacity to operate within the parameters of the department’s Customer Satisfaction Program and the University’s Common Purpose and DIRECCT values standards.
9. As assigned, considerable knowledge of basic investigative techniques, to include administrative background investigative and internal affairs certifications.
10. As assigned, working knowledge of accepted community policing, crime prevention and public speaking techniques.
11. As assigned, working knowledge of technical security and its application on the university campus.
Must display well developed communications skills, successfully qualify with assigned firearm(s) and police Non-Lethal Weapons (Taser, EXASD, PR 24, OC Spray, etc.) as required, and operate standard police motor vehicles under routine and emergency conditions.
Demonstrated ability to mediate minor disputes, to evaluate threats to public safety, and successfully impart information and guidance to all campus constituencies. Must have ability to conduct investigations, enforce laws, conduct physical arrests to include pursuit and apprehension, communicate effectively with members of the community, department and other agencies and organizations. Must be able to make decisions and react quickly and logically in emergency situations. Must be able to prepare written reports. Must be able to operate a motor vehicle, firearm, radio, computers and all required police equipment. Must be physically prepared to perform all duties and react positively to appropriate supervision. Must be able to successfully complete all FDLE required trainings in conjunction with CGPD to maintain active FDLE certification. Ability to utilize all software used by the department to include Outlook, Workday, OSSI CAD/RMS/MCT systems, DAVID, etc.
