Primary Function of Organization Unit: The Office of External Affairs, Partnerships and Economic Development is instrumental in positioning the university as one of the top-tier public research universities in the State of North Carolina and country. Key responsibilities of the office include monitoring, informing and influencing public policy at the county, state and federal levels on issues that may impact or be of interest to NC State. The Office of External Affairs is also responsible for working with a variety of internal and external constituencies to advocate for NC State in achieving its three-tiered mission of teaching, research, and extension and engagement. These constituents include, but are not limited to the following: federal, state and local governments; UNC System Office; NC State faculty, staff, students, and alumni; educational institutions; community leaders; businesses and industries in the Research Triangle and City of Raleigh; counties throughout North Carolina and beyond. In addition, the Division has a strategic focus towards building relationships and economic partnerships to advance the University's land grant mission as a preeminent innovative research institution.
Essential Job Duties: The Assistant Vice Chancellor for External Affairs will report directly to the Vice Chancellor for External Affairs, Partnerships and Economic Development and will be a member of the Vice Chancellor's leadership team. The Assistant Vice Chancellor will provide leadership oversight and coordination of the operational and financial activities of the division, including budgetary and human resources management, data analytics/reporting and supervision of the division's Business Officer. This position will assist in the coordination of division activities and collaborate on division projects, initiatives and/or events with the division's leadership team. In collaboration with the Vice Chancellor, division leadership team and campus partners, the Assistant Vice Chancellor will develop and implement an external affairs and economic development strategy shaped by institutional priorities. This strategic approach further cultivates industry corporate and government partnerships and stimulates economic growth, innovation and multi-disciplinary research. This position will also engage with the Chancellor, Vice Chancellors, Deans, senior leadership, faculty, staff and students across campus to successfully advocate on their behalf to a diverse group of external stakeholders, and ensure coordination of government relations interests and/or needs across the University as appropriate. In addition, the Assistant Vice Chancellor will assist with the development of university legislative priorities. This includes assistance with policy and budget requests and strategy development to the members of the General Assembly, U.S. Congress, the Council of State, Raleigh City Council, Raleigh Chamber of Commerce and the Wake County Commissioners, concerning issues that are critical to NC State as well as the impact of any proposed legislation.
Minimum Education/Experience: Master's degree in a related field or a law degree from an appropriately accredited institution plus at least seven years of related legislative relations and/or economic development experience. In substitution, a related bachelor's degree and at least ten years of related experience or equivalent combination or education and experience may be considered.
Department Required Skills: Demonstrated success in monitoring, informing and influencing policy at the county, state and federal levels of government and with higher education, industry and research related organizations. Experience in relationship building and strong oral and written communication skills are essential. Must be able to handle a fast-paced workplace environment and be adept in engaging diverse constituencies.
Preferred Experience, Skills, Training/Education: Related experience in higher education is preferred.
